HomeMy WebLinkAboutCCWS 04-15-1996 . . MINUTES ~ CITY OF ARDEN HILLS, MINNESOTA WORKSESSION APRIL 15, 1996 . 4:30 P.M. - CITY HALL, PUBLIC WORKS LUNCHROOM CALL TO ORDER/ROLL CALL . Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council . Worksession at 4:30 p.m. Present: Councilmembers Paul Malone, Dale Hicks; City Administrator, Brian Fritsinger; Parks & Recreation Director, Cynthia Walsh; Public Works Superintendent, Dwayne Stafford; City Accountant, Terry Post; and Community Development . Director, Kevin Ringwald. Councilmember Susan Keim arrived at 5: 10 p.m. and Councilmember Beverly Aplikowski was . absent. Roundtable Diseussion . a. Committee Renorts Councilmember Hicks updated the Council in regards to the March 21, 1996 Public Ie Safety Committee Meeting. Community Development Director Ringwald reviewed the actions taken at the April 3, . 1996 Planning Commission Meeting. The Commission is establishing subcommittees to work on a variety of ordinance changes. The Council was supportive of the use of a moratorium if necessary. The Council directed Mr. Ringwald to obtain a legal opinion . from Attorney Filla regarding the ability to deny a request while the ordinance changes are being developed. . Councilmember Malone briefed the Council about the rebuilding of the ladder truck by the Lake Johanna Fire Department. . Parks Committee Chairperson, Megan Ricke, requested input into the Perry Park Grand Opening scheduled for June I, 1996. The City Council supported a transfer of $1000 . from the Community Services Fund to pay for the estimated event expenses. b. City Issues - Short Term . 1. Watermain Feasibility Engineer Stonehouse reviewed the watermain feasibility report for the extension ofwatermain on Old Highway 10. The Council recognized the importance of the . project but wished to proceed only if more than 50% of the impacted neighbors supported the project. The Council agreed to hold an informational meeting on if April 29th at 6:30 p.m. . . . 2. County Road Turnbacks .. Engineer Stonehouse reviewed the turnback of roads proposed by Ramsey County. The Council expressed concern about the number of streets the City was taking back and the benefit of the turnbacks to our citizens. The Council I suggested staff convey the message to the County that it would accept Hamline/Ingerson for Hamline and County Road F. 0 1996 Street Assessments . ~. Engineer Stonehouse reviewed the proposed 1996 Assessment Roll. Specifically, the Council reviewed those lots which have unusual dimensions. The Council I suggested several resulting changes to the Assessment Roll. c. Department Head/Administrator/Council Comments I Mr. Stafford updated the Council on the status of the Cleveland Avenue bridge closing and street sweeping. Mr. Ringwald reviewed the status of negotiations in the Gateway Business District. Mr. I Ringwald also commented on Arbor Day and the Park Dedication negotiations on the I Benton and Amble subdivisions. The Council indicated it agreed with the approach being taken by staff. Mr. Fritsinger updated the Council on goose relocation efforts at Lake Johanna. .. Mr. Malone suggested staff begin preparing an RFP for Fire Protection services. Staff . should also revisit the Lexington Avenue restriping/widening and the County Road E striping. d. City Issues - Long Term I Water Meter Replacement I. Mr. StatTord summarized meter technology options and gave his I recommendations to the Council at this point in time. Mr. Fritsinger requested the Council slow down on the project in order for staff to meet with the Cities of Roseville and St. Paul regarding the water system. Council agreed to this request I and directed staff to work with Roseville and St. Paul. 2. Council/Department Head Retreat I Council acknowledged the action list is very long and suggested staff prioritize these items with facilities and community survey being placed high on the list. I " Worksession Agendas ~. The Council indicated the proposed 1996 Worksession Agenda was adequate. I The meeting was recessed at 7:45 p.m. and a closed meeting to discuss labor negotiations was .. reconvened at 7:50 p.m. .
