Adjournment Please contact Pam at (651) 633-5676 if you are unable to attend this meeting. • NOV. 27. 2000 10 : 24AM WELLS FARGO PRIVATE CLIENT SER NO. 9597 P. 2, 3 Minutes of Arden Hills Operations & Finance Committee Meeting • November 16, 2000 Attendees: Mark Kelliher, Clayton Zimmerman,Chuck Mertensotto (8:30pm), Ray McGraw, Terry Nygaard; City Treasurer/Accountant, Terry Post; Council Liaison , Lois Rem; City Councilperson, David Grant; Public Works Director, Dwayne Stafford; guest, Gene Ranieri, Executive Director, Association of Metropolitan Committee. Called to Order at 7:03pm Gene Ranieri discussed the general matters of state aid formulas, how they were derived and how they are computed. He also offered some suggestions regarding Arden Hills's efforts to improve their standing in this regard. See his discussion outline attached. Dwayne Stafford noted that the streetlights along County Road E had been reinforced and should be good for another four to five years. He said that he would bring to a future meeting a study done a number of years ago regarding street lighting in Arden Hills. Dwayne also thought it would be a good idea for us to review some street light designs for a possible community standard. Mark Kelliher will be discussing city entry signs before the City Council in the near future. Terry Post noted the amount of time staff spends on election matters, Also, the increase • in the mill rate is on the light side versus surrounding communities. Dwayne Stafford also noted Public Work's election duties and that he is lobbying for Paid Time Off rather than the current allocation of sick days. Snow plowing and maintenance facilities/equipment were also discussed. Sales Tax Exemption. - LMC and AMM Policies(eliminate the tax,revenue impact, relationship to levy base) - Exemptions since 1991- specific buildings—(public owned and occupied and public leased), equipment - School exemption - LMC AMM conference call with cities of Arden Hills, Farmington,Blaine 2. Legislative Actions. - special law - general law - role of local legislators - cost of exemption to(city,taxpayer) - reaction of Department of Revenue(fiscal note,official policy) 3. Legislative Content. - definition of facility definition of activities"improvements to existing,new construction"- time frame(retroactive,prospective) - method of exemption—reimbursement or other. 4. Legislative schedule - November—December - determine legislative content - November-December-meet with local legislators to request support - December.Approve proposal locally and request legislator to have bill drafted. (prepare background briefing paper) - December—January. With local legislators meet with tax committee leadership.Purpose is to brief the leadership, request hearing and gauge feasibility of effort's success. - January through May—contact with local legislators and committee members - January—April. Prepare brief presentation for committee.
