Old Business: Reviewed draft.by City Attorney as a result of our recommendations from June 15,2000. Those present felt that the draft accurately reflects our recommendations. The haulers are responsible to notify their customers of the change. 5. New Business: A. City Gateway Signs: Options--review past studies,members were polled as to their views on gateway signs. For: 4 Opposed: 1 Members felt that the level of signage should vary based on location. The group was split as to whether signs are for beautification or marketing. Suggested locations: 35 and 96,35W and No.end of TCAP(County Road I),Highway 10 by Sherrer Brothers, County Road D and Cleveland,Lake Johanna Blvd. and County Road D,Lexington and 96,E and 96, Lexington and Lake Josephine, Snelling and County Road E,E and Lexington,694 and 35W, South Boundary on Highway 51,Hamlin and 96. Dewayne will investigate the cost of signs. Committee members to review sites by next meeting. B. Street Signs—Defined list of signs that city personnel could make the decision on. Informational: dead end,deaf child,and slow children. Requester should present a petition with signatures of 75 • percent of the affected residents. The property owner where the sign will be located must approve. Dewayne will bring a list of informational signs,:o the August meeting. 6. Staff Update: Dewayne discussed the types of curbs that are installed_ 7. Council: Lois Rem reviewed the budget increase of 2.99 percent. Speed limit study on Old Highway 10(Old Snelling). 8. As more and more requests for"Dead End" signs are received, the Operations and Finance Committee, which reviews all sign requests for the City, has implemented a policy as follows. "Dead End" signage installation will be recommended for Council approval only when petitioned by seventy-five percent(75%) of the affected residents. • Although yours seems to be a valid request, the Committee has realized that many people are beginning to view too much signage as unnecessary and visual pollution. Called to order at 7 p.m. 2. Roll Call Members Present: Mark Kelliher, Ray McGraw, Terry Nygaard, Chuck Stoddard. Council/ Staff: Lois Rem, Terry Post, Dwayne Stafford. Also Present: George Walter. 3. The May 18 Minutes were approved with the following amendments: a 2 & ii Defiantly changed to definitively. b 1 a Gift changed to ten receiving units. 4, General discussion regarding the collection dates for trash and recyclables. It was decided that the Operations and Finance committee should recommend to council that the city • would be divided into two sections split by Interstate 694; that North of 694 would receive trash and recyclables pickup on Tuesday while that portion South of 694 would receive this service on Wednesday. The recyclable pickup contract would have to be renegotiated for 2001 to accommodate the change in weekly pickup from Wednesday to Tuesday in the south half of the city. 5. New Business—the letters from Jo Ann Pastorious and Dr. Das were taken under advisement but decisions were deferred until the city has a standard procedure to deal with the frequent requests for street lights and speed limit changes. 6. Staff Update - Terry Post—the Day in the Park event exceeded budget primarily because of paid city staff attendance. The cost of the event rose from $1500 last year to about $6000 this year. - Dwayne Stafford discussed personnel policy changes, crack resealing,the Ingerson/Harnline lift station,the Ingerson task force, and budgeting. - Lois Rem noted that the Planning Commission is working on an antenna master plan and an ordinance covering the turning of single family homes into rental units for college students; the task force for the Maintenance facility. • • CITY OF ARDEN HILLS 4364 WEST ROUND LAKE ROAD ARDEN HILLS, MN 55112-5794 June 16,2000 Jo Ann Pastorius 1315 Wyncrest Court Arden Hills,MN 55112 Dear Jo Ann: Thank you for your letter concerning the break ins to your daughter's car and the request for streetlights in your area. Long before my time (five years now)with the City of Arden Hills, a streetlight plan was developed where lights would be installed throughout the City in three stages. The first stage was to put lights at each major intersection,which I believe,was accomplished. The second stage was to install lights at secondary intersections. My understanding was the third stage would have lights installed at intermittent areas between intersections. The second and third stages were obviously never undertaken, as priorities changed and support for the streetlight plan was not there. We still receive requests from residents for streetlights,but not in front of their house. • The Operations&Finance Committee briefly discussed your letter requesting streetlights at their meeting last night. They have decided to table it for now. The idea was to take up the problem later as part of a broader picture,possibly Citywide. Some of the problems are, if the City lights one area,who will pay for the installation,maintenance and electric costs? Since the City has not agreed on a standard streetlight fixture, what would be installed? The City has allowed private installation of streetlights in some instances at the owner's expense. Although I do not live in Arden Hills,I personally had problems similar to yours and installed an attractive;post mounted lantern type light in my front yard,which has worked great. This lantern is a high-pressure sodium type that is very efficient, it turns on and off automatically and the bulb it uses lasts about ten years. If you wish to pursue the streetlight issue further at this time, you still have the ability to speak directly to the City Council at any Council Meeting. They meet on the second and last Monday of each month. The Operations & Finance Committee briefly discussed your request at its' June 15, 2000, meeting and decided to table your request for now. Similar requests have been received in the past for speed reduction on Old Snelling Avenue,but it appears more enforcement to existing laws is the only answer we currently have to reduce speeds. • Enclosed is a flyer relating to speed limits and how they are based. Notice the paragraph stating the local road authority can pass a resolution requesting an investigation. (Speed Study) If an investigation determines most people are driving at near the posted limit, no changes would be made. If most drivers are not driving near the posted limit, the limits may be changed up or down, as the case may be. If you wish to pursue the speed limit reduction further, you have the ability to address the City Council at any meeting and request a speed investigation is performed on Old Snelling Avenue. The Council meets on the second and the last Monday of each month. Several accidents have also occurred on that roadway in the past few years. The north portion of this roadway from County Highway 96 to County Road E is under 111 County jurisdiction and has speed limits of 40 &45 miles per hour. The southern segment from County Road E to Minnesota State Highway 51 was turned over to City jurisdiction in 1997 and has a speed limit of 40 miles per hour. The Public Works Department, as well as the Ramsey County Sheriff's Deputies patrolling that roadway, would like to see a uniform speed limit on the entire roadway which is safe and proper for that roadway. Recommendation The Arden Hills Public Works Director recommends the City Council adopt Resolution No. 00-23, requesting the Minnesota Department of Transportation to conduct a speed study on Old Highway 10/Snelling Avenue to determine a uniform, safe and proper speed limit for that roadway. You may wish to have the Committee and the City's currently licensed refuse haulers review the proposed ordinance before it is presented to the City Council. The City does not need to conduct a public hearing before adopting the ordinance. Three affirmative City Council votes are necessary for approval. The ordinance can be published after it has been adopted, but will not become effective until November 1, 2000. This should give the garbage and refuse haulers sufficient time to reorganize their schedules and routes. AN ORDINANCE RELATING TO THE COLLECTION OF GARBAGE AND REFUSE. The Arden Hills City Council hereby ordains that Chapter 11, Article II, Section 11-15 is added to the Municipal Code of the City of Arden Hills and Chapter 11,Article II,Section 11- 18 of the Arden Hills Municipal Code is amended to read as follows: Section 11-15. Purpose. The City has determined that regulation of garbage and refuse collectors and haulers is necessary in order to protect the health, safety, and welfare of the residents of Arden Hills by reducing: a. The frequency of the unsightliness of curb side trash containers; • b, Litter caused by the effects of weather on the contents of curb side trash containers; c. Wear and tear on City streets due to heavy truck traffic; d. The noise pollution associated with the process of collecting garbage and refuse;and e. Interference with the City's road maintenance activities caused by the presence of curb side trash containers. Section 11-18. Frequency. The collection of garbage and other refuse shall be made at least once each week by a duly licensed collector. In regard to the collection of household generated garbage and refuse,the City shall be divided into two zones. Zone 1 is that portion of the City located south of Interstate 694. Zone 2 is that portion of the City located north of Interstate 694.
