RESOLUTION NO. 2025-065
RESOLUTION APPROPRIATING FUNDS TO PAY DEBT SERVICE ON THE
CITY'S GENERAL OBLIGATION CAPITAL IMPROVMEMENT PLAN
BONDS, SERIES 2025A, AND AUTHORIZING CANCELLATION OF THE 2025
DEBT SERVICE LEVY RELATED TO SUCH BONDS
BE IT RESOLVED by the City Council (the "Council") of the City of Arden Hills, Minnesota
(the "City") as follows:
Section 1. Back rg ound.
1.01. Pursuant to Minnesota Statutes, Chapter 475 (the "Act"), including Minnesota Statutes,
Section 475.521, as amended, and Resolution 2025-037 approved by the Council on April 28, 2025 (the
"Award Resolution"), the City issued its General Obligation Capital Improvement Plan Bonds, Series
2025A (the "Bonds") in the original principal amount of $2,895,000 on May 20, 2025. The Bonds were
issued to finance the capital improvements set forth in the City's five-year capital improvement plan,
including the City's proportionate share of the construction and equipping of a new fire station within the
City.
1.02. As required by the Act, the Bonds are secured by the full faith and credit and taxing
powers of the City. The Award Resolution includes a pledge to levy ad valorem taxes on taxable property
in the City to produce at least five percent (5%) in excess of the amount needed to meet when due the
principal and interest payments on the Bonds.
1.03. Although a tax levy has been pledged to pay the debt service on the Bonds, the City may
use other revenues to pay annual debt service on the Bonds. The City intends to pay debt service on the
Bonds with other revenues of the City.
Section 2. Authorization.
2.01. Pursuant to and consistent with the City's Budget, the City hereby appropriates City
franchise fees for deposit into the Debt Service Fund for the Bonds (as defined in the Award Resolution)
to be used to pay debt service on the Bonds. The Council finds and determines that the franchise fees
collected by the City are sufficient to pay 105% of the debt service payments on the Bonds when due.
2.02. The County Auditor/Treasurer of Ramsey County is hereby authorized and directed,
pursuant to the provisions of Section 475.61 of the Act, to cancel or otherwise amend the levy for the
Bonds heretofore made to be levied in the 2025 calendar year for collection in the 2026 calendar year, due
to City funds on hand in the Debt Service Fund in the form of the aforementioned franchise fees.
2.03. City staff are authorized and directed to take all other actions necessary to carry out the
intent of this resolution.
The motion for adoption of the foregoing resolution was duly seconded by Member
