Is financially viable for the City/County. ever-greenenergy.com What does a sustainable community look like? ever-greenenergy.com What does a carbon-free community look like? ever-greenenergy.com Sustainability Strategies Underway at RCC TCAAP Redevelopment Code (TRC) in place to guide overall community Planning for ground-source district energy system Sustainability Design Guidelines in place to guide individual buildings Pursuing LEED for Communities certification How did we get here? ever-greenenergy.com History 2014: JDA established the Environmental Resiliency Advisory Board (ERAB), which defined the original Energy Vision 2015: Energy Integration and Resiliency Framework (EIRF) created, which set a vision of RCC as the largest net-zero energy redevelopment in the state 2016: JDA created the TCAAP Redevelopment Code (TRC), which lays out the land uses for the site including high-quality bike and pedestrian infrastructure 2023: Energy Advisory Committee (EAC) convened to carry on the work of the ERAB. They refreshed the Green Energy Vision and directed staff to engage consultants to support this work. 2024: Consultants Ever-Green Energy (EGE) and LHB worked with the JDA to analyze RCC and recommend sustainability strategies and policies  focus of today’s presentation 2025: First project on RCC breaks ground, following the JDA’s Sustainability Design Guidelines ever-greenenergy.com Clean Energy Analysis ever-greenenergy.com Energy Model of RCC EGE modeled a conceptual development based on the TCAAP Redevelopment Code (TRC) This model found that under a business-as- usual scenario, annually the development would use 325,000 MMBtu of energy To meet those energy needs, the JDA must implement both demand- and supply-side strategies ever-greenenergy.com Green Energy Strategies Demand-side strategies: reduce energy consumption •High-performance building design Supply-side strategies: provide carbon-free energy •Eliminate fossil fuels: no or minimal natural gas use in buildings Baseline Buildings •Meet current Minnesota energy code •Natural gas and electricity •Heating and cooling makes up about three- quarters of total building energy use. High-Performance Buildings •All electric •High-performance envelopes, lighting, and equipment •Nearly half of the energy used is for heating and cooling. High-performance buildings reduce energy use through a combination of: •Geothermal / ground-source: thermal energy (heating/cooling) through a combination of district energy and individual building geothermal •Solar: onsite rooftop photovoltaic sometimes called community energy or thermal energy network System provides a shared source for heating and cooling buildings – efficiency Three major components: •Distribution loop: water is circulated through an underground loop at a constant temperature •Building connections: water source heat pumps and/or variable refrigerant flow systems (VRF) connect individual buildings to the loop •Thermal energy solutions: source(s) that keep the water loop temperature at ~55°F ever-greenenergy.com Three thermal energy scenarios were analyzed 1.District Energy – Entire Development 2.District Energy – Town Center: serves the densest portion of site (over half of energy load) 3.Decentralized Geothermal: each building has its own individual geothermal wells Analyzed each scenario on greenhouse gas (GHG) emissions reduction and cost Scenario 2 emerged as the best path forward A district energy system would: •Improve efficiency by sharing heating and cooling energy between buildings •Allow the use of heating and cooling equipment familiar to developers, operators, and contractors •Require less in-building equipment •Enable higher equipment efficiencies •Eliminate cold weather equipment packages •Eliminate air source condenser units (frees up roof space for solar) ever-greenenergy.com LEED for Communities Certification Several certification systems analyzed for fit with RCC – LEED for Communities recommended LEED for Communities: •Administered by the US Green Building Council / Green Business Certification Institute (GBCI) •For use in planning stage of a new community •Data-driven, comprehensive system addressing natural systems, transportation, water, energy, GHG reduction, materials, resources, quality of life Note: Differs from LEED Building Design + Construction (BD+C) •For use during design and construction of a new building, certified post-occupancy •LEED for Communities gives points for LEED BD+C certification •Colloquially, this is often what people mean when they refer to LEED Certification System: LEED for Communities How LEED for Communities Helps Push Sustainability Requirements for: •Providing public access to green space/wetlands •Including an organics collections service Pursuing optional points for: •Certifying buildings to LEED •Reducing light pollution •Including pedestrian and bike infrastructure •Employing strategies to reduce travel by individual car •Designing to reduce GHG emissions •Including on-site renewable energy generation •Participating in utility demand-response programs •Designing paving with recycled goals for the community Provide a way for the JDA to track compliance with sustainability goals Include a waiver process, so that developers can request changes from the JDA on a case-by-case basis ever-greenenergy.com Sustainability Design Guidelines Summary Sustainability Certification: buildings must be certified at LEED BD+C New Construction Silver or above, or similar certification system Energy Efficiency: buildings must achieve 50% better energy efficiency than Minnesota Energy Code Decarbonization: •Electrification: buildings must be all-electric. •Renewable Energy: buildings must install rooftop photovoltaic (PV) systems •District Energy: if available, buildings must connect to district energy for heating and cooling. Embodied Carbon: buildings must conduct a whole building life-cycle assessment and achieve at least a 10% reduction in global warming potential Electric Vehicle Chargers: EV equipment must be installed, requirement varies by building type Reporting SUBJECT: Communications Update Goff Public worked with Ramsey County to prepare and distribute the fall Rice Creek Commons newsletter. The newsletter was sent to 3,398 subscribers on Monday, September 29. Topics included the release of the Request for Information, the approval of the plat for Rice Creek Boulevard, and a construction update on Outlot A. The newsletter had a 2% click rate and 19% open rate, which is similar to the last newsletter. There have been three recent inquiries through the Rice Creek Commons microsite contact portal on topics including opportunities for development, plans for senior housing, and construction at Outlot A. Staff responded to each inquiry directly.
