Thursday, April 20, 2000
City Hall, 4364 West Round Lake Road
1. Call to Order at 7:02 pm
2. Roll Call
Members Present: Aaron Frederickson, Mark Kelliher, Ray McGraw, Terry
Nygaard, Charles Stoddard, Clayton Zimmerman
Also Present: Councilmember Beverly Aplikowski, Terry Post, Dwayne Stafford.
3. Approval of Minutes. The minutes were approved.
4. Old Business
• a. Sewer and Water rates
1) The committee discussed the issue of sewer and water rates.
2) There was a motion that"The committee recommends that the
senior citizen discount associated with sewer and water rates and
have the rate applied to all resident property be the same." The
motion failed 3-3.
3) There was a motion that"The committee recommends that the
City of Arden Hills adopt a `odd-even' sprinkling ban during the
normal sprinkling months." The motion failed 6-0.
4) Item number three on the agenda was skipped under"Old
Business".
b. Garbage haulers
1) The committee discussed the competitiveness of the current
system and systems that are currently employed by other cities.
2) The committee discussed some of the negative aspects of the
way refuse is currently hauled within the city and possible need
to city"beautification."

•" 3) A majority of the discussed revolved around the "Blaine Plan"
open bidding process with two haulers that pick up garbage one
day a week, and the"New Brighton Plan"—where garbage
haulers are only allowed to pick up one day of the week and not
limited to city contracts
4) An informational poll was taken. All committee members said
they favored the"New Brighton Plan." Possible survey of
current garbage haulers within the city of Arden Hills.
Aaron Frederickson was excused at 8:30 p.m.

To All Arden Hills Residential Garbage Haulers:
The City of Arden Hills, Operations and Finance Committee, is currently reviewing the
• City's garbage collection activities. Two years ago I sent a survey out to all licensed
haulers in Arden Hills and received a 100%response from residential haulers. What we
learned from the survey is the City at that time had six residential haulers with pickups
as follows:

The City continues to receive numerous complaints relating to garbage setting out five
days a week in most areas of the City. In an effort to minimize garbage days and
complaints, the Arden Hills Operations and Finance Committee is considering the
effects of standardizing collection days. Their suggestion is to go to a single day, or
possibly separating the City into two zones as the City of New Brighton has. Pickups
north of 694 would be on one day and south of 694 would be the next.
In an effort to make any changes as fair and easy as possible, the Operations and Finance
Committee is inviting representatives from each licensed residential hauler to participate
in discussions on this subject at their next meeting.
