Called to order at 7:05 p.m. 2. Roll Call—Present: Mark Kelliher, Ray McGraw, Clayton Zimmerman, Chuck Mertensotto, Terry Nygaard, Chuck Stoddard. Absent: Aaron Fredrickson. Ray McGraw moved that we shelve the discussion until Council directs us to look into the matter. Our contract for water with Roseville/St. Paul runs until 2002. Seconded (Nygaard) and approved unanimously. • B. Mark Kelliher led a discussion of water rates. Committee members are to contact various surrounding municipalities with the following questions: a. The source of the water. b. Rates—greater or lesser than cost. c. Any future water/sewer issues on the horizon. d. Same rates for residential and commercial. e. Sewer bill linked to water bill. f. Discounts for any special interest groups. g. Conservation measures. 5. City Assessment Policy. Ray McGraw reported on his conversation with Shoreview officials regarding their assessment policy. 6. Trash Haulers. Ray McGraw distributed a package of reports on the matter of trash pickup and noted the number of trucks involved in this business on Arden Hills streets throughout the week. 7. The utility billing phone number is 612-785-6141 for all billing inquiries and moving related information. This utility number has an answering machine available after hours for the convenience of those who do not have access to a phone during regular working hours of 8 a.m. - 4:30 p.m. Bills are sent quarterly to residential customers and monthly to commercial companies for the previous months' services. All bills are due on the last • day of the month. Any payments not received by the due date will result in a 10% late payment penalty. If an account becomes delinquent, a final notice is sent. If payment is still not received, a 24-hour notice of disconnect is delivered to the property and water service will be terminated in 24 hours. Once the service is disconnected, the bill must be paid in full, plus a reconnect charge before service will be restored. Since 1992 the City bills $5.21 annually to each City water customer. This charge was mandated by the federal "Safe Drinking Water Act" of 1992. The federal government determined that the number of parameters monitored in drinking water should increase for 23 to 83 parameters. The money collected by the City is paid to the State of Minnesota to fund this program. The ordinance makes no allowance for exceptions. The service will be billed quarterly. Residents may choose which type of service best suits their needs. Customers provide their own garbage containers and they must be placed at the curb on their pickup day. Other Utilities Electric service for most of the City is provided by Anoka Electric Cooperative (612-323-2650). Natural gas service for most of the City is provided by Minnegasco (612-372-4720). A small part of the east side of the City is serviced by NSP (612-639-1234) for gas and electric service. Sprinkling Ban Lawn sprinkling restrictions shall be implemented on the day following notice in the official newspaper of the City of Blaine. Additional means of notification will be used as directed by the City Manager including information on utility bills, notice posted throughout the community, and radio and television. There are no sprinkling restrictions until a notice is • placed in the official City newspaper, the Blaine/Spring Lake Park Life. If restrictions are imposed, they will begin with Tier I.
