Minutes of Special Council Meeting Village of Arden Hills Monday, May 19, 1986 . 6:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 6:40 p.m. Roll Call Present: Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy Hansen, Gary Peck, Thomas Sather None Clerk Administrator Charlotte McNiesh Absent: Also Present: Karth Lake Level Mike Johnson, 1152 Amble Drive, representing Karth Lake Homeowner's Association, presented a petition with 37 signatures requesting that the City immediately pump Karth Lake down to a level of 934 (plus or minus) feet MSL. The Homeowner's Association has offered to participate in the cost for materials for the pumping and presented a $3000 Cashier's Check for their share. Homeowners realize this is a short term solution to the problem and would like to participate in a long term solution. Councilmember Hansen queried whether "off-lake" residents of the area had been contacted, noting that the temporary discharge pipe would impact this area. Perry Lippert said he had contacted residents in this area and they "can live with it". Councilmember Peck said he would want a hold harmless clause so City would be released from possible damages. The Council reviewed the Raddatz memo of 5/19/86 detailing estimated cost to pump lake for 17 days, cost of materials was estimated at $6,803.64 which included $2,520 for discharge piping. Since this piping could be used as permanent discharge pipe and included in costs of a long term solution, this was deleted. Also deleted from cost estimates was the generator rental. Mayor Woodburn about 934 feet about $3,605. said that 12 days pumping may be enough to lower the level to and therefore estimated that materials costs would be reduced to He felt our liability insurance would cover this City operation. Mike Johnson said that only two of the 36 lakeshore owners did not contribute, and if more than $3,000 is needed from residents, he'd have to go back to the Association. It was noted that some storm sewers drain into Karth Lake; Mike Johnson said he thinks more water is draining to Karth Lake since Lexington Avenue was improved. Although the high water is not endangering any homes, oak trees are under water and John Stump said the water is within two feet of his retaining wall. Councilmember Hansen said that if the lake is pumped for 12 days, this takes manpower from other projects, and benefits relatively few property owners; starting immediately means substantial overtime over the Memorial Day weekend. All lakeshore property owners have to cope with high lake levels and subsequent erosion. Mayor Woodburn said that the last five years were the second wettest in history and the last three years were the wettest; may "need water" in future years if there is a long, dry spell. Hansen moved, seconded by Peck, that the City enter into a cost sharing agreement to pump Karth Lake down to 934.1 feet, cost to residents being $3.000, project to start as soon as possible. Motion carried unanimously. (5-0). Peck said he would not support this type of short term solution again, feels property liability and long term solution should be addressed. - . Minutes of Special Council Meeting, May 19 Page 1 Mike Johnson said the Association was very interested in a long term solution, felt there would not be a problem with future assessments for a permanent lift station. It was noted that the engineer's calculations were based on the best available hydrological data, location of a lift station would have to be resolved. Since the public has access to the lake over Cummings Park property, Karth.Lake is not truly a "private lake", The Homeowner's Association plans to have a water quality study done at its expense and will pursue a long term solution. It was suggested that a petition to install a lift station might be appropriate. . Fire Protection Needs In discussion, it was noted that we have to know what we need in manpower, equipment and stations to meet fire protection needs for Arden Hills. Do station, #1 in Arden Hills and station #2 in North Oaks provide this? Is response time adequate? The Council concurred that a consultant's advice would provide guidance. Hicks moved, seconded by Sather, that McNiesh contact Orville Mertz and Bill Quick to determine estimated cost and time needed to do a fire protection evaluation and type of demographic data needed for the study. Motion carried unanimously. (5-0) It was noted that Shoreview had asked for a response by May 28 concerning Arden Hills' interest in cooperating on a south station. Council queried whether we could delay decision about four weeks pending consultant's report. Impr. No. R-85-3 Hamline Avenue Phase II Council concurred that a landscaping alternate be included in the plans and specifications. Claims and Payroll Sather moved, seconded by Peck, that Claims and Payroll be approved as submitted. Motion carried unanimously.
