'It <br />,-ARZEN HILLS <br />Approved: October 27, 2027 <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />OCTOBER 13, 2025 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Grant called to order the City Council <br />Work Session at 5:30 p.m. declaring October 13, 2025 as a non -holiday to conduct City <br />business. <br />Present: Mayor David Grant; Councilmembers Brenda Holden, Tena Monson, <br />Emily Rousseau and Kurt Weber <br />Absent: None <br />Also present: City Administrator Jessica Jagoe, Public Works Director/City Engineer <br />David Swearingen, Community Development Director Jake Reilly and Assistant to the <br />City Administrator/City Clerk Julie Hanson <br />1. PUBLIC INQUIRIES/INFORMATIONAL <br />None. <br />2. RESPONSE TO PUBLIC INQUIRIES <br />None. <br />3. AGENDA ITEMS <br />A. Lake Johanna Fire Department Strategic Plan <br />Fire Chief Tim Boehlke said the Lake Johanna Fire Department (LJFD) has served the cities of <br />Arden Hills, North Oaks and Shoreview for 82 years. The department started as a volunteer fire <br />department. Over time it has transitioned to a paid, on -call department and operate four stations. <br />After hiring the first full-time chief they transitioned to a combination department in 2002. Since <br />then they have hired additional staff. All of the fire fighters are trained and certified at an EMT <br />level or higher. There are paramedics. They have added full-time assistant chief positions for <br />operations, fire prevention and training. This is a well -trained and well equipped department. <br />
