Water Tower Needs Assessment - Engineer Norm Hendrickson Christoffersen reported that the government has not indicated further interest in the City furnishing water to the TCAAP; has indicatted that the up-front money may not be acceptable (1/3 of the capital cost of constructing facilities to accomplish the furnishing of said water), and a user cost of 1.2 times water rate in effect (currently $1.10 per thousand gallons). Hendrickson referred Council to his presentation of a year ago (6/29/84) relative to the City's needs and the reasons why additional water storage is needed. Hendrickson explained that the situation in Arden Hills has not changed appreciably since the report was prepared. Hendrickson reviewed the Roseville/Arden Hills water system; reported that the Roseville booster station is capable of pumping in excess of the Roseville/ Arden Hills fire demands as recommended by Insurance Services. Hendrickson explained that insurance rates are based on the City's rating class (currently Arden Hills is Class 6); noted that cities are not required to provide for fire demands. Hendrickson referred Council to a chart showing peak hour daily consumption on a high consumption day (8/6/83); noted that Arden Hills' estimated con- sumption, based on the 6,350 population figure, was 1,682 M gallons (15.2% of the Arden Hills/Roseville combined consumption). Hendrickson said a 1 M gallon tank is needed to provide for the recommended fire demand; explained that sufficient storage of water for the City's daily needs, peak hour needs and fire demand are the reasons an additional storage tank is needed; noted that a 1.5 M gallon tank is needed if the TCAAP is to be furnished water. Hendrickson explained that Roseville has one 1.5 M gallon storage tank; Arden Hills is served from Roseville from this reservoir, and the Roseville pump- ing station; Arden Hills has a pumping station on Grey Fox Road and Dunlap which pumps the water to the Arden Hills' 500,000 gallon storage tank. Graphs showing project daily water consumption from 1980-1998 on an average day, maximum day and peak hours were compared with projected maximum daily water consumption, plus fire demand and maximum day, plus fire demand with Arsenal connected. . Hendrickson reviewed his water storage study based on records of August 6, 1983; reviewed the water storage situation in Roseville and Arden Hills if the Roseville booster station has a complete power failure. Hendrickson reported that Northern States Power has recently been requested to, and has agreed to, install equipment at the Roseville booster station that should almost eliminate the chance of a power failure. Hendrickson explained that Arden Hills should furnish water storage for peak hour consumption; noted that if a maximum fire demand occurs at peak hour consumption, Arden Hills may run out of water. If Arden Hills adds aIM gallon storage tank it would have a fire reserve of 540,000 gallons on a maxi- mum day. .. . . .. Minutes of Council Work/Study Meeting, April 22 Page two Hendrickson said it is difficult to determine when to add additional water storage; noted that there are things a city can do to control water usage; - sprinkling bans - odd/even sprinkling days Hendrickson said it wuld take one to one and one-half years to put a storage tank in service after bid is awarded; said it would take about six weeks to prepare specifications for advertisement for bids. Based on anticipated 11,000 connected population, and anticipated water con- sumption, excluding the Arsenal, Hendrickson recommended that Arden Hills build a I M gallon tank; noted that the population figure was based on 1980 demographic data comiled by the Metropolitan Council at 2.95 persons/ household; noted that he understands the trend is now fewer than 2.95 persons/ household. After discussion, Council took the matter under advisement. Ad;ollrnment Hicks moved, seconded by Hansen, that Motion carried unanimously.
