Lake Josephine Boat Access/Ditch Number 4 Improvement
According to the EPA, Chicago office, Ditch No.4, Lake Josephine, and Fish
Restocking are one project, and Improvement of Ditch No. 4 alone will not be
considered under the grant.
It was explained that the DNR has legal authority to build a public access
on any lake of 100 or more acres in size in the metropolitan area; that
Commissioner Alexander is committed to this goal; so, the public access on
Lake Josephine is inevitable.
Concerns expressed were about safety to people for all lake uses, particularly
swimmers. Slides were shown of the crowded beach (in and out of the water)
on a typical evening and weekend. Parking was also a safety concern. It
was reported that cars are illegally parked on the side road and in business
and residential lots across the street. DNR's reaction to the crowded
conditions was to control them with surface zoning and police patrol.
Chemical treatment of Lake Josephine with calcium nitrate is proposed to
"tie up" the phosphorus in the lake sediment and lower the level in the
water. It was explained that the treatment would be injected into the
top six to eight inches of the lake sediment (same treatment that has been
completed on Long Lake, which they are continuing to monitor). It was
stated that the treatment is expected to be effective for 15 to 20 years.
It was explained that Federal money cannot be used on. lake improvements without
a public access. According to Pat Malloy (State EPA office) the funding
could be approved and money released for Ditch No. 4 improvement after
the installation of the public access; Lake Josephine chemical treatment
is not necessary if people don't want it -- a public hearing will be held
to discuss it, and it won't be treated if not deemed necessary, or if opinion
is that the treatment is not proven to be effective.
A number of residents were present at the meeting, opposed to the public
access; concerns were safety, over-use of the lake and not sufficient parking.
Roseville Council wants Ditch No. 4 and Oasis Pond improved. There were
not many comments on the chemical treatment expenditure.
