Home My WebLink AboutCC 01-14-1985 ... , , Minutes of Regular Council Meeting Village of Arden Hills Monday, January 14, 1985 ~ 8:00 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 8:00 p.m. Roll Call Present - Mayor Robert Woodburn, Nancy Hansen ~ Councilman Dale Hicks ~ Treasurer Donald Lamb, Clerk Dorothy Zehm Councilmembers Thomas Sather, Gary Peck, . Absent Also Present Clerk Administrator Charlotte McNiesh, Deputy Approval of Minutes Hansen moved, seconded by Peck, that the ~lil1utes of December 2lth and January 2nd Council meetings be approved as submitted. Modon carried unanimously. (4-0) Business From The Floor None Development Agreement Deferred to January 28th meeting pending receipt of draft of agreement from City Attorney. Additional Committee Appoinbnents Council was referred to McNiesh's memo (1-11-85) listing additional Committee vo 1 unteers. Woodburn made the following Committee Appointments: Gregory Ruehle - Public Safety Committee and Cable Communication Advisory Committee Thomas Besch - Public Safety CO!1'Jllittee (iniidvertE~nt1y omitted on earlier appointment list). Pecl< moved, seconded by Sather, to ratify the ~fayor'$ additional Committee appointments for 1985. Motion carried unanimously. (~,-O) Woodburn noted that Thomas Mulcahy has volunteered to continu" to serve on the Ad Hoc Parkway Study Committee (a volunteer ComlYiitt(~e consisting of Planning Commi ss i on and Pa rks and Recrea t i on Committee members). Approval of Youth Gymnastics Instructor Council was referred to Buckley's memo of 1j14/f35, recGi:,n~nding the hiring of Catherine Lanz as co-gymnastics instructor. . Hansen moved, seconded by Peck, that Council approve the hil'ing of Catherine Lanz at $6.50/hour as per memo. Motion carried unanimously. (4-0) , , , Minutes of Regular Council Meeting Monday, January 14, 1985 - 8:00 p.m. Page Two MAMA Comparable Worth Study Council was referred to materials regardi ng the ~1Ai'lA Joi nt Compensation Study, from Metropolitan Area Management Association, and to McNiesh's memo of 1/11/35 relative to Comparable Worth, listing reasons she feels that ,joining the MAMA group would be beneficial to Arden Hills. In discussion, Council generally concurred <lith f!;cil'iesh's recorrunendation to join the MAMA Group. It was noted that a point system is very difficult to put together and also very time consuming. ~ Some of the concerns expressed were: 1) once in place, can City up-grade job descriptions and salaries? 2) once we joi n, are we compelled to stay with it? 3) jobs in Arden Hills do not match job descriptions of other cities and will have to be given different titles in accordance with job descriptions dev'e loped. 4) what artl the ramifications when a new job is added'! After di scuss i on, Hansen moved, seconded by Peek that Counc il iHJOpt Reso lut ion No. 85-7, RESOLUTION AUTHORIZING PARTICIPATION IN THE CONTROL DATA BUSINESS ADVISORS, INC. JOINT COMPARABLE WORTH STUDY, AT A COST OF $3,525.00. Motion carried unanimously. (4-0) Request for Petition to Abandon Ditch 12-W(lQ~!L)!j_d:le Pt'operti'!S, It was noted that this portion of County Oitch 12 is no longer needed because of the recent storm water improvement. Council concurred to refer the request to Attorney Lynden fOI' his report at the January 28th meeting as to requir'ed procedui'e. Authorization to Invite Proposals for Bond C().lms,!J, McNiesh explained that currently our Bond Counsel pn'p,lr"s re~~olutions on all developments under Statute 429 and attends the public hearings and meetings; handles bond sales and prepares the Prospectus; prepilres resolutions for apportion- ment of assessments, after actual split of assessments 15 milde, by the City Engineer. (4-0) Approval of list of Rubbish Hauler Licenses was dderred pending approval by Health Officer Dunn. Motion carried unanimously. Council concurred that an Administrative office fee of $100.00 be charged as an expense incurred by the City, when tallying expenses for pi\yment by the partnership. Sather moved, seconded by Hansen, that Councn approve" the Claims and Payroll as presented. Motion carried unanimously.
