HomeMy WebLinkAboutCC 01-02-1985 -'" ,- Minutes of Special Council Meeting Village of Arden Hills Wednesday, January 2, 1985 - 5:30 p.m. Vi 11 age Hall Ca 11 to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 5:35 p.m. Roll Call Present - Mayor Robert Woodburn, Councilmembers Nancy Hansen, Dale Hicks, Gary Peck, Thomas Sather Absent - None Also Present - Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh. . Oaths of Office 'Hicks administered oaths of office to Mayor Woodburn, Councilmen Peck and Sather, Treasurer Lamb and Clerk Administrator McNiesh. 1985 Village Appointments Hansen moved, seconded by Peck, to approve appointments as attached. Motion carried unanimously. Motion carried unanimously. (5-0) Resolutions Hicks moved approval of Resolution No. 85-1, DESIGNATING OF DEPOSITORIES AND CORPORATE AUTHORIZATION RESOLUTION, Resolution No. 85-2, DESIGNATION OF AD- DITIONAL DEPOSITORIES FOR INVESTMENT PURPOSES, Resolution No. 85-3, RESOLUTION DESIGNATING BROKERAGE FIRMS FOR INVESTMENT IN FEDERAL GOVERNMENT INSTRUMENTS, Resolution No. 85-4, RESOLUTION FOR TRANSFER OF FUNDS BY TELEPHONIC INSTRUCTIONS, Resolution No, 85-5, RESOLUTION APPROVING 1985 LABOR AGREEMENT WITH INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL NO. 49. Motion was seconded by Hansen and carried unanimously. (5-0) 1985 Committee Appointments Hansen moved to approve committee member appointments as attached, seconded by Peck and carried unanimously (5-0). Council noted that there are openings on the Public Safety, Public Works, Cable TV Advisory and Newsletter Committees, and suggested that the Town Crier solicit volunteers. Claims Hicks moved, seconded by Hansen, that claims be approved as submitted. Motion carried unanimously (5-0). Council Meeting Schedule Hansen moved, seconded by Hicks, that a Special Council Meeting be scheduled for January 14th at 6:30 p.m. at Shoreview City Hall and that the Regular Council Meeting on January 14th be scheduled for 8:00 p.m. at the Arden Hills City Hall. Motion carried unanimously (5-0) . 1985 Umbrella and Public Officials Liability Insurance McNiesh reported that the umbrella premium was $3,100 in 1984, will be $6,000 in 1985 and that public officials liability premium will increase from $850 to $1,200; Insurance Agent Hite suggested that other carriers might provide the same coverage at a lower premium. Hansen moved, seconded by Hicks that Council authori~e McNiesh to change carriers if the same coverage can be obtained at a lower premium. Motion carried unanimously (5-0). Other Business Hansen briefly reviewed the Voto Report on the benefits, and financing of the Firemen's Benefit Association, noting that: - The Fire Department and Benefit Association are two separate entities. _ Annual contributions to the Benefit Association from the Fire Department and State Aid are more than annual pension benefits currently being paid. > Minutes of Special Council Meeting Wednesday, January 2, 1985 - 5:30 p.m. Page Two . Monthly pension was raised to $245 in 1983 and is retroactive, i.e. applies to all retired firemen. The average pension for volunteer firemen in other cities is about $200. The 1983 unfunded accrued liability (page 10) of $522,244 is not what they owe currently. - Ooes not include new firemen for third station. - City representatives have not been invited to pension board meetings. - Recent pension increases have not been approved by the cities. Woodburn noted that this is not a vested pension. Retired firemen must serve 20 years and be 50 years of age to receive a regular pension. income on investments is figured at 5%. There seems to be a discrepancy between the Voto Report and Pension Board Actuarial Report which should be resolved. 1985 Salaries After discussion, Hicks moved, seconded by Hansen, to approve the 1985 salaries. Motion carried unanimously (5-0).
