Roll Call Present - Arden Hills Mayor Robert Woodburn, Council Members Dale Hicks, Thomas Mulcahy and Kathleen Rauenhorst North Oaks Mayor Warren Johnson, Council Members James Burok, Ray Foley and Mary Ann Yakel Shoreview Mayor Richard Wedel I, Council Members David McGraw, Thomas Wegleltner, Robert WeYandt and Richard Sundberg Absent - Arden Hills CouncIlman Michael ChrIstIansen North Oaks Councilman Robert WInship Also Present - Fire ChIef Dave Koch, Shorevlew City Manager Gary DIckson, North Oaks Clerk Treasurer Nancy Rozycki and Arden HI lis Clerk Administrator Charlotte McNlesh . Mayor Wedel I reviewed history of the Lake Johanna Volunteer Fire Department, notIng that Station No.1 was built In 1944, Station No.2 In 1955 and that number of firemen and pieces of equipment have remained the same for the past 29 years. Shorevlew Position Paper re North End Fire Station, Chronology Regarding North End Fire Station and a tabulation of market values and fire contract costs of the three vi I lages were distributed. Mayor Wedell reported that Shorevlew had appl ied for a grant In conjunction wIth the proposed fire station - no action to date on grant. A questIon was raised re contract provisions for Villages Jointly purchasing land and equipment for the Fire Department. Gary Dickson read Section 4 of the Joint Powers Agreement for the Fire Protection Board which enables Joint purchase provided each Councl I authorized the purchase or lease. A map delineating the areas to be served by three stations was revIewed. Chief Koch explaIned that service areas were based on response time rather than mileage; feels three stations are needed to serve the 30,000 population spread over 36 square miles; noted that Rosevl I Ie has three stations for Its 36,000 population. Mayor Wedell noted that the population of Shorevlew is expanding very rapidly. Koch explained that for all structure fIres two statIons respond to be sure that enough vol unteer firemen will be at the scene. With the volunteer system you cannot be sure how many are available at a given time. Chief Koch stated that volunteer firemen sponsored carnivals etc. In the early 1940's and built the first station on New Brighton Road In 1944. In 1955 louis Hili donated the land for Station 2 on Hodgson Road. The owner of the property for the proposed statIon on County Road I Is asking $100,000 for the 2+ acre site - $20,000 down payment, balance spread over 4 years. Projected costs for three citIes Is $1,023,599, yearly cost for operating the third station is estimated at $98,000. A proposed plan, spreadIng costs over a three-year period, shows the cIties paying $50,000 of land plus Interest costs, fire department $60,000. In reviewing the estimates, following statements were made: - Building cost estimates of $71/sq. ft. for the two story building are high. Koch said this was based on data f~om the 1983 Firemen's Almanac: Dickson said Informal dis- cussion with some local architects Indicated $50+/sq. ft. . - Land cost seems high. Koch said property owner based this on on an equlyalent of $30,OOO/lot for residentIal sites. Mayor Woodburn noted that the Arden HIlls costs for fire protection had about tripled from 1977 to 1984, but the number of volunteers and pieces of equipment had remained constant. Koch stated that equipment was sorely In need of replacement in 1977 and replace- ment costs have Increased substantially. The current formula for sharing fire protection costs for the three municIpalities, based on estimated market values, was discussed. CouncIl members from Arden Hills and North Oaks said they did not feel the current formula Is appropriate for cost sharing of the proposed station. Mayor Wedell said Shorevlew needs the extra protection of the proposed station at County Road I. If the other cities do not participate, an alternative Is for Shorevlew to fund It and deduct the market values of properties north of STH 96 from total values of three cities. Mayor Johnson said he would like to see some figures reflecting effect of Shorevlew values north of STH 96 being deducted. Mayor Woodburn and Councilman Hicks said they could see some benefit to Arden Hills from the third station, Woodburn said he could possibly -"sell" 10%. The data prepared by the Fire Department shows costs spread over a three year period, Cities would like to see impact of longer financing period. Gary Dickson agreed to have hIs staff prepare data reflecting 5, 10 and 20 year financing plans. Councl Is agreed to discuss the additional data at up-comIng Council meetings and to respond by May 15th. Meeting adjourned at 9:35 p.m. ~~!lkd Charlotte McNlesh Clerk Administrator 1l,A~~ Robert l.
