TRANSFER OF OFFICE THIS DOCUMENT SHALL REMAIN THE PROPERTY OF THE CITY OF ARDEN HILLS Upon termination of office by reason of resignation, election, suspension, or dismissal, the holder ofthis document shall transfer it to his successor or to the Arden Hills Emergency Managcment Director (City Administrator). Copy Number: Assigned to: . 3 CITY OF ARDEN HILLS . EMERGENCY OPERATIONS PLAN Authority for the Arden Hills Emergency Management program is established by Public Law 920, 21 sl Congress of Minnesota, State Civil Defense Act of 1951, as amended, and Chapter 7 of the City of Arden Hills Municipal Code. Refer to this Code for detailed information. Foreword The basic purpose of this plan is to provide a guide for emergency operations. The plan is intended to assist key City officials and emergency organizations to carry out their responsibilities for the protection of life and property under a wide range of emergency conditions. Although an organization may have the foresight to plan for anticipated situations, such planning is of little value if it is not reduced to written form. Personnel with intimate knowledge of unwritten plans may be unavailable at the very time it becomes necessary to implement them. A written plan will furnish a documentary record which can be referred to as needed. This documentary record will serve to refresh the knowledge of key individuals and can be used to inform persons who become replacements. . Plan Uodatine: and Distribution For purposes of this plan, the City of Arden Hills Emergency Management Director shall serve as the Planning Coordinator. As such, the Director will have overall authority and responsibility for the maintenance of the plan. The City Council has designated the City Administrator as Emergency Management Director. This plan will be reviewed and updated as necessary; but at least once every year. The Arden Hills Emergency Management Director will be responsible for ensuring that this updating occurs. In order to carry out this task, the Director may request assistance from the Ramsey County Emergency Management Director. This plan has been distributed to all City Government departments and agencies that have emergency assignments in the event of a major disaster in the City of Arden Hills. A plan distribution list will be maintained by the Arden Hills City Emergency Management Director. . 4 . Reasons for Plan Tornadoes, floods, blizzards, and other natural disasters can affect the City of Arden Hills. In addition, major disasters such as train wrecks, plane crashes, explosions, accidental releases of hazardous materials, and enemy attack pose a potential threat to public health and safety in Arden Hills. An emergency plan is needed to ensure the protection of the public from the effects of these hazards. Puroosc of Plan The City of Arden Hills has many capabilities and resources which could be used in response to any major disaster. These include the facilities, equipment, manpower, and skills of both government and non-government professions and groups in Arden Hills. The purpose of this plan is to ensure the effective coordinated use of these resources to: 1. Maximize the protection of life and property 2. Ensure the continuity of government 3. Sustain survivors 4. Repair essential facilities and utilities Lee:al Basis and References . I. Public Law 920, as amended 2. Minnesota State Statutes, Chapter 12, as amended 3. City of Arden Hills Municipal Code, Chapter 7 4. Mutual Aid Agreements Ore:anization Existing government is the basis for emergency operations. That is, government agencies will perform emcrgency activities related to those they perform on a day-to-day basis. City organization, responsibilities, and interrelationships are shown on Chart A of this Basic Plan. . 5 - c ~ fi -< 5 .2 .... With more deaths, they would llse refrigerated trucks for temporary storage and call in more pathologists to help. Temporary morgues would not be used. Minnesota's State bureau of Criminal Apprehension has a forensic team that can respond and help in a mass casualty event. They have 200 - 300 body bags, J.D. tags, etc. They also have capability of staking body location and contributing to the overall investigation. OPERATIONS A scene investigation must be done carefully. Bodies must be investigated for certain identification, documentation of injuries, etc., but forensic specialist should do this. FBI fingerprint specialists will respond within a few hours. They have a very helpful capability. . For personal effects, have at least two people from different agencies work as a team to document findings. Volunteer help should not be used for any of this. If a temporary morgue is used, it should not be a church or school. Stigmas become attached to the building. Also don't use a wooden floor. . 39 . CITY OF ARDEN HILLS MEMORANDUM DATE: April 6, 1999 TO: Brian Fritsinger, City Administrator VS, FROM: Dwayne Stafford, Public Works Director SUBJECT: Ordinance No. 313, Emerl(ency Operations Plan Backeround The City of Arden Hills' Code of Ordinances, Chapter 7, relates to Civil Defense and refers to disasters from natural causes and those caused by man. Written in 1961, with no specific chain of command or no specific assignments for any individual, the chapter says little if anything to be helpful in the event of a disaster. With the City Council's instructions to develop a more comprehensive emergency operations plan, the Arden Hills Public Safety Commission began researching necessary steps to prepare an Emergency Operations Plan specifically for the City. At its May 26, 1998 meeting, the City Council authorized expenditure of up to $500 for fees to Mr. Mark Bishop to help develop such a . plan. Mr. Bishop, with assistance from the Puhlic Safety Commission Chairperson, John Tholen, and the Public Works Director, then drafted a plan. Copies of the draft plan were provided to the City Council, Staff, Ramsey County Sheriff, Lake Johanna Volunteer Fire Department, and City Attorney Filla for review and input. Recommended corrections and changes were made, and attached is the revised edition of the Arden Hills Emergency Operations Plan. Recommendation The City Council is asked to review the Emergency Operations Plan and, if found to be acceptable, the Public Works Director recommends the City Council adopt the attached Ordinance No. 313, "An Ordinance Relating to the Arden Hills Emergency Operations Plan." This ordinance would then replace Article I of Chapter 7, and Section 7.1 ofthe Arden Hills Code of Ordinances. The remaining portions of Articles I, II and III would be repealed. The Emergency Operations Plan itself will become Appendix C, and be added to the existing City of Arden Hills Code of Ordinances. . , Warren E. The Ordinance needs to be adopted by three affirmative votes of the City Council. The City does not have to conduct a public hearing in order to adopt the Ordinance. My copy ofthe City Code indicates that Appendix C would be the next chronological appendices forthe City Code. If your records indicate otherwise, please make the appropriate change. You may also want to stamp and date the copy of the Emergency Operations Plan which will be treated as Appendix C and label it as follows: Code of Ordinances City of Arden Hills, Minnesota Appendix C When the City completes its re-codification you can decide whether you want to include this in the codified portion of the City Code or if you want to continue to keep it as an Appendix. If you have any questions, please contact me. Sincerely, ! '---J), /,,./ R;rt;;1./l JPF:hck. Jerorl1;pFilla . encl. ',',150 ADj\.tlrEC :~; \\'15COI\5:1\ . - . . .
