Watermain Extension Feasibility Report MSA has completed the feasibility report for the installation ofwatermain along the segment of Old Highway 10 between Wedgewood Circle and I County Highway 96. The report identifies the installation of an 8 inch watermain loop, five hydrants and 20 residential water services. I The total estimated project is $91,300. The engineer estimates that $81- 83,000 would be assessable. Depending on how the project gets assessed, the assessment could vary from $2,350 to $4,100. Should the Council I agree to proceed with the project, staffrecomrnends holding an informational meeting within the next two weeks. I 2. County Road Turnbacks Staff would like to discuss with the City Council the proposed tumback of I County Roads by Ramsey County. Review 1996 Assessments MSA has prepared a listing of unusual or odd shaped lots for the 1996 I street improvement project. The City Council had requested that it have an opportunity to review these lots prior to the assessment hearing. Mr. Stonehouse will have the specific lot information available at the meeting. I d. City Issues - Long Term I 1. Water Meter Replacement The City Council recently directed staff to begin the process of requesting proposals for the replacement of the current water meters. Upon I completion of additional discussion by Staff, several components of this program would appear to need to be reviewed in more depth prior to proceeding with a formal RFP. The components include: cost, technology, I need, politics and other water system changes. Mr. Stafford will have a memorandum, which will address these issues, available at the meeting for I Council review. 2. Council Retreat Action Items .. The notes and action items from the March I, 1996 Council/Department Head Retreat have been compiled and are enclosed for Council review and comment. I 3. The project addressed consists I of the installation of approximately 2,700 linear feet of new watennain along the segment of Old Highway 10 between Wedgewood Circle and Ramsey County Highway 96. The project is teclmically feasible from an engineering standpoint. Ramsey County proposed the bituminous overlay of Old E..;,F:iC Highway 10 from County Road F to Highway 96 during August of 1996. It would be TKANS?CR~ATiON beneficial for the City to incorporate the installation of any necessary utilities prior to that I construction to prevent the unnecessary disturbance of the newly overlaid roadway in the E~:C~:(..\),',1ECi-!ANI(t. . near future. E.\ON:c~iNG I ~IjA( PC\'iE't O:SiRIBUT:QN Existing Conditions SC.l,J./. I S'!S;E'.~ (:J~iTROLS Old Highway 10, within the project area, currently exists as a portland cement concrete roadway. The roadway is in poor condition and in need of structural and surficial repairs. Accordingly, Ramsey County Public Works has included this segment of roadway in its I 1996 overlay program. There is currently no municipal watennain along the segment of Old Highway 10 from Wedgewood Circle to Highway 96. There are, however, segments of 12-inch trunk watennain at the north and south limits of this area, within Lake Shore I Place and Old Highway 10 (see exhibit 1). These sections of the City of Arden Hills' existing infrastructure would provide good connection points to allow both residential service to the 20 residents along Old 10, as well as a good loop within the City's water I OFFICES IN: distribution system to allow pressure equalization and redundancy for future development to the west. Proposed Improvements The project improvements include the installation of an 8-inch watermain loop along Old . 10 as shown on the attached Exhibit 1. The improvements would also include the installation of five hydrant assemblies and 20 residential water services to the lot lines of the residences along the roadway. . Also in conjunction with the improvements is the replacement of a segment of 6-inch watermain between County Road F and Valentine Avenue. This segment of watermain . replacement could be incorporated with this project if the City desires. However, as it is anticipated that the replacement of the existing watermain is not an assessable improvement, it has been proposed as a stand-alone project to this point. . Project Costs . The anticipated costs of the proposed Old Highway 10 watermain improvements are listed below: .. Construction Item Qtt... The project is proposed to be financed using a combination of two sources, including the City of Arden Hills' water utility fund and property assessments to benefitting properties. . According to the City's current assessment policy, the cost for constructing a watermain beyond the 6-inch residential minimum is to be a City cost. This amount is estimated to be approximately $8,200 to $9,700, based upon assumed construction and overhead costs. . The remaining $81,000 to $83,000 would be funded through property assessments to those properties abutting Old Highway !O. .e . 520/075-0206.apr . Honorable Mayor and City Council . April 3, 1996 -. Page Three According to the City's assessment policy, services are to be assessed on a per unit basis. This would result in a per unit assessment of approximately $600. The lateral watennain . is to be assessed on a front foot basis at approximately $28.60 per front foot. The City Council may also consider assessing a flat, per unit watennain lateral assessment of $3 ,500 . per unit. This assessment would typically be assessed to houses on either side of the street; however, as there are only homes along the west side of Old 10, this split is not an option. The City may, however, consider funding 50% of the lateral watennain cost to . offset this issue. Based upon the estimated costs and assessment issues, the proposed assessment per lot is . approximately $4,100 per unit and the proposed City cost is approximately $9,000. If the City incurs 50% of the lateral cost, the City cost rises to $44,000 and the per unit assessment drops to approximately $2,350. . Easements and Permits No additional right-of-way or easements are anticipated as there is an existing right-of-way . for Old Highway 10. A Minnesota Department of Health water extension permit will be required prior to the initiation of any construction in this area. _. April 3, 1996 I Page Four This schedule does not allow the assessment hearing prior to the award of a contract in that I the construction must be completed prior to the Ramsey County overlay of Old Highway 10. The project also allows only 35 days for construction in order to be complete by the I first week of August, 1996. We anticipate this letter adequately addresses the City's requirements for a preliminary I report regarding the proposed improvements. Again, the project is technically feasible from an engineering standpoint. Please contact our office with any questions or additional requirements regarding this issue. As a follow-up to that meeting, we have evaluated the possible financial implications of the turnbacks outlined I at that meeting. The 1996 Ramsey County Transportation Improvement Program (TIP) outlined several streets for turnback in the next three years, and those are subject to change. This may make the turnback of the streets listed above difficult to achieve in 1996. However, based upon our discussions at that meeting, it was I determined that the City Council might consider turning both Hamline Avenue and County OFFICES IN: Road F back to Ramsey County this year, as well as the possible turnback of two to three of the proposed streets to Arden Hills. According to the adopted turnback policy, turnback .NNEAPOUS I lOR LAKE transfers are to be accomplished at "level 90" or better, according to the 1993 Ramsey County CIP street ratings. Page Two In the case of Hamline A venue, the County's turnback schedule stated the roadway required crack filling and a seal coat prior to turnback, which the roadway received in 1995. County . Road F will require similar maintenance or the County's estimated $7,500 to bring the roadway to level 90 upon transfer. Based upon our discussions with Ramsey County, Tim Mayasich felt that the County would consider reducing the amount of the 1998 allocation for . Stowe Avenue by the amount shown above upon the turnback of that roadway. Finally, as supporting information for the City's consideration of the proposed County-to-City . turnbacks, we have listed the approximate MSAS allocations the City might expect for the following roadways, as well as the recommended turnback schedule. In reality, these amounts . would be based upon the actual needs of the individual roadways. This is a function of the age of the roadway (when it was originally constructed), when the last overlay was completed, and the current roadway condition. For the purposes of this letter, we have used the average . allocation per mile of reconstruction needs in Arden Hills in 1996. This amount is based upon the 1996 $2.76 allotment per $100 of construction needs and results in an amount of $13,519 per mile of MSA street. The resultant estimates are as follows: . PUBLIC SAFElYlWORKS COMMITTEE MINUTES FOR MEETING OF MARCH 21, 1996 I CALL TO ORDER Meeting was cal1ed to order by committee member Leslie Goldsmith at 7:40 PM. Leslie I assumed chairperson duties for Arnie DeIger, who was unable to attend. ROLL CALL I Members present: Bill Gillies Craig Wilson I Brad Ernst Leslie Goldsmith JohnTholen I Dwayne Stafford (public Works Superintendent) APPROVAL OF MINUTES I The minutes from the January 18 meeting were approved (there was no meeting in February). .. AyENDA ITEMS I Valentine Ave Traffic: Three residents from the Valentine CrestlValentine Court area were present to request the I committee's help to solve a tn.ffic problem Oil. Valentine Ave. Residents present were Bob Kunze, Terry McCleery and Bob Boesel. The problem is with the traffic that uses Valentine Avenue as a shortcut between Old 10 and County Road F, Speeding and I running of stop signs is frequent. There have been no injury causing accidents yet, but a fair amount of property damage has occurred because of the offenders. The residents urged the committee to recommend closing Valentine Ave at Valentine Crest, The I neighborhood support for this proposal is very strong, according to the neighborhood representatives at the meeting. The residents have collected some data regarding traffic levels on the street, the percent of the traffic using the street as a thruway, percent I speeding and ronning the stop signs etc. They have certainly put forth some effort to define the problem and their idea of it's severity. I After much discussion the committee voted against supporting the proposal to close the street. Reasons for this were: I f' I -.... ~..~ .. ~ .. . . - - . ... .-- .. 1. Potential danger in eliminating 1IIl emergency access route to the High School and to I certain lo<;al residents. .. 2. Setting a dangerous precedent for others in the city to request turning their public streets into cuI.de.sacs because of what might be done on Valenti~.e. 3. Possible drainage problems created by closing the street. The committee did, however, have some sympathy for the proposalllIld reconunended I that the residents present a more detailed plllIl to City Council. Detail such as breakdowns of the damage caused at this point, and why the specific problems and circumstances are I unique to their area and would therefore not give cart-blanche to other city residents to make similar requests, etc. This is certainly not the first time that traffic around the High School ha.s been defined as a I problem. Perhaps Council and the Committee will have to examine more creative methods to address the issue. Currently it is'not possible for the police to patrol Valentine at the I key times and enforce the traffic laws because of limited resources. Ramline Ave Sidewalk Snow Removal: I The committee agreed to table the discussion of this issue for one moth. Dwayne will provide some cost estimates for providing this service at the April meeting. Because of the I snow being thrown onto this walkway from street plowing and also because.ofthe retaining wall that borders a good portion of the sidewalk, Dwayne has reservations about how effective the effort can be. eI "No Left Turn" at Crystal Ave: The committee proposed to install a sign stating "No Left Tums" onto Crystal Ave (from I County Road F) between the heavy morning traffic hours of 7:00 and 8:00 AM. Due to feedback from the Sherifrs Department and also to lack of complete support from all the I Crystal residents, the City Council decided against supporting the installation of the sign. Consolidation of City Waste Removal & Retycling: I Leslie volunteered to investigate what some options would be to set up a contract so that waste removal and recycling C{)uld be done on the same day citywide and perhaps by the I same company. She noted that contracting with a single hauler can possibly involve the city if the city's hauleris named in any lawsuits. Something to be wary of. Renaming of County Road F: I The committee decided that this is not an appropriate issue for OUf involvement. We will I not spend time with it. I .. I i I' -. ~e OTHER ITEMS Committee Goals ror 1996: I lohn Tholen mentioned that we should have some kind of mandate from the council aJ to I what the committee's responsibilities and functions really are. This will help us set goals and spend our time productively. It's possible that the committee will want to present a preliminary "mandate" to the council describing where we feel our efforts should be I directed. We can discuss this with Councilman Hicks at our nelCt meeting. l'reventlve Maintenance: I Dwayne indicated he'd like to get more Public Works functions on a schedule for regular monitoring and maUltenance. He particularly identified regularly scheduled camera I monitoring of the city sewer pipes. Possibly eumining 20% of the city's sewer pipes each year. It's hopeful that the committee can promote the need for programs like this and help make certain the funding is available where needed. April , 1, '996-3 - TCAAP prairie burns I set April 15 - May 10 Natural Resources management efforts - to restore native prairie wilhin Twin Cities Army Ammunition Plant (TCAAP) will be underway this spring. I Controlled burning, as was done last spring, will again be the management tool used to restore native grasses and wild- flowers. The use of fire in controlled burn- ing stimulates the native prairie plants to I become established. After the burn, the area quickly greens up resulting in a habi- tat of native grasses such as big bluestem, I Indian grass, and switch grass with many wildflowers to include yellow coneflower and black-eyed susan. The entire ecosys- tem is improved and provides a look at .. what the landscape originally was prior to settlement. Controll~d burning will occur for onc or two days between April 15 and May 10, I depending on weather. The MN Dl'."R will conduct the controlled burning in coordi- nation with TCAAP and local fire depan- ments. I The areas are all west of Marsden Lake, except for a small area near Sunfish Lake, and arc broken down into compartments which will be burned one at a time. Each I compartment is bordered by roads and fire breaks which will be patrolled until the bum is completed. Smoke may be visible from the central I portions of TCAAP for short periods of time.
