Consent Calendar 1. Claims and Pavroll The Council is asked to approve claims and payroll for the period most I recently ended in the amount of$133,516.55. The Council may note payments to Ramsey County in the amount of $47,560.3 I for police service and $47,023,00 to Metropolitan Council Wastewater Services. I 2. Old Highway 10 Shoulder Improvements The Council is asked to approve shoulder improvements on Old Highway Ie 10 in the amount of$14,570, These four foot shoulders would be part of the County improvement project and the construction of the shoulders has I been recommended by the Arden Hills Public Safety Committee. 3. Resolution #96-41. Revision to Resolution #96-41 I The Council is asked to adopt Resolution #96-4 I, Revision to Resolution #95-34, Final Assessment Roll Resulting from Settlement. This Resolution is being required by Ramsey County to complete the appeal I agreement from this 1995 Assessment Case, The Resolution does not change any of the terms previously approved by Council; it simply puts them in Resolution format so Ramsey County can correct its tax I statements, b. Unfinished and New Business I 1. Resolution #96-32. Land 0' Lakes Anniversary The Council is asked to adopt Resolution #96-32, Congratulating Land 0' Lakes on their 75th Anniversary. A representative from LOL has been I invited to the meeting to be presented the Resolution. I ,. I .- ~I . Admin, Comments for June 10, 1996 City Council Meeting I 2. Resolution #96-33. County Road Tumbacks -. The Council is asked to adopt Resolution #96-33, Authorizing the transfer of roadway jurisdiction between Ramsey County and the City of Arden I Hills. 0 Resolution #96-37 State Aid Streets ~. The Council is asked to adopt Resolution #96-37, Disestablishing and I Establishing Municipal State Aid Streets, This re-designation is a result of the road turnbacks approved as part of Resolution #96-33. The City is I asking for some of the excess mileage to be placed in reserve until the 1997 Street Projects have been considered. 4, Resolution #96-34a and #96-36a. Assessments I The Council is asked to adopt Resolution #96-34a, Adopting Final Assessment Roll (5 Years Amortization for Parcels 20, 33, 34 and 38 of I the Reconstruction Improvement Project; Parcel 46 of the Bituminous Overlay Project; and Parcel II of the Reconstruction Project 8 Year Assessment Roll, I The Council is asked to adopt Resolution #96-36a, Adopting Final Assessment Roll (8 Years Amortization for Parcels 3 and II. These eI Resolutions include the assessment roll for those properties tabled as part ofthe recent assessment hearing. Mr. Stonehouse will have additional I information available on Monday as to the specific recommendations to the objections, As Mr, Stonehouse was still attempting to meet with several of the residents, this information was unavailable for inclusion in I the Council packet. 5. Planning Case #96-01. Park Dedication I The Council is asked to approve a park dedication fee in the amount of $3,623,92 for Amble Subdivision, The Amble Family has agreed to this fee. This is a reduction of the original recommended fee. I 6. Resolution #96-40. Watermain Plans The Council is asked to adopt Resolution #96-40, Approving Plans and I Specifications and Authorizing Advertisement of Bids for the Old Highway 10 Watermain Improvement. There are two items the Council I should note in regards to proceeding with this project. First is the location of the waterline within the easement further to the West. This will have some impact on landscaping. The second is project timing. Because of I .. I I" -. . ~ Admin. Comments for June 10, 1996 City Council Meeting the advertising requirements, the current project schedule creates some problems for the County. Staff would like to propose the Council authorize a special meeting on July 15,7:30 P,M. at the Public Works I Garage to award bids and move forward the remainder of the project schedule. I 7, Welsh Concept Proposal The Council will find a concept proposal for development of a large I portion of the GBD. The developer would like to proceed with the construction of Building A this year and phase in the remaining development. In order to proceed, Staff needs Council to authorize the I negotiations for the sale of our property, negotiate a development agreement and use of an attorney for land requisition efforts. I 8. MCES Grant Ap.v1ication The Council is asked to authorize the submittal of a grant application to MCES to televise sanitary sewer lines. This grant request, in the amount I of $10,000.00, would be primarily used to determine the infiltration of the current sanitary lines. CITY OF ARDEN HILLS MEMORANDUM DATE: June 6, 1996 I TO: Brian Fritsinger, City Administrator I FROM: Dwayne Stafford, Public Works Superintendent 2),5 SUBJECT: Old Snelling/Old Highway 10 Improvements I Back!!round I The portion of Old Highway 10 between Highway 96 and County Road F has been identified for improvements by the County this summer which include rubblezing the existing pavement and placing several layers of bituminous overlay. The City will be replacing a segment ofwatermain I and constructing additional watermain within the right-of-way of this roadway prior to the county improvements. The additional watermain to be installed will be approximately 20 feet west of the pavement edge. Special care will be needed to protect large pine trees on top of a I steep fifteen foot ridge in one area during watermain construction. County Proposals -- On May 21, 1996 staff received a letter from Mr. Dan Schacht, Maintenance and Operations Engineer for Ramsey County proposing paving the above referenced shoulders in conjunction with the overlay project on Old Highway 10. Mr. Schacht asked that the City execute an I agreement with the County, if the City desires paved shoulders on this segment of Old Highway 10. I Costs The estimated cost of paving the approximately 15,300 feet of shoulder to a width of four feet I would be $19,427. Typically the County would pay 25 percent if this cost leaving the City of Arden Hills to pick up the remaining 75 percent or $14,570. Mr. Stonehouse from MSA believes Off System - State Aid Funding could be used to cover these costs. I Recommendation from Public WorkslPublic Safety Committee The Public Works/ Public Safety Committee at its May 16th meeting discussed problems of I bikers, joggers, rollerbladers and walkers in this area. A motion was made, seconded and carried by a 5-0 vote to ask Council to request the shoulders be paved as part of this project due to safety concerns in getting the above mentioned traffic off the roadway, I I .. STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS I RESOLUTION #96-41 A RESOLUTION REVISING RESOLUTION NO. 95-34, FINAL ASSESSMENT ROLL I RESULTING FROM SETTLEMENT WHEREAS, on June 12, 1995, the Arden Hills City Council adopted Resolution No. 95-34 I which levied special assessments against various parcels within the City as a result of a road improvement project; and I WHEREAS, a copy of the assessment roll adopted by Resolution No. 95-34 is attached as Exhibit A; and I WHEREAS, subsequent to the adoption of Resolution 95-34, Mr. Edward D. Woo, who is the owner of Parcel No. 10 (PIN No.: 28-30-23-11-0028-0) appealed the special I assessment levy to the Ramsey County District Court; and WHEREAS, the City has now resolved the appeal and wishes to amend the assessment roll to -- reflect the result of such settlement. NOW, THEREFORE, BE IT RESOLVED that the Arden Hills City Council hereby requests I and authorizes the Ramsey County Auditor to amend the assessment roll adopted by Resolution 95-34 by amending the amount of the initial assessment against the Edward D. This resolution is a result of several conversations between City Staff and Ramsey County staff as well as a discussion with the Arden Hills City I Council at their April 15, 1996 work session. The Resolution describes the transfer of improvement, construction, and maintenance jurisdiction I of several streets within the City of Arden Hills. The streets being transferred to the City of Arden Hills are: I 0.32 miles of North Hamline Avenue from Hamline Avenue to Ingerson Road; and, 0.40 miles of Ingerson Road from North Hamline A venue to Lexington A venue. .. The streets being transferred to Ramsey County from the City of Arden Hills are: I 1.04 miles of Hamline Avenue from County Road F to Ramsey County Highway 96. The transfer shall be completed as described in the attached Resolution, resulting in Ramsey I County seal coating North Hamline Avenue. The City of Arden Hills' responsibility to bring Hamline A venue, from County Road F to Highway 96 to "level 90" condition Was accomplished in 1995 with the seal coat installed during the 1995 Street Improvement Project. I STATE OF MINNESOTA COUNTY OF RAMSEY It CITY OF ARDEN HILLS RESOLUTION NO. 96-33 I RESOLUTION AUTHORIZING THE TRANSFER OF ROADWAY JURISDICTION BETWEEN RAMSEY COUNTY AND THE CITY OF ARDEN HILLS I WHEREAS, The 1991 Minnesota Legislature established a Ramsey County Local Government Services Study Commission to "report on the advantages and disadvantages of I sharing, cooperating, restructuring, or consolidating..." activities 'in areas of public service including public works; and I WHEREAS, The consolidation plan provides for reclassification of roadways and corresponding changes in jurisdiction including the transfer oflocal and State Aid roadways I between the County and municipalities; and WHEREAS, North Hamline Avenue (County Road 132) from Hamline Avenue to I Ingerson Road, and Ingerson Road (County Road 101) from North Hamline Avenue to Lexington A venue, located in the City of Arden Hills, are presently under the jurisdiction of Ramsey County as County Roads; and .. WHEREAS, These roadways have been determined to s<;:rve a local function only; and I WHEREAS, Revocation of "County Road" status may be accomplished by resolution of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes 163.11; and I WHEREAS, The City of Arden Hills has concurred that jurisdiction should be changed from Ramsey County to the City of Arden Hills; and I WHEREAS, The consolidation plan stipulates that Ramsey County shall improve the roadways to acceptable levels prior to transferring jurisdiction over roadway segments from I Ramsey County to municipalities, and the Ramsey County Capita,llmprovement Program provides funding for these improvements; and I WHEREAS, The City of Arden Hills desires Ramsey County to sealcoat North Hamline Avenue from Hamline Avenue to Ingerson Road for an estimated cost of$3,000 from Capital Improvement Funds for Ramsey County Roadway Consolidation; and I WHEREAS, The Ramsey County Public Works Department performed a bituminous overlay on Ingerson Road in 1988 and a sealcoat in 1990; and I WHEREAS, Ingerson Road has been improved to an acceptable level prior to the " transfer of roadway jurisdiction as calculated from the Pavement Management System [(90- Condition Rating) + Condition Rating] x 1993 Condition Rating), therefore exempting Ramsey County from providing any compensation from the County Roadway Consolidation Fund to the I City of Arden Hills for the jurisdictional transfer ofIngerson Road; and . I Resolution 96-37 establishes North Hamline Avenue from Hamline Avenue to Ingerson Road; I and, Ingerson Road, from North Hamline Avenue to Lexington Avenue, as Municipal State Aid Streets within the City of Arden Hills. I In addition, the Resolution disestablishes HamIine A venue from County Road F to Ramsey County Highway 96 as a City of Arden Hills Municipal State Aid Street. The net difference in MSAS designation as a result of this action is a gain of 0.32 undesignated miles in addition to Ie approximately 0.83 miles gained in tumback miles from the County. This, combined with approximately 0.64 miles ofundesignated MSAS mileage from 1995, results in approximately 1.79 miles ofMSAS roadway to be designated by the City in 1996. Walsh, Parks and Recreation Director~ SUBJECT: Revised Park Dedication for Amble I Back~Tound I At the May 27, 1996, City Council meeting, the City Council directed staff to meet with Mr. Paul Amble to work out a compromise on the park dedication fee for Planning Case 96-0 I. The previous park dedication was calculated according to the fair market value of the property, which I was determined by the appraisal price totalling $147,000 given to me by Mr. Amble. Based on this calculation, the park dedication fee for Lot I and 3 was $8,820. The Council was concerned that the appraisal price did not reflect the true undeveloped acquisition cost of the land and I wanted staff to reevaluate this park dedication formula. Revised Park Dedication Calculation Ie The revised park dedication fee is based on the value of the property as determined by the 1996 tax roles. This seemed fair to Mr. Ringwald and myself since this figure of $11 0,600 excludes buildings, improvements, and that portion of the property that is under water and unbuildable. I Thus, rather than using the appraisal price, fair market value was determined by the value of the land being taxed. I The four lots have a density of 1.33 dwelling units per acre. According to the City of Arden Hills Public Use Dedication Ordinance Section 22-9, the park dedication should be based on six I percent ofthe value of the property. This revised value of$110,600 includes all four lots. Six percent of$110,600 is $6,636. The value of each lot was then determined by the size of each lot in relationship to the other lots. Since Lots 2 and 4 have existing structures on them, park I dedication was recalculated only for Lots I and 3. Lot I is .3386 percent of the total area, I X $6.636 $2,246,95 Park Dedication on Lot I I Lot 3 is .2075 percent of the total area X $6.636 $1,376.97 Park Dedication on Lot 3 I $2,246,95(Lot I) + $1,376.97(Lot 3)= $3,623.92 .. I recommend that the park dedication fee for the Amble Planning Case 96-01 be based on six percent of the fair market value as determined by the tax roles. The revised park dedication fee of I $3,623.92 was lowered by using an alternate method for determining fair market value. In my opinion, it is very important to be consistent with charging six percent. By changing the percentage, the City is setting precedence for future development. FROM: Dwayne'Stafford, Public 'Yorks Superintendent I SUBJECT: Old Highway 10 Watermain Project I Backl!round The Arden Hills City Council has previously adopted a resolution ordering plans and I specifications for the Old Highway 10 watermain project. Since that time the City Engineer, Greg Stonehouse and Mr. Stafford from the Arden Hills Public Works Department have walked the proposed project site. It has been determined that the existing sanitary sewer main, lies I parallel to the edge of roadway approximately 86 to 10 feet west of the pavement edge. State standards call for a 10 foot horizontal separation between sanitary sewer lines and watermains. This leaves the City with no choice, but to install the watermain approximately 20 feet west of I the roadway edge, Under these circumstances special precautions must be made to protect large pine trees, on top of a steep bank for approximately 200 linear feet. Ie Protection, for these trees may necessitate the use of a trench box and could increase the job costs by approximately $5,000. Staff feels that moving the watermain further west may also increase I restoration costs in other areas, which may add an additional $5,000. Recommendation I The Public Works Staff recommends Council adopt Resolution 96-40, approving the plans and specifications and ordering the advertisement for bids in the matter of Old Highway 10 Watermain Improvement of 1996, Council would do this with the understanding that the I estimated cost of the project may increase by approximately $10,000. Background I Staff has been meeting with representatives of Welsh Companies over the past several months for the purpose of discussing development in the Gateway Business District. The Council will find the concept proposal attached to the Staff memorandum. Ie The developer is proposing approximately 500,000 sq. ft. of development. The proposed use is primarily commercial/industrial with an emphasis on office/warehouse. At this time, the total I office development is proposed to be around 20-25 percent. The developer is proposing to construct building A in 1996 with the remainder of the buildings I being phased in over the next 2-3 years, Welsh has acquired the property for buildings A and B and has submitted purchase agreements on building sites D and E. Building C is proposed on the property owned by the City, I Process I Building A will most likely proceed through the planning process as a site plan review. The remainder of the development will be developed under a PUD and will eventually incorporate the building A property into this planning process, The project is small enough that an Indirect I Source Permit will not be required. Building A has water and sewer available, so no extensions are required. The remainder of the I development has several unique issues which will need to be addressed. 1. Acquisition of City Property. 2. Vacation and Relocation of Butcher Street. I .3. Current water line does not need to be relocated/extended as it would be in the vacated ROW, fI 4. Sanitary Sewer Interceptor mayor may not impact building D, 5. Sanitary Sewer will need to be extended to service buildings B,C,D and E. I ------------- . . I Miscellaneous Should the project continue to proceed, Staff will most likely be requesting the City to complete I the transition of several powers to the EDA. The EDA would then be able to become active with this project. I Recommendation Staff would recommend the Council direct Staff to continue discussions with Welsh and that I Staff be authorized to negotiate the sale of the City property, negotiate a development agreement and use an appropriate land use attorney, if necessary, for land acquisition efforts. MCES Loans of up to $40,000, will also be available to correct problem areas identified with the grant monies, These loans may be forgi ven with proof of permanent corrections, The City may I seek MCES loan monies at a later date to repair identified problem areas, Grant and loan monies \vill be isslled on the basis of a ranking system of the cities as to the I estimated amounts of! & I and to the projected amount of! & I decrease. Recommendation I The Public Works Staff recommends the City pursue any and all grant monies available for the identification of sewer system inflow and infiltration. I Staffrecommends that the City COllncil consider authorizing staff to apply for a $10,000 MCES match grant to begin a program of inflow and infiltration analysis in the Sanitary Sewer System, Assuming Council approves the grant application submittal, and MCES approves the grant I request; it is anticipated that this effort would be initiated in 1997 and consist of televising approximately one third (1/3) of the Sanitary Sewer System lines, I I .. CITY OF ARDEN HILLS MEMORANDUM I -- DATE: June 5, 1996 TO: Brian Fritsinger, City Administrator I FROM: Dwayne 'Stafford, Public Works Superintendent ~ SUBJECT: Sanitary Sewer Evaluation I Background I According to the sewer and water plans the City has on file, a large portion of our sanitary sewer system was constructed approximately 35 years ago, Properl)' installed systems can last a I hundred years or more, however, 35 years ago work ethics in sewer construction stressed mostly quantity. One of the key ingredients to a good sewer line is compaction in the pipe zone just after the pipe is laid, If there are voids under the pipe and back filling occurs or a rock rolls I down on the pipe it may break, or it may settle later and break. Unlike newer plastic sewer lines, clay lines are as brittle as glass, At the time these pipe were laid, pressure testing sewer lines was unheard of, as the type of joint used in those days would barely keep dirt out of the line. I Todays joints which can be pressure tested, are virtually water tight. Televise eI The Public Works staff would like to start a program of systematically televising our entire sanitary sewer system, This could be setup on a three (3) year program, possibly looking at the oldest areas first. The main concerns would be ruptured pipe where the possibility of collapse I exists and infiltration which surely exists and costs the City thousands of dollars yearly treating clean water. Recommendation I The Public Works staffrecommends that the City obtain bids from television inspection I contractors who would provide a complete report on the condition of each segment similar to the enclosed report, These reports could then be analyzed by the Public Works staff and appropriate repairs scheduled. This program could be started in the Spring of 1.997, giving staff time to I budget monies for it. Any streets receiving reconstruction would automatically be televised as part of the engineering of the street. Costs I The City of Arden Hills has approximately 200,000 feet of sanitary. sewer pipe in place, Televising one third (1/3) of the City each year for three (3) years would cost the City I approximately $20,000 per year. The Public Works Staff would also recommend the City budget $25,000 per year for repair of identified problem areas until this project is completed. I .. I
