SUBJECT: Highway 96 Reconstruction Update
I Background
Ramsey Council, and its consulting engineers, have been evaluating the options for
I reconstruction of Highway 96, As part of this evaluation, the County recently completed its
analysis of storm water needs and is in the process of completing required environmental studies,
I The County has determined, as a result of this analysis, that several design problems are present
on the Arden Hills segments of this project. Those issues are:
I 1. Pollution
The initial proposal for reconstruction would have disturbed Round Lake, Any
II construction in this area has been found to disturb existing contaminated soils in
the lake, The County needs to evaluate the ramifications of removing this soil, or
relocating the road bed to the north, A relocation of the road to the north would
I cause the acquisition and relocation of a number of the residential units in Arden
Manor (12 - 17 units),
I 2. Storm water Run-off Storage Sites
The County has identified several sites which may be problematic for other
development projects. The first is on the west side of Ham line Avenue on
I TCAAP, The second is on the Indycavitz property,
3. Noise
I The traffic volumes on Highway 96 exceed noise standards in the area adjacent to
Arden Manor, The County is evaluating solutions to mitigateJhis problem,
I including sound walls,
Requested Action
I The County will be in attendance to present these issues and review the current status ofthe
Highway #96 project. The ramifications of these issues, and the techniques used to resolve them
may result in a delay of the Arden Hills portion of this project.

SUBJECT: Interviews for Architectural Service Respondents

I The Request for Proposals (RFP) for architectural services for a new City Hall are enclosed for
Council review, The City Council should discuss the interview process, location, time and date,
I The agenda for the regular Council meeting on September 30, 1996 is shaping up to be quite
lengthy, I would recommend a different date for interviews be selected,
I Additional Facilitv Discussion Items
The Council has discussed a variety of options over the past few months related to City Hall
. facilities during the interim period of construction or site location. Staff will attempt to prepare
information on these options prior to the selection of the architect.
1. Purchase Buildinl! on County Road F/Hamline Avenue
I
2. Lease Space in Arden Hills
I There are a number of facilities with space available in Arden Hills, Should the
Council elect to wait for the TCAAP location, or while a new facility is built on
the current location, it may wish to consider a short-term lease within the City,
I 3. Construct Office Building on East End of Current Site
The City may wish to consider constructing a commercial/office facility next to
I the day care center. This facility could be used to house City operations until
Sunfish Lake is available. The facility could then be sold for commercial uses,
Another option would be to locate a developer who would construct and lease the
I facility to Arden Hills,
4. Lease Space Outside the Citv of Arden Hills
I The Council may wish to consider temporarily locating both the municipal offices
and Council Chambers to a site outside of Arden Hills. There are options
~ available where the City could consolidate in the short term to prepare for the
construction of a new facility,

Status Report of Sunfish Lake Site ~
The National Guard will be in Washington, D,C. on September 26,1996 to meet with Federal
officials regarding the transfer ofland from the Department of Army to the National Guard
Bureau, Mayor Probst, neighboring communities and Re-Use Committee representatives have
been asked to provide letters of support to the National Guard,

The Council is asked to give staff direction in preparing for the RFP interview process,
