On July 12, 1993, the Arden Hills City Council approved Ordinance No. 294 which essentially transfers various parking regulations from the zoning portion of the City Code to the non-zoning portion of the City Code relating to traffic and parking controls. The City Council, by an affirmative vote of at least four Councilmembers directed that a Summary of Ordinance No.294 be published in the City's official newspaper and that a printed copy of Ordinance No.294 be posted on the City's bulletin board and otherwise be made available for inspection at the City's offices during regular business hOUTs. Ordinance No.294 contains regulations relating to the locations where parking is allowed; the length of time during which parking is allowed in various circumstances; and procedures for administrative variances to the parking . regulations. COUNTY OF RAMSEY CITY OF ARDEN HILLS ORDINANCE NO. 294 AN ORDINANCE RELATING TO PARKING REGULATIONS. The Arden Hills City Council ordains that Section 26-3 of the Arden Hills Municipal Code is hereby amended; and Sections 26-3(a) and its subdivisions, 26-3(b) through (e), Section 26-3(f) and its subdivisions, and Section 26-3(g) are hereby added to the Arden Hills Municipal Code to read as follows: Section 26-3. Parking Regulations. (a) Winter Parking Regulations. No person shall park any vehicle, except in compliance with the directions of a law enforcement officer or in compliance with regulatory parking signs placed by a law enforcement officer, on the improved portion of any street or highway in the City during the following time periods: l. Between the hours of 1:00 a.m. to 6:00 a.m. from October 15th to April 15th; and 2. During a period of time commencing immediately . after the accumulation thereon of two inches or more of snow and continuing until snow removal or plowing has been completed. (b) Parking in Residential Districts. Parking in Residential Districts shall be limited to the use of the occupants of those residences and their guests. (c) On-Public-Street Parking. On-Public-Street Parking shall not exceed six continuous hours. (d) Vehicles Including But Not Limited To Buses, Motor Coaches, Trailers, Cabs, School Buses and Trucks Over 12,000 Pounds. No motor vehicle or trailer with a rated gross weight exceeding 12,000 pounds shall be parked or stored in a residential zone except when loading, unloading or rendering a service. (el Parking on Boulevard Prohibited. No motor vehicle shall park upon the boulevard of any public street. (f) Parking Setback from Intersections. Parking shall be set back from street intersections as follows: l. Twenty (20) feet from crosswalk of any uncontrolled .. intersection; ., 2. Thirty (30) feet from crosswalk of any controlled . intersection; and 3. Twenty (20) feet from intersection without any a marked crosswalk. (g) Administrative Procedures. The City Administrator shall adopt, from time to time, procedures to provide for the safe and consistent application of the parking regulations. The City Administrator may grant variances from the application of the parking regulations provided that such variances can be allowed without creating a safety hazard. Administrative variances shall be in writing and shall state the specific time limits during which the variation will be allowed to occur. The Arden Hills City Council hereby ordains that Sections VI.F.2(a) through (d), and VI.F.2(e) and its subdivisions of Arden Hills Zoning Ordinance No. 291 are hereby repealed. Effective Date. This Ordinance shall become effective on the day following its publication or on the day fOllowing publication of an approved Ordinance Summary. Adoption Date.
