CALL TO ORDER Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 4:30 p.m. . ROLL CALL The roll being called the following members were present: Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul Growe and Thomas Mahowald. Also present: Park Director John Administrator Gary Berger and Deputy Clerk Catherine Iago. Malone, JoAnn Buckley, Clerk for the purchase of a Council was referred to a memorandum from Park Director Buckley dated 8-16-89, relative to funding the $2,616.00 amount which is higher than the amount of money budgeted 1989 parks department vehicle. FUNDING; PARKS VEHICLE Councilmember Malone questioned the sale of the 1979 1/2 ton Chevrolet truck; originally Buckley had discussed holding the sale of this vehicle until 1990. Buckley explained he would prefer to wait until 1990 to sell the vehicle to have use of the truck throughout next summer. Council discussed the possibility of transferring funds from another account until such time as the vehicle is sold; concurred that it would be more appropriate to sell the vehicle at this time. Malone moved, seconded by Hansen, that Council approve the methods of funding the over budget amount of $2,616.00 for purchase of a park department vehicle in 1989 as outlined in the Park Director's memorandum of 8-16-89. Motion carried unanimously. (5-0) . STATUS RPT; LAND LEASE ARSENAL PROPERTY Council was referred to correspondence from Senator Rudy Boschwitz and Congressman Bruce Vento relative to support for the joint cities land lease at the Twin Cities Arsenal. Buckley stated that Senator Dave Durenberger would also be forwarding to the Army representatives correspondence supporting the property lease for recreational facilities. PARK COMMITTEE; FUTURE STUDY ITEMS Council was referred to a report from Park Director Buckley dated 8-16-89, which outlines several items for future study by the Park Committee. Mayor Sather advised this matter would be discussed later on the agenda; requested the priority list for Public Safety/Works Committee be submitted as soon as possible. INTERVIEWS: PUBLIC WKS. SUPERVISOR Council was referred to the schedule for interviewing candidates for the Public Works Supervisor position; five candidates were scheduled, one cancellation was received. The following persons were interviewed at half-hour intervals: Allen Bauer, Daniel Winkel, Lauren McClanahan and Jerry Gilles. . Council discussed all candidates qualifications and experience. Council concurred to direct the Clerk Administrator to check candidate Lauren McClanahan's references and, pending favorable reference checks, rank McClanahan as the top candidate for the position. It was further determined by Council that formal action on this matter would be taken at the Regular Council meeting held 8-28-89. . . . Minutes of the Arden Hills Council Worksession, 8-28-89 Page 2 Clerk Administrator Berger explained staff concerns relative to the Receptionist position. He noted the temporary replacement would be returning to school within the next two weeks and the probationary employee currently absent due to illness has not received authorization from her physician to return to work. PERSONNEL CONCERNS; RECEPTIONIST Council discussed several options for resolving this matter. After discussion, Council concurred to authorize the Clerk Administrator to hire a temporary person to fill the receptionist position until such time as the the probationary employee returns to work. Council further directed Berger to contact the probationary employee and request her physician submit a diagnosis and date the employee will be able to return to work; if the employee does not submit the document, the City will appoint a physician to determine the diagnosis and date of return. It was noted in discussion that the probationary period of the receptionist would be extended to include a six month period from the date of her return to work. DISCUSSION; CITY C01TI1ITTEES Council discussed several methods for directing the current committees to study items which have been submitted and prioritized by Council liaisons. Mayor Sather recommended the Council liaisons discuss three or four priority items on their lists with the current committees at the next regular committee meeting; if interest is not apparent by committee members, the Council liaison should discuss a possible change in the city committee format for 1990, either by consolidation of all committees and utilization of members as necessary or by abolishing all current nonstatutory committees and appointing Ad-Hoc committees as deemed necessary. Council discussed the possibility of maintaining a quarterly meeting schedule rather than monthly committee meetings. Councilmember Growe suggested Council consider incorporating the Board of Appeals and Planning Commission. BUDGET CALENDAR HEARING SCHEDULE Council was referred to the memorandum from Berger dated 8-17-89, relative to the proposed budget hearing schedule. Council concurred on the following dates for budget worksessions: September 5 - 6:00-9:00 p.m. September 12 - 6:00-9:00 p.m. September 18 - 4:30-9:00 p.m. Council concurred to reschedule the Regular Council meeting held Monday, October 9, 1989, to Tuesday, October 10, 1989, 7:30 p.m., due to the Columbus Day Holiday. Council directed staff to publish the budget calendar hearing dates and rescheduled Council meeting in October. COUNCIL COMMENTS: CSO'S HOURS Council directed the Clerk Administrator to review the Community Service Officer's time-sheets to determine the reasons for the increase in service hours. . . . Minutes of the Arden Hills Council Worksession, 8-28-89 P~ge 3 RAMSEY COUNTY SHERIFFS CONTRACT Council questioned if Arden Hills contract costs will be increased in 1990 due to other contract cities terminating the police services contract. Berger advised the City of Lauderdale recently terminated their contract with the Ramsey County Sheriffs Department and Falcon Heights is considering other alternatives; stated there will be a cost increase for Arden Hills in 1990. Councilmember Malone suggested the Public Safety/Works Committee study alternatives for contracting police services for the City of Arden Hills. PARK PATHWAY IMPROVEMENT Councilmember Malone questioned if the park path improvement at intersection of Norma Avenue and Briarknoll Drive is being constructed on the City easement. Mahowald advised the improvement is being constructed as part of the City trailway development. STATUS REPORT; KEM MILLING Mayor Sather reported on the status of the negotiations with Kern Milling representatives for purchase of the rendering plant. STATUS REPORT; Mayor Sather reported on the status of the odor problem on Hamline Avenue.
