Joint Development Authority: Chair Jon Wicklund, Commissioner Tara Jebens-Singh,
Commissioner Kurt Weber, Commissioner Mary Jo McGuire, Commissioner Tena Monson
Also present: Jessica Jagoe (Arden Hills); Ella Mitchell (Ramsey County)
Roll call taken.
Approval of Agenda
Commissioner Weber requested Item 8A be pulled from the agenda for further discussion at a
future worksession meeting.
Motion by Commissioner Monson seconded by Commissioner Weber to approve the agenda as
amended removing Item 8A. Motion carried.
Approval of Minutes
Motion by Commissioner Monson seconded by Commissioner Jebens-Singh to approve the
June 25, 2025 Special JDA meeting minutes, September 9, 2025 JDA meeting minutes and
October 6, 2025 JDA Worksession meeting minutes as amended. Motion carried.
Public Input
Lyle Salmela, 1480 Arden Vista Court, provided the JDA with detailed information for the RFI.

a. Receive Building 116 Presentation
This item was removed from the agenda.
b. Approve 2026 Budget
Director Mitchell stated the proposed 2026 JDA budget is presented for adoption, consistent
with the budget processes outlined in the Joint Powers Agreement. For informational purposes,
an overview of JDA expenditures for 2023 and 2024 is provided. Preliminary expenditures for
January 1, 2025, to September 30, 2025, are also provided, these numbers are subject to
change due to potential future reimbursements and anticipated invoices.
Commissioner Weber asked if the JDA could explore the feasibility of moving Building 116.
Chair Wicklund suggested this item be further considered in December when this item would
come back to the JDA.
Director Mitchell explained the JDA budget could be amended in December if a feasibility study
were to be recommended for Building 116.
Commissioner Monson questioned what the process was for amending the budget. Director
Mitchell commented on the process noting the budget for 2025 was amended in May. She
discussed how there would have to be a conversation on where funds would come from for a
feasibility study for Building 116.
Commissioner Monson inquired what the deadline was for approving the 2026 budget. Director
Mitchell recalled the budget had to be approved in December.
Commissioner Monson stated if this was the case the JDA could hold a worksession meeting in
December to discuss Building 116 and a regular JDA meeting could follow this meeting in order
to approve the 2026 budget.
Commissioner Jebens-Singh reported there were a number of fiscal notes the County has been
taking on to complete the spine road. She asked if a feasibility study for Building 116 would be a
County expense or JDA expense.
Commissioner Weber stated this was the reason he would like to discuss Building 116 at the
December worksession meeting prior to making a decision whether or not to move forward
with a feasibility study.
Director Mitchell indicated Ramsey County would be the fiscal sponsor for the feasibility study
per the JPA and the JDA has land use authority.
Commissioner Monson requested further comment from staff regarding the legal services for
2026. Director Mitchell discussed the legal services that were provided to the JDA noting staff
had taken into consideration the assistance that would be needed with the development
agreement.
Commissioner McGuire asked how the proposed budget was funded by the County. Director
Mitchell explained the current funding was largely a loan from the general fund that would be
repaid when Outlot A was sold.
Commissioner McGuire questioned if administrative work was being contracted out for the JDA.
Director Mitchell reported the County isn’t charging the JDA for office administration work and
explained the other administrative line item was for the production of meeting videos and
completion of the JDA minutes. She noted the City of Arden Hills invoices the County for the
JDA minutes.
Chair Wicklund summarized the comments made by the JDA and stated he believed it would be
in the JDA’s best interest to approve the proposed budget. He indicated the JDA could still have
a conversation regarding Building 116 in December and an amendment could be made at that
time if required.
Commissioner Monson explained she would prefer to table action on the budget to December.
Commissioner Jebens-Singh stated the JDA may not have actual costs for the feasibility study in
December and questioned if a second JDA meeting would then be required in December.
Chair Wicklund reported staff would have to gather information between now and the
December meeting in order to provide the JDA with a number. Director Mitchell explained staff
would need further direction on the proposed feasibility study for Building 116.
Commissioner Weber indicated there was a general idea of what needs to be done for Building
116 and that it needs to be moved. He stated he would like a feasibility study to be completed
to complete this task.
Motion by Commissioner Monson seconded by Commissioner Weber to table action on the
2026 Budget to December directing staff to pursue the cost of a feasibility study to move
Building 116. Motion carried.
c. Review Road Map
Director Mitchell reviewed the Road Map with the JDA. She noted staff would add a regular
JDA meeting to the Road Map for December 1.
Commissioner McGuire asked if the RFI’s would be reviewed by the JDA at the December
meeting. Director Mitchell reported this was staff’s plan.
Commissioner Jebens-Singh requested staff reach out to her in order to prepare her for the JDA
sustainability webinar prior to Thursday. She recommended the JDA members come prepared
to the December meeting as there will be a full agenda for this meeting.
Commissioner Weber requested staff get the JDA agenda and packet of information to the
members earlier than Friday, November 28.
Chair Wicklund explained he would work with staff to get the agenda and packet to the JDA
members by Wednesday, November 26.
Administrative Director’s Report
Director Mitchell stated she had nothing additional to report.
Commissioner Monson asked if staff had any updates on Outlot A. Director Mitchell explained
Ryan Companies was talking with end users, but staff had nothing to report on a potential
buyer. She explained the interior of Micro Controls was on schedule and should be complete by
April of 2026.
Commissioner Monson inquired if there was any new information regarding the spine road.
Director Mitchell reported she would have additional information for the JDA at the December
meeting.

Commissioner Updates
Commissioner Weber thanked Commissioners Jebens-Singh and Monson for assisting with the
JDA webinar.
Commissioner Weber stated he appreciated the addition of Micro Controls to Arden Hills.
Commissioner Jebens-Singh reported she was able to attend the Impact Transportation
Conference in Portland, Oregon and commented on the conversations she had regarding the
planning that went into the spine road for the Rice Creek Commons development.

The proposed 2026 JDA budget is presented for adoption, consistent with the budget processes outlined
in the Joint Power Agreement. The budget has been updated since it was originally drafted to include a
preliminary estimate for legal costs related to litigation.
For informational purposes, an overview of JDA expenditures for 2023 and 2024 is provided. Preliminary
expenditures for January 1, 2025, to September 30, 2025, are also provided, though note that these
numbers are subject to change due to potential future reimbursements and anticipated invoices.

Goff Public worked with Ramsey County on promotional communications to support the Request for
Information (RFI) extension and the Nov. 13 sustainability webinar. The webinar was promoted via the
Rice Creek Commons website, Ramsey County and City of Arden Hills social media platforms, and three
emails to the Rice Creek Commons newsletter list:
• Oct. 29: Join our Nov. 13 webinar to learn about sustainability at Rice Creek Commons
• Nov. 4: Don’t miss our Nov. 13 webinar on sustainability at Rice Creek Commons
• Nov. 12: Tomorrow, Nov. 13: Learn about sustainability at Rice Creek Commons
The emails were sent to 3,177 subscribers and had open rates between 16-18%. The click rate across all
messages was 1%.
There were 33 total attendees at the Nov. 13 webinar. A recording of the webinar is available on the
Rice Creek Commons website for community members who were unable to attend.
There has not been recent media coverage of Rice Creek Commons. Goff Public responded to an initial
inquiry from Bill Lindeke at MinnPost in October regarding the development status; we are still waiting
for a response from Bill regarding next steps.
There have been two recent inquiries through the Rice Creek Commons microsite contact portal
regarding project timeline and impact on surrounding roads. Staff responded to each inquiry directly.
