MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING MONDAY, FEBRUARY 26, 1990, 6:30 P.M. - CITY HALL TOUR; PUBLIC WKS FACILITIES Public Works Supervisor Winkel conducted a tour of the Public Works facilities for Councilmembers between 6:30 and 7:30 p.m. CALL TO ORDER Pursuant to due call and notice thereof, Acting Mayor Hansen called the meeting to order at 7:30 p.m. ROLL CALL The roll being called the following members were present: Acting Mayor Nancy Hansen, Councilmembers Paul Malone and Thomas Mahowald. Absent: Mayor Thomas Sather and Councilmember JoAnn Growe. Also present: Public Works Supervisor Dan Winkel, Park Director John Buckley, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. ADOPT AGENDA Malone moved, seconded by Mahowald, to adopt the February 26 Council Agenda as submitted. Motion carried unanimously. (3-0) APPROVE MINUTES Mahowald moved, seconded by Malone, to approve the minutes of the February 12 Regular Council Meeting as submitted. Motion carried unanimously. (3-0) PROCLAMATION; VOLUNTEERS OF AMERICA WEEK Acting Mayor Hansen read the Proclamation Proclaiming March 4-11, 1990, Volunteers of America Week and directed staff to forward the executed document and a congratulatory letter to the Volunteers of America. CONSENT CALENDAR Malone moved, seconded by Mahowald, to approve the Consent Calendar for the February 26 Council Meeting and authorize execution of all necessary documents contained therein: a. Approval of Request to Attend MCFOA Annual Conference. b. Approval of Refuse Hauler License. c. Approval of Retail Sales License. d. Acknowledgment of 1989 Tree City USA Designation. e. Approval of List of Claims and Payroll. Motion carried unanimously. (3-0) PUBLIC COMMENTS None. RECOMMEND; HIRE PARK PROG. SUPERV. Council was referred to a memorandum from Park Director Buckley dated 2-22-90, requesting consideration of his recommendation to hire Cindy Severtson for the Park Program Supervisor position with the City of Arden Hills, effective March 12,. 1990, at the starting salary of $20,800 with a proposed salary increase after evaluation and satisfactory completion of a 6.month probationary period~ Buckley eXplained the process utilized to establish criteria for selecting candidates for interviews; 100 applications were received and 10 individuals were interviewed and tested. He discussed the interview panel and testing process. The Park Director recommended hiring Ms. Cindy Severtson, effective 3-12-90, at the annual starting salary of $20,800.00. He referred Council to Ms. Severtson's Resume, the reference check with her current employer and letters of recommendation from previous employers. (Cont'd) Council concurred the candidate is well-qualified and requested Ms. Severtson attend and be introduced to Council at their regular meeting held March 12. . Malone moved, seconded by Mahowald, that Council hire Ms. Cindy Severtson for the position of Park Program Supervisor, effective March 12, 1990, at an annual staring salary of $20,800.00. Motion carried unanimously. (3-0) Council was referred to a letter from Bethel College and Seminary dated 2-7-90, requesting the City consider vacating the service road along Highway 51, extending from Bethel Drive to the Soo Line tracks, adjacent to the College property. The letter states that Bethel appears to be the exclusive user of the road and it appears the City's best interests are not met by the need to maintain the road for a single user. REQUEST; BETHEL COLLEGE, TURNBACK TH 51 FRONTAGE RD. Council was also referred to a memorandum from Engineer Terry Maurer dated 2-23-90, which indicates staff should review this matter to identify any utilities located under this section of roadway and obtain the necessary easements if Council considers vacation of the roadway. Clerk Administrator Berger advised that both Attorney Filla and Engineer Maurer did not foresee any problems with vacating the roadway, with the exception of identifying utilities and obtaining easement documents if necessary. He recommended if Council concurs with vacating the roadway, staff should be directed to research ownership) identify easements, prepare the necessary documents and schedule a public hearing for vacation of the roadway. . Mahowald moved, seconded by Malone, to direct staff to research ownership of the TH 51 Frontage Road on Bethel College property and prepare the necessary documents to accomplish the vacation of the roadway and retain any easements identified. Motion carried unanimously. (3-0) COUNCIL COMMENTS PARKING; SETBACKS GREY FOX, RED FOX, & PINE TREE DRIVE Councilmember Malone referred to Engineer Maurer's letter dated 1-29-90, relative to the request from Ramsey County for the City to restrict parking for a length of 150-200 feet on Grey Fox Road, Red Fox Road and Pine Tree Drive signalization at these locations. Malone favored the stated the proposal will help facilitate traffic at these in conjunction with the parking restriction and locations. Council concurred and directed staff to advise the Engineer to convey to Ramsey County their approval of imposing the parking restriction at these locations and proceed with installation of the signage when deemed necessary. RAMSEY COUNTY PROP'D SERVICES INCREASE Councilmember Malone referred to the Engineer's letter dated 1-31-90, relative to the proposed increase in charges for Ramsey County services. Malone noted the proposed increase for services will be 10-15 percent and how the increase will affect current Arden Hills projects. questioned . Council requested Engineer Maurer report on the effect of the 10-15% increase in Ramsey County service costs on current projects in Arden Hills. . . - .. Minutes of the Arden Hills Regular Council Meeting, 2-26-90 Page 3 Councilmember Malone referred to the Engineer's letter dated 1-31-90, relative to the proposed reconstruction of Hamline Avenue in 1994 between County Road C2 and Snelling Avenue. Malone explained the main water pipes in Arden Hills are located on Hamline Avenue and there had been discussion regarding enlarging the pipes in conjunction with such a project on Hamline Avenue. lW1LINE AVE.; 1994 RECONSTRUCTION & WATER PIPE INSTALL Council requested Engineer Maurer review the feasibility of installing larger water pipes along Hamline Avenue in conjunction with this 1994 reconstruction project proposed by Ramsey County. Councilmember Malone referred to Engineer Maurer's letter dated 2-2-90, regarding an update on the current status of the City's Municipal State Aid (MSA) System and the potential route designation of Round Lake Road, from TH96 through the Gateway Business District, over THI0 and up old Snelling Avenue to TH 96. MSA SYSTEM; ROUND LK. RD. Malone recommended the Engineer pursue this proposed routing of Round Lake Road in an attempt to accomplish designation of Old Snelling Avenue on the MSA system and as relates to the Met Council concerns regarding additional access points for the GB District. Council concurred with Malone's recommendation and directed the Engineer to begin study of the proposal. RECYCLING; SURCHARGE ON UTILITY BILLS Councilmember Malone explained the recycling program is doing well; reminded staff the Council planned to charge for recycling by placing a surcharge on sewer utility bills in 1991 when Ramsey County grant monies cease. RECYCLING INFO. METRO NUMBER Councilmember Mahowald advised there is a metropolitan recycling telephone number to call regarding recycling programs in various communities. He suggested staff telephone number and publish the number in the Town Crier. pursue locating the RECYCLING; CALENDAR Councilmember Hansen explained the Public Works/Safety Committee suggested the City publish a calendar of the recycling dates for inclusion as a "flyer" in the Town Crier. There was discussion relative to the possibility of a change in the recycling pickup day. Councilmember Malone expressed his concern regarding the day change. He stated Arden Hills began the Tuesday recycling and a neighboring city utilized the same day; preferred no change in the Tuesday recycling program. APPOINT MEMBER PARKS COMMITTEE Councilmember Mahowald recommended the appointment of Mark Magers, 4521 Keithson Drive, to serve on the Park~ Committee. Acting Mayor Hansen approved the appointment of Mark Magers to serve on the Parks Committee and directed staff to send the appropriate letter of appointment. REPORT; CITY HALL COMMITTEE MEETING Councilmember Mahowald reported on the first City Hall Committee meeting and submitted a copy of the minutes of the meeting. Mahowald stated the membership is excellent and the agenda for the next meeting will include: Reviewing Community Demographics and the staff "Wish List" and a representative from the City of Shoreview will be present to discuss the procedures followed relative to Shoreview's new facilities. He encouraged all Councilmembers to attend the meetings or forward their input to the Committee. Minutes of the Arden Hills Regular Council Meeting, 2-26-90 Page 4 ARSENAL MEETING Councilmember Mahowald questioned if staff has received further information relative to the Arsenal Training Facility preconstruction meeting scheduled in March. . Clerk Administrator Berger advised he has discussed concerns relative to the training facility with Shoreview's City Manager Dwight Johnson and rechecked the building plans. Berger stated the Fire Chief has expressed concerns relative to the LJVFD providing fire services for the facility. Berger advised he will attend the meeting, along with the Planner and Fire Chief. There was discussion regarding if it is mandatory for LJVFD to provide services for this facility. Councilmember Malone questioned if there is a precedent set by other cities which have military facilities of this nature located within their boundaries. Fire Chief Winkel stated there may be funding available to provide services for the new facility. He explained the Arsenal has always provided its own fire service; in the past he was told not to worry about providing services because the Arsenal has its own fire department. Council concurred to direct the City Attorney to review the relationship between other municipalities with federal government facilities located in their cities and if funding is available for the LJVFD to provide fire services. . Park Director Buckley commented that he was advised the city would not be able to locate recreational facilities at this site for security reasons and noted there was no mention of the security fencing being located behind the proposed building. CENSUS UPDATE Acting Mayor Hansen reported on the census information she received at the RCLLG meeting; packets of information were provided for each Councilmember and the administrative staff at City Hall. MISCELLANEOUS Acting Mayor Hansen reminded Council of the joint meeting with School Board Officials, March 6, at 7:00 a.m. Hansen advised she will attend the Planning Commission meeting on March 7, due to the absence of Councilmember Growe. Hansen referred to letter received from a resident regarding a "St. Jude Chain Letter" which was received by mail; questioned if the City has any control relative to this type of mailing. She noted the letter was not signed. Councilmember Malone explained the resident could contact the postal service regarding the mailing. Acting Mayor Hansen thanked Park Director Buckley for submission of his long and short range goals. WATER UTILITY; ROSEVILLE CONNECT. Councilmember Malone questioned if Clerk Administrator Berger was prepared to discuss the water meter discrepancy relative to the water usage from the City of and the gallonage billed to Arden Hills residents. Roseville ~ Berger advised the Finance subcommittee is reviewing this matter and preparing a report for Council. He explained that two possible remedies were identified during discussions; certification of the Roseville connection water meters and checking Arden Hills commercial water meters. WINKEL Clerk Administrator Berger advised Council that Dan Winkel has completed his six month probationary period as Public Works Supervisor and recommended Council performance appraisal on March 12, at 6:30 p.m. conduct an employee M~lonc moved, seconded hy Mahowald, th~t COllneil schedllle an employee performance appraisal for Public Works Supervisor Dan Winkel to be held on Monday, March 12, 1990, at 6;30 p.m., at City Hall. Motion carried unanimously. (3-0) ASSESSMENT POLICY Clerk Administrator Berger advised that Engineer Maurer is prepared to discuss a proposed assessment policy for the City of Arden Hills and requested Council schedule a time for discussion. He noted the Public Works/Safety Committee and Finance Subcommittee are currently reviewing the policy and recommended Council consider inviting the committees to attend the worksession for discussion of the policy. Council concurred to schedule discussion of the proposed assessment policy at the Council Worksession to be held on Monday, March 19, 1990, at 4:30 p.m. There was discussion relative to the status of the Oak Avenue Improvement and the Cleveland Avenue Lift Station Improvement; it was determined that both improvement hearings be scheduled after the assessment policy is reviewed. Public Works Supervisor Winkel advised the Cleveland Avenue lift station will require electrical connection from NSP; explained NSP will have to connect three-phase power to the lift station at an estimated cost of $14,000.00. There was discussion relative to including the cost for electrical connection in the assessment. Council directed staff to review this matter with Engineer Barry Peters to determine inclusion of the costs in the improvement.
