ROLL CALL 'Ihe roll being called the follCMing members were present: councilmembers JoAnn GrCMe, Paul Malone and 'Ihamas Mahowald. Also present: Engineer Terry Maurer, Attorney Jerry Filla, Public Works SUpervisor Dan Winkel, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. WATER ~ Engineer Maurer reviewed the "rough draft" of the water STUDY Tower study. He outlined the follCMing three areas of the study; the booster pumping station, long term plans for the Arsenal property and deficiencies in the distribution system. Maurer stated the system appears to be sufficient to meet the current needs of the City. He explained he had researched the best location for installation of a booster pumping station and noted locations along County Road E that would best serve the existing system. Maurer explained the current water utility system would not serve the needs of the Arsenal property, in the event that land is developed. He advised a separate water pipe along HaInline Avenue fram Roseville to the Arsenal would have to be installe:l to service the area. . TIle Engineer reviewed the minor deficiencies in the existing system which are located near Mounds view School and in the Gateway Business District. He stated flowage problems were identified in these areas and "dvised the problems are easy to =rrect. Maurer estimate:l the cost to upgrade the current system would be $80,000.00; estimated the booster station installation at $130,000.00. '!he Engineer stated he will fomalize the rough draft of the study within the next two weeks and suJ::mit the document to council for review and reo:mnendation. PROP'D CCMBINATIONi BOARD OF APPFAIE/ PIANNING a:;w.uSSION Council was referred to a letter from Attorney Filla dated 1-26-90, relative to combining the duties of the Board of Appeals and Planning COmmission. Filla reported on a survey he conducted with surroW1ding communities to determine if they utilize a separate body to perfonn the duties of the Board of Appeals; White Bear Lake is the only city wtrich has a separate Board of Appeals, the majority of communities delegate the Board's statutory duties to the Planning Planning Commission. ~ '!he Attorney stated it may be more efficient to utilize the Planning COmmission for both functions, rather than separate bodies, based on: the number requests currently suhnitted, the number of meetings required to review applications in a tllnely rranner, staff support time required for Board agendas, and duplication of staff time when matters are presented to both bodies for review. In discussion, Council concurred that all Planning Camnission members should view development sites prior to consideration of planning applications. The Clerk Administrator and Deputy Clerk agreed it would l::e more efficient to have the all members of the Planning Commission serve as the Board of ~ls. Berger and Iaga also recommen:l.e:l the number of Planning Camnission member l::e reduced to seven (7); it appears members have a tendency to l::e absent from meetings with a larger mnnber group. Iago recommen:l.e:l a p:>licy manual l::e adopted by PlaJ'lIlin;j Commission which specifies such iteJns as: all members should view development sites prior to the meeting, only a certain nl.lIllber of excuse:l absences during the year will l::e allowed, rules of order, etc. Council questioned if the Board of Appeals was aware of the consideration to merge the two bodies. CouncilrnernJ::er Growe and Deputy Clerk Iaga stated they have discussed the matter with Board of Appeals members am Planning Commission members. . Council con=e:l with staff recommendations and directed the Atton1ey to prepare the necessary Ordinance amendment, for consideration at the September 10 Regular Council Meeting, to a:nnbine the duties of the Board of Appeals and Planning Commission, effective January I, 1991. It was further agreed that a Policy Manual will l::e drafte:l and adopted in January 1991, and reconunendation will l::e made to reduce the number of Planning members to seven (7), with no alternates. CouncilrnernJ::er Growe advised she will review attendance records of Planning members and any letters of interest to serve on the Commission prior to subnitting her recommendation for appointments. staff was directed to forward information to the Board of Appeals am Planning Commission regarding the proposed change. ASSESSMENI' POLICY Council and staff reviewed the reconunendations from the Finance Committee relative to the proposed assessment p:>licy prepare:l by the City Engineer. Assessments Initiated by the Petition of the Affected Property OWners: council concurred. that the assessment rates in general will J:e doubled f= standard illIprovements unless council determines unusual/special circumstances exist. 3. Assessments of l>rolti -Family Housin;j: council cona=ed that property zoned R-4, l>roltiple ~lling District, will J:e assessed cammercial/irdustrial property rate. 4. Treatment of Tax ~ Property: council cona=ed that 100% of the cost of a street improvement J:e assessed to tax exerrg;>t property on a front footage basis. 5. Collector Streets: Council concurred with the Finance Committee recommen:lation to eliminate this separate classification. 6. Council concurred that all streets in the city will J:e assessed under the adopted policy, regardless of jurisdiction. 7. Council agreed that installation or i.nprovement of sanitary/stonn sewer and water utilities, in connection with new street construction or street reconstruction, will J:e assessed. 100% and payable over twenty years. 8. Council agreed with the proposed method of calculating corner lot assessments . Council qt',cStioned hCM to determine a sufficient dollar am:JUI1t to b::_ bldgeted for the purpose of financing the City's portion of the cost of such i.nprovernent projects. En;Jineer Maurer stated he will calculate the costs in general f= city wide construction, reconstruction, overlay, and sealcoating, and review the MSA streets, to determine an appropriate assessment rate percentage. He suggested when the calculations are completed and council should review the information and adopt the appropriate percentage rate as part of the asE:essment policy. Maurer stated he will prepare the infonnation and revise the assessment policy for return to Council in September.
