CALL TO ORDER Pursuant to due call anj notice thereof, Mayor Sather
called the meeting to order at 7:30 p.m.
. ROIL CALL The roll being called the following members were present:
Mayor Thooas Sather, Counci1members Nancy Hansen, Paul
Malone and JaAnn Growe. Absent: Counci1member Thomas Mahowald. Also present: Park
Director John Buckley, Public Works SUpervisor Dan Winkel, Clerk Administrator
Gary Berger and Deputy Clerk Catherine Iaga.
AOOPl' REVISED Clerk Administrator Berger requested an additional item
AGENDA 10/29/90 be placed on the 10/29/90 Agen:la, under 8 (d) : Request to
L:ase Mailing System from Pitney Bowes.
Malone moved, seconded by Hansen, to adopt the October 29
Revised Council Agenda, with an additional item; 8(d) Request to L:ase Mailing
System from Pitney Bowes. Motion carried unanimously. (4-0)
CERIIFICATES ; Mayor Sather anj Park Director Buckley presented
YARD BEAtJI'IFICATION Certificates of Appreciation to the following residents
PRCGRAM for their participation in the Yard Beautification
Program:
Melva pierce, 3316 New Brighton Road; Mark anj Ravone Peterson, 4468 North
HaInline Avenue; Mr. and Mrs. James Schloner anj Kari, 1478 Iametti lane; Thomas
and Kathy Goserud, 4350 North HaInline; anj Mr. anj Mrs. Fred Gilbertson, 3308 New
Brighton Road.
Mayor Sather and Park Director Buckley thanked all residents participating in the
. yard beautification program anj encouraged continued participation next year.
FIAG PRFSENI'ATION; Mayor Sather introduced JoEllen Johnson, Vice Olair of
SCHOOL DIST. #621 the School Board for District #621.
JoEllen stated the schools in District 621 are encouraging a spirit of
cooperation between the schools, cities anj various government entities to
promote learning. She explained 800 students entered the contest to design a
flag. The design sul:xnitted by Anna Pletscher, a student from Valentine Hills
Elementary School, was chosen as the symbol for the flag. Johnson commended
Valentine Hills School Art Teacher, Diane Erickson, for promotion of the design
competition and encouraging students to suJ:mit entries.
Johnson requested the "Celebrate learning" flag be displayed by the city during
National Education Week, November 11-17, and at other appropriate times of the
year. She advised all cities within the school district were presented a flag.
Mayor Sather thanked Ms. Johnson on behalf of the Council, City staff and
residents of Arden Hills and encouraged city cooperation to promote programs of
learning for children.

Regular Council Minutes and October 22 Council

OONSENI' eounci1member Malone questioned if the resident listed
CALENDAR under Item 6(c) on the Consent. Calendar has sul:mitted any
. payment to the City for delinquent utilities.
'!he Clerk Administrator explained he contacted the resident regarding this matter
and was assured payment would be sul:mitted, however, no payment has been received
to date.
Councilmember Hansen stated the applicant requesti.ng- permission for door-to-door
canvassing is not a nonprofit organization and asked if the City has the
authority to prohibit such activities.
Clerk Administrator Berger stated he discussed this matter with the City Attorney
and was advised the city cannot restrict such activities since the organization
is not selling a product, mereiy requesti.ng- citizen participation by donation.
Malone moved, seconded by Hansen, to adopt the Consent
Calendar as suJ:::mitted anj authorize execution of all necessary documents
=ntained therein:
a. Approve Request for Door to Door eanvassi.ng-.
b. Approve Class B (Pull-tab) License for Arden Hills/Shoreview Lions club at
Big Ten SUpper Club, Resolution No. 90-37A.
c. Acknowledge and Approve Letter to Gerald McGuire regarding Water Shut-off.
d. Approve Maintenance Agreement for Group Health Pond.
e. Acknowledge Traffic Problem at Hamline/Snelling and County Road F.
f. Approve List of Delinquent utility anj Diseased Tree Removal Bills; .
. Resolution Nos. 90-38 and 90-39.

PUBLIC C>>lMENTS
DRAINAGE PROBLEMS; Leonard Grudnoske, 4445 Highway 10, appeared before
4445 HIGHWAY 10 Council to discuss the problems he is currently
L. GRUDNOSKE experiencing due to the new home =nstruction adjacent
to his property.
Grudnoske stated that debris has been placed in his yard by the adjacent property
owner during the =nstruction process. He also expressed =ncern that the grade
of the adjacent lot will =eate drainage problems on his property and requested
the adjacent property owner be required to grade at a maximum slope of 3: 1-
Deputy Clerk Iago advised Council that the Build.i.ng Inspector is aware of the
problems at this l=ation and has been in =ntact with the property owner, on
more than one occasion, to advise of corrective action to properly grade the
site. She also noted this matter was reviewed with the fonner engineeri.ng-
=nsultant and former wilding inspector.

a::MPIAINI' (Cont'd) Council directed the Clerk Administrator to discuss this
matter with the Building Inspector on 10/30/90 and advise
. him to take steps necessary to =ect any problems identified at the site.
WINTER PARKING Doris Canniff, 3946 Glenview Avenue, appeared before
ORD. a::MPIAINI'; Council to state her opposition to the recently enacted
D. CANNIFF, 3946 winter parking ordinance, limiting parking on city
GLENVIEW AVENUE streets between 11:00 p.m. and 6:00 a.m.
Canniff explained that she has numerous relatives visiting on holidays anj in the
past all of her relatives were forced to leave her home on a holiday due to
parking restrictions. She suggested if a vehicle is not moved when the plowing
occurs, the property owner be responsible for shoveling the snCM from that area.
Canniff stated the 11:00 p.m. time limitation is too restrictive and advised she
will circulate a petition amongSt residents to oppose the new ordinance.
Dave Seaberg, 3167 Shorewood Drive, also stated opposition to the new winter
parking ordinance. He explained it appears unreasonable to ill1pose the parking
restrictions when there is no snow aCCUIlll.llation on the streets and 11:00 p.m. is
too early to restrict parking.
Mayor Sather explained the Public Works/Safety Committee and Public Works
Supervisor recommended the 11:00 p.m. time restriction to allow sufficient time
to clear the streets of snow anj complete sanding prior to the morning peak
traffic. He advised the city does not employee a large staff, such as surrounding
communities, and the process of plowing takes a longer period of time.
. Leonard Grudnoske, 4445 Highway 10, explained that he does snow plCMing on a
=ntract basis and therefore is synq;athetic to both sides of the issue. He stated
that nonnally the plows do not begin removal of snow prior to 1:00 a.m.
Counci1member GrCMe stated that most of the residents stating opposition to the
new ordinance have expressed displeasure with the 11:00 p.m. time restriction.
She favored amending the ordinance to restrict parking between 1:00 and 6:00 a.m.
Counci1member Malone re:ruested the Public Works Supervisor cornroent on reduction
of the time period.
Winkel explained his preference would be to discuss a reduction in hours with his
employees to determine if the maintenance can be accorrplished in the shorter time
period.
Growe moved, seconded by Sather, to direct staff to
=ntact the city Attorney anj request a draft amendment to Ordinance No. 272,
winter Parking Regulations, chan;/ing the hours from 11:00 p.m. to 6:00 a.m., to
1:00 a.m. to 6:00 a.m., for =nsideration at the November 13 Regular Council
meeting, and to re:ruest staff input at that meeting, regarding the chan;/e of
hours. Motion carried. (Growe, Sather anj Hansen voting in favor; Malone opposed)
PERFORM. E.VAI.lJATION Council was referred to a memorandum from Public Works
& SAIARY INCREASE; SUpervisor Winkel dated 10-24-90, relative to the
Sl'EVE (PEI'E) SAXE performance evaluation and reconunended salary increase
. for employee steve Saxe.
Malone moved, seconded by Hansen, to approve the salary
increase to 100 percent of the wage rate ($13.38 per hour), for employee steve
Saxe, effective November 1, 1990. Motion carried unanilnously. (4-0)

PERFORM. E\l1\LUATION Council was referred to a memorandum from Clerk
& SAUlRY INCREASE; Administrator Berger dated 10-25-90, relative to the
. PATRICIA YEZEK performance evaluation and recamnended salary increase
for employee Patricia Yezek.
Hansen moved, seconded by Malone, to approve the salary
increase to 90 percent of the wage rate for the Receptionist position, for
employee Patricia Yezek, effective November 1, 1990. Motion carried unanimously.

SCHEDULE MJX;; Council was referred to a report from the Clerk
CANVASS ELECl'ION Administrator dated 10-12-90, regarding scheduling a
RESULTS Council meeting to Canvass the November 6 Election
Results .

Malone lOClVed, seconded by GrONe, to schedule a Special
Council Meeting on Thursday, November 8, 1990, at 4:30 p.m., for the purpose of
canvass of election results of the November 6 General Election. Motion carried
unanimously. (4-0)
RElQUE'Sl' TO LEASE Council was referred to a memorandum from Clerk
MAILING SYSTEM; Administrator Berger dated 10-29-90 and Deputy Clerk
PITNEY BOWES Iago dated 10-26-90, relative to lease of a new mailing
system for the city.
Counci1lnernber Malone questioned if the "postage-by-mail" feature will require a
designated telephone line anj if the New Brighton Post Office will be cap3ble of
. resetting the postage meter by telephone.
Deputy Clerk Iago advised she will contact the pitney Bowes representative
regarding both matters and report to Council.
Malone lOClved, seconded by Hansen, to authorize the Clerk
Administrator to execute a 48-lOClnth lease agreement with Pitney Bowes for lease
of a Semi-Automatic Mailing System, Model #6260, as recamnended. Motion carried
unanimously. (4-0)
COUNCIL a::M1ENTS
MISCELIANIDUS; Mayor Sather advised all present that New Brighton
CONGRATUlATIONS Bulletin Newspaper Reporter Larry (L.A.) Jones will no

JONES, NEW has accepted a position with ABC Newspapers and will be
BRIGHION BULLETIN reporting news for Anoka, Blaine, and Coon Rapids.
Jones stated he has reported news from Arden Hills for the past 12 years.
Counci1lnernbers extended thanks to Larry anj best wishes for his continued
su=ess.
REPORr i CITIZEN Clerk Administrator Berger reported the citizen survey
SURVEY RESULTS results are being compiled by Decision Resources and

SURVEY (Cont'd) After discussion, Council con=ed to direct staff to

request a representative from Decision Resources be present at the November 26
Regular Council Meeting to review the information.
Sl'AWS REPORr; Counci1member Malone rep:rrted on the Finance Committee
FmANCE o:::MMI'ITEE meeting; currently reviewing utility rates anj proposed
financing for the Water Tower improvements.
STREEI' LIGH!' Counci1member Hansen suggested the letters received from
REQUESl'S residents requesting street lights be forwarded to the
Public SafetyjWorks Committee.
KEITHSON POND Councilinember Malone referred to discussion of the
Keithson Pond problems at the 10/22/90 Council
Worksession and wished to clarify the fact that residents will be notified of
action taken to correct the problems with the pond, I:ut not necessarily prior to
the action being taken. He stated the residents involved may misinterpret the
discussion and the city has the authority to take corrective actions whenever
necessary, not subject to notification of the residents.
Mayor Sather recalled advisin;] the residents the city would inform them of
corrective actions taken on the pond, either by telephone or copies of
correspondence and agreed the city does not have the obligation to notify the
residents prior to beginning the corrective action.
. AIR QUALITY Counci1member Hansen questioned if the city has received
BOARD any odor complaints.
Clerk Administrator Berger stated no complaints have been received regarding odor
in the last nine months.
RCWD APPOmIMENr Counci1member Hansen advised there are two vacancies
SANDE & WELTZIN for appointment to the Rice Creek Watershed District
Board; Gerald Sande has expressed interest in the Board.
Hansen suggested Roberta Weltz in for appointment and advised she has not
contacted Weltzin to confinn interest. She questioned if Council would have any
objections to Weltz in and explained she will contact her to discuss the
appointment and report at a future meeting.
Council expressed no objections to Hansen pursuing this matter.
SI'ATUS REPORI'; Councilme:mber Hansen questioned the status of the hiring
ACCOUNTANT HIRE process for the new City A=untant position.
The Clerk Administrator advised employment advertisements were placed in the st.
Paul and Minneapolis Newspapers, as well as several govermnent organizations
publications .
RECYCLING Mayor Sather questioned if a staff person is currently
aJORDINATOR servin;] as the "recycling coordinator".
. Berger advised the former Public Works SUpervisor handled the recycling
coordination and it has been handled by the Clerk on an occasional b3.sis.

RECYCLING (Cont'd) The Mayor suggested Council consider appointment of a
staff member or volunteer carmnittee member to coordinate,
. promote and generate interest in the recycling pYu,;L<1JI\, anj attend meetings to
become more informed on =ent issues facing cities.
Council suggested staff discuss this natter anj make recommendation for
accomplishing the tasks specified by Mayor Sather.
Councilmember Hansen also suggested a ci vi! Defense Coordinator be appointed.
saiEDULE IABOR Mayor Sather advised the city is in receipt of the
NB:;OITATIONS IUOA Local 49 Union proposal for the 1991 labor contract;
reported the =ent contract expires 12/31/90.
The Mayor suggested staff contact labor Relations Associates to schedule a tiIne
and date for labor negotiations. He preferred the labor negotiation closed
meeting be scheduled prior to the November 26 Regular Council meeting; suggested
no later than that date to atterrg;Jt to resolve the contract issues prior to the
expiration of the =ent contract.
Council concurred and directed staff to contact Karen Olsen and confirm the date
and tiIne at the 11/13/90 Council meeting, at which tiIne fornal action will be
taken to schedule a closed meeting for the purpose of labor negotiations.
ADJOURN Growe moved, seconded by Hansen, that the meeting be

NOrICE OF MEEI'ING
There will be a Special Council Meeting held on Thursday, November 8, 1990, at
4:30 p.m., at City Hall, for the purpose of Canvass of Election Results.
The next Regular Council Meeting will be held on fuesday, November 13, 1990, at
7:30 p.m., at the City Hall.
