CITY OF ARDEN HILLS
ORDINANCE NO. 288
AN ORDINANCE ESTABLISHING A CITYWIDE DEVELOPMENT MORATORIUM.
The Arden Hills City Council ordains that Section XIV(B) is hereby
added to Appendix A of the Arden Hills City Code to read as
follows:
Section B. Citywide Development Moratorium
l. The City of Arden Hills is conducting studies and will
hold public hearings for the purpose of considering
comprehensive amendments to its zoning regulations.
2. Pending the completion of public hearings and the
adoption of amendments to its zoning regulations, the
Arden Hills City Council has determined that it would be
in the public's interest to impose a Development
Moratorium on all property within the City of Arden
Hills.
3. There is hereby imposed a Development Moratorium pursuant
. to the revisions of MS 462.355, Subd. 4, on all property
within the City of Arden Hills. During the period of the
Moratorium, the development of property shall be
restricted as follows:
a. property shall not be subdivided.
b. new structures shall not be constructed on
property.
c. building additions to existing structures and
expansions of existing uses on property shall not
be allowed unless the addition or expansion is in
compliance with the proposed amendments to the
City's zoning regulations as determined by the City
Council.
d. a construction activity within an existing
structure, which would not otherwise require City
Council review, will be allowed provided that such
improvements are undertaken in compliance with the
current zoning regulations and the proposed
amendments thereto.
4. The Development Moratorium shall commence on the day
. following the publication of this Ordinance and shall

relates to specific development proposals or parcels,
whichever event occurs first.
Effective Date. This ordinance shall become effective on

a Development Moratorium on property within the City of Arden Hills
until the City completes its review of its zoning regulations or
until the City exempts property from the Development Moratorium.
The Ordinance should be considered at a Public Hearing held before
the Planning Commission.
The Public Hearing Notice for this item should be
substantially as follows:

CITY OF ARDEN HILLS
A Public Hearing will be held before the Arden Hills
Planning Commission at 7:00 p.m. on July 1, 1992, in the
Arden Hills City Hall located at 1450 West Highway 96,
Arden Hills, Minnesota 55112.
The purpose of the Public Hearing is to receive comments
relating to whether the Planning Commission should
recommend that the City Council adopt a Citywide
Development Moratorium pending completion of the City's
comprehensive review of its zoning regulations. Thp-
proposed Interim Ordinance would be discussed at thia
Public Hearing.

The Notice of Public Hearing should be published ten days
prior to the date of the Public Hearing. The City Council can
adopt a Development Moratarium for one year and may extend it for
up to eighteen additional months. The length of the Moratorium
should be considered by the Planning Commission and City Council.
The appropriate date for the termination of the Moratorium can be
inserted in the Ordinance before it is adopted by the City Council.
