West of Lexington Avenue; c. South o:f 1694; and d. East of State Trunk Highway 51. 2. Statement of Public Purpose. The City Council has determined that in order to protect the planning process, it is in the public's interest, to impose a interim development moratorium on development within the Study Area until the proposed changes to the City's comprehensive plan and official controls are implemented. 3. Interim Development Moratorium. There is hereby imposed an interim development moratorium on all development within the Study Area from the effective date of this Ordinance until March 1, 1991 or until further council action whichever occurs first. City may rescind the interim development moratorium by resolution.
