WHEREAS Arden Hills is concerned about future improvement of Lexington Avenue and wiS!les to inform the Board of County Commissioners of its recommendations for that portion of Lexington Avenue which abuts Arden Hills, and . WHEREAS the surrounding land uses and hence the traffic concentrations and patterns differ over a number of the individual segments of Lexington Avenue adjacent to Arden Hills and Shoreview, and WHEREAS Arden Hills recognizes the importance of Lexington Avenue as a link between Shoreview, Roseville and Arden Hills but does not encourage the development of Lexington Avenue into a major North-South traffic thoroughfare, and WHEREAS Lexington Avenue needs to be upgraded to accomplish its various functions which depend on the maintenance of an efficient flow of traffic to the adjacent communities of Shoreview, Roseville and Arden Hills, and WHEREAS the future use of Lexington Avenue may show increases in pedestrian, bicycle, transit and other alternate forms of transportation to the car, and WHEREAS Arden Hills feels that the surrounding land uses should be used to define the design objectives of the upgrading of Lexington Avenue, THEREFORE BE IT RESOLVED that Arden Hills recommend to the Board of County Commissioners that Lexington Avenue be divided into the following segments and upgraded as described below: SEGMENT I - COUNTY ROAD "J" TO VICTORIA STREET To preserve the integrity of the area for the planned residential development, and to protect recreational facil- ities and the environment - Maintain as an improved two lane road with detached bicycle path on the West side. SEGMENT 2 - VICTORIA STREET TO COUNTY ROAD "E" To provide safe and efficient traffic flows and movements to this predominantly industrial area, while also recogniziug special requirements for the YMCA, the residential areas and the watershed concerns for drainage - Improve and upgrade to four lanes, providing extended turn lanes as needed for safety, with a detached bicycle lane on the East side. . . SEGMENT 3 - COUNTY ROAD "E" TO COUNTY ROAD "D" To provide service compatible with the residential nature of this segment and allow for future alternative transportation modes, and to provide proper access to commercial developments located from County Road "E" to Harriet - Improve and upgrade to a two lane roadway, thirty-two feet from curb to curb with a bicycle lane attached to the curb on each side.
