Pursuan't to due call and noti~llIe:tl1t:y:eof, the City council of the City of Arden Hilla met in ~ session at the city Hall on Monday, the 15th day of March, 1976, at 7:30 o'clock p.m. '1'he following members were present: Crepeau, Crl chton, Wingert, Woodburn and the fOllowing were absent: Feyerelsen councilman Winaeri tion and moved its adoption: Resolution NO. ~2 3 introduced the following resolu- RBSOLTJ'l'ION RECEIVJ:NG RBPOR'l' AND PROVIDING FOR P'OBL1C HEARING ON IMPROVEMEN'l' P-SS-W-S'1'-75-l BE 1'1' RESOLVED by the Council of the city of Arden Hills as follows: . 1. By resolution adopted December 22, 1975, the Council has directed the city consulting engineers to prepare a prelimi- nary report as to the feasibility of a proposed improvement generally in the area bounded by Highway 1-694 on the south, Highway 96 on the north, Lexington Avenue on the east and Snelling Avenue on the west (county Road F frClll Hamlin. Avenue tOadLexinqton Avenue and _ _ Hamline ~venue frClll couni ty Ro F to S.'1'.H. NO. 96) by the installation of waterma n, sanitary sewer main, storm drainage facilities, grading, bitu- minous surfacing, concrete curb and gutter, sidewalks and necessary appurtenances. '1'he consultinq engineers were also directed to include in the report the estimated cost of the pro- posed improvement and as to whether such improvement should best be made as proposed or in connection with some other improvement. '!'he preliminary report and cost estimateshave been submi tted and considered by the council' I - _ n I and directed to be placed on file in the office of the city Clerk Administrator. '!'he improvement proposed to be made in the general manner set forth in the report is designated as Improvement P-SS-W-S'1'-75-l. 2. '!'he Council shall meet at the city Ball, 1450 West Highway 96, in said City, on April 19, 1976, at ':30 o'clock ~.m. for the purpose of holding a public bearing on the proposed 111Iprovement under and pursuant to the provisions of Minnesota . Statutes, Chapter 429, and the Clerk Administrator is hereby authorized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official newspaper, New Brighton Bulletin, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. 3. The notice shall be in substantially the following foxm: . NOTICE OF HEARING ON IMPROVEMENT NO. P-SS-W-ST-75-l CITY OF ARDEN HILLS, MINNESOTA . NOTICE IS HEREBY GIVEN that the Council of the city of Arden Hills. Minnesota, will meet at the City Hall, 1450 West Highway 96, in said city, on the 19th day of April, 1976 at 7:30 o'clock p.m., to hold a public hearing pursuant to Minnesota Statutes, Chapter 429, as amended, on proposed Improvement No. P-SS-W-ST-75-l generally in the area bounded by Highway 1-694 on the south, Highway 96 on the north, Lexington Avenue on the east and Snelling Avenue on the west (county Road F from Hamline Avenue to Lexington Avenue and _ - Hamline Avenue from County Road F to S.T.H. No. 96) by the installation of watermain. sanitary sewer main, storm drainage facilities, grading, bituminous surfacing, concrete curb and gutter. sidewalks and necessary appurtenances. The foregoing is all substantially in accordance with a preliminary engineering report which is now on file and open to public inspection in the office of the City Clerk Administrator. The cost of the improvement is presently estimated at $722.890. The area proposed to be assessed for the improve- ment shall be that tract of land lying in the city of Arden Hills. Ramsey County, Minnesota, described as follows: The East 1/2 and the East 1/2 of the West 1/2 of Sec. 22. T. 30, R. 23, and all of the NE 1/4 of Sec. 27. TO 30. R. 23. lying North of S.T.H. 10-62 (also known as 1-694). All persons desiring to be heard with reference to the improvement and the area proposed to be assessed therefor may appear and be heard by the city council at the time and place stated above. The general nature, estimated cost and area proposed to be assessed for Improvement No. P-SS-W-ST-75-l are deter- mined to be as stated in the foregoing notice, as fully as though the same were separately set forth and resolved herein. The motion for the adoption of the foregoing resolution . was duly seconded by Councilman Woodburn and upon vote being taken thereon, the following voted in favor thereof: Crepeau, Crichton, Wingert, Woodburn and the following voted against the same: None ~eupon the resolution was ~Wl~ ~~ ....--
