Absent: None. Also present were Mayor Beverly Aplikowski, Councilmember David Grant, Assistant to the City Administrator, Schawn Johnson, Community Development Director, Karen . Barton, and Recording Secretary Kathleen Altman. A. APPROVAL OF MINUTES FROM PLANNING COMMISSION MEETING Held on Julv 26, 2005 Joint Meetin!!: Between Plannin!!: Commission and PTRC and September 7, 2005 Re!!:ular Plannin!!: Commission meetin!!:. Commissioner McClung requested the following change: September 7, 2005 Regular Planning Commission meeting, Page 7, change the second on the last motion to Commission McClung. Commissioner Zimmerman moved, seconded by Commissioner Thompson to approve the July 26,2005 Joint Meeting between the Planning Commission and PTRC as submitted. The motion carried tmanimously (7-0). Commissioner Larson moved, seconded by Commissioner to Zimmerman to approve the September 7, 2005 Regular Planning Commission meeting as amended. The motion carried unanimously (7-0). Case 05-19: Brvson Woods, 1978 Thorn Drive - Final Plat Mr. Johnson stated Richard Kotoski and Kim Bryson dlbla Bryson Woods have submitted the Final Plat for the subdivision of the property at 1978 Thom Drive. The property, originally platted as Lot #20 under the Rholdeder's Home and Garden Acres Plat of 1938, would be subdivided into three single-family lots. All of the property lots comply with the minimum lot areas for the R-2: Single and Two Family Residential Zoning District. Mr. Richard Kotoskji"iapplicant, responded the south boundary was considered the back of the lot and the hCluse shown would fit within the setbacks and no variances would be requested. Commissioner McClung asked if the existing structure could be removed as a part of the conditions of approval. Mr. Kotoski responded they would prefer it not being required to be removed prior to the building permits being issued. . Chair Sand asked when they would be starting construction. Mr. Kotoski responded they wanted to start this fall so they had a model up by spring, 2006. _ ARDEN HILLS PLANNING COMMISSION - NOVEMBER 2, 2005 3 . Chair Sand stated he understood applicant wanted the removal of the existing structure to not be done at the release of the final plat, but rather at the issuance of the building permit. Mr. Kotoski responded that was correct. Commissioner Bezdicek asked if a building permit would be issued prior to the filing of the Final Plat witb Ramsey County. Mr. Kotoski responded the Final Plat would be filed first. Commissioner Larson moved, seconded by Commissioner Thompson to recommend approval of Planning Case No. 05-19, Bryson Woods, 1978 Thom Drive, Final Plat after finding the proposed plat is consistent with previous approvals for the Preliminary Plat and subject to the six conditions as outlined in 2, 2005 report, modifying condition E. to read: Removal of is required to remove the existing structures prior to the City's permit, unless a surety is posted with the City to ensure removal a timeframe.
