RESOLUTION NO. 06-47
RESOLUTION ADOPTING SPECIAL ASSESSMENT ROLL FOR THE 2006 PMP-
RlDGEWOOD NEIGBORHOOD IMPROVEMENTS
WHEREAS, pursuant to proper notice duly given as required by law, the Council has
met and heard and passed upon all objections to the proposed assessment for the
improvement of the City of Arden Hills 2006 Pavement Management Program improvement
of Siems Court between Lake Johanna Boulevard and the cui de sac of Siems Court, Arden
Place between Siems Court and Snelling Avenue, Ridgewood Road between Lake Johanna
Boulevard and Arden Place, Skiles Lane between Arden Place and Snelling Avenue, for the
reconstruction of the street by the installation of asphalt paving, concrete curb and gutter,
storm sewer, utility repair, landscaping and necessary appurtenances,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council that:
I, Such proposed assessmcnt roll, a copy of which is attached hereto and madc a part hereof,
is hercby accepted and shall constitute the special assessment against the lands named
therein, and each tract of land therein included is hereby found to be benefited by the
proposed improvement in the amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments extending over a period of
10 years, unless prepaid, the first of the installments to be payable witb general taxes levied
in 2006, collectible with such taxes during the year of 2007, and shall bear interest at the rate
of ~ percent per annum from the date ofthe adoption of this assessment Tesolution. To
the first installment shall be added interest on the entire assessment from the date of this
resolution until December 31, 2006, To each subsequent installment when due shall be added
interest for one year on all unpaid installments,
3, If the adopted assessment differs from the proposed assessment as to any particular lot,
piece, or parcel of land, the City Administrator shall mail to the owner a notice stating the
amount of the adopted assessment. The administrator must also notify affected owners of
any changes adopted by the Council in interest rates or prepayment requirements from those
contained in the notice of the proposed assessment.
4, The owner of any property so assessed may, at any time prior to certification of the
assessment to the county auditor, pay the whole of the assessment on such property, to the

City Administrator, no interest shall be cbarged if the entire assessment is paid within 30
days from the adoption of the assessment. He may at any time thereafter, pay to the County
Auditor the entire amount of the assessment remaining lUlpaid, with interest accrued to
December 31 of the year in which such payment is made. Such payment must be made
before November 15 or interest will be charged through Dcccmber 31 of the succeeding year.
5, The City Administrator shall forthwith prepare and transmit a certified duplicate of this
assessment to the County Auditor to be extended on the property tax lists ofthe county. Such
assessments shall be collected and paid over in the same manner as other municipal taxes,
