I a. Review CounciI/Department Head Retreat Preparation Items
Enclosed, the City Council will find the proposal from TeamWorks for the March
I 21 & 22 Retreat. This proposal includes both the agenda for the retreat and cost
estimate for conducting the meeting. I will also briefly discuss some last minute
logistical items.

I would like to briefly review any follow-up thoughts regarding the Town Hall
I meeting and discuss plans for 1998.
c. Review 1997 Street Improvement Assessments
I Mr. Stonehouse will be in attendance to review the status of the proposed
assessment roll for the 1997 Street Improvement Program.

Scope: To co~design, deliver, and document a facilitated 1 112 day process that enables the
I City Council and city department heads to:
I) Develop a practical and realistic set of operational priorities of focus and action
I for 1997. This is to be based upon the broad context of city mission and needs
with emphasis on capacity of the city structure to address that set of operational
priorities
2) Develop skill in introductory elements of participative processes of dialog and
I decision making.
Process Concept:
I A facilitative, highly interactive set of workshops that allow four major movements
in learning and decision making:
I ~ Background in Participation Theory basics, group development of
Environments of Participation, and the linking of personal behaviors with
team development.
I ~ A Mission Dialog Workshop to explore such questions such as
_ Village or City, what are we called to be?
Ie _ What are the Differences that make a Difference?
_ How do we spend our time, what really is our focus, what is our unused
capacity ?
I ~ A Prioritization I Planning Workshop to explore such questions such as
_ What components of the March 01, 1996 Retreat;
I are Green items, need to stay, priority components of mission?
are Yellow items, need no present action, lower priority?
are Red items, need to be stopped, no priority?
I ~ How can our capacity be optimized and matched with the at least the Green
Light components?
_ What combination of action items, timing and key events worth celebration
can most strongly influence the meeting of our Mission?
I ~ Presentation and experiential training in the introductory elements of the
participative processes of dialog and decision making.

I Attached to this memorandum are the preliminary assessment rolls for both the
reconstruction and overlay portions of the 1997 Street Improvements project. In
I addition, we have attached the plat maps showing various lots about which the Council
might anticipate questions or concerns during the hearing. In an effort to address some
I of those concerns in a proactive manner, we have provided the following information
related to each specific lot of potential concern.
I Based upon the bid for the project, the actual overlay assessment rate based upon unit
CIViL ENGINEERING. prices is $4.97 per front foot. The proposed assessment rate from the public hearing,
ENViROr--MENT A~ preliminary report, and assessment notification letters was $5.20 per front foot.

"l'i"t\iNG The assessment rate for the bituminous reclamation is $23.71 per front foot based upon
JOLi)WASiE unit prices, compared to the estimate of $26.38 in the preliminary report. The

SL'\\/~YiN:J per front foot based upon unit prices. Without Snelling and Hamline Avenues included
E..IFlIC in the project, this reconstruction rate would decrease to $38.89 per front foot. The
I TRAr-..S?O\~ATlON increase in these rates is primarily attributable to reconstruction of short segments of
roadway, with cul~de~sacs and/or assessable frontages on only the short side of these

SYSTEM CO~TROLS The first two pages of plat maps show streets being reconstructed or reclaimed. Lots
I presented in yellow indicate that the corner lot calculation was applied, in accordance
with the assessment policy. Lots presented in green indicate an increase in assessable
footage over the actual footage as a result of either the lot's odd shape or depth, again
I in accordance with the assessment policy. The two lots shown in green and yellow are
those that receive a combination of improvements on either side of the lot. Finally, those
shown with orange highligl)ts are lots which may raise concern simply because of high
I assessments to the properties.

I 1. The Yargici property at 1516 Colleen Avenue (corner lot at Colleen Avenue and
Colleen Circle) is being assessed for complete reconstruction on Colleen Circle
I and reclamation on Colleen Avenue. The assessable front footage, based upon
the corner lot method, is 115.03 of 131.68 actual feet of frontage. The
assessment was divided by applying the reconstruction rate to the reconstruction
I footage and applying the corner lot credit to the remaining length of reclamation
improvement. This yields a reconstruction assessment of 65.69 and a reclamation
assessment of 49.34 feet, respectively.
I 2. The Grant property at 1528 McClung Drive has a similar situation, with
reclamation improvements on the Colleen A venue side and overlay improvements
I on the McClung Drive side. The assessable front footage (using the corner lot
method) is 153.67 feet of 246 feet of actual footage. The proposed reclamation
assessment is 114.88 feet and the overlay assessment is proposed to be applied
I to 38.79 feet.
3. The Canine property is located 3655 Hamline Avenue N. It consists of two lots,
Ie each 100 feet in width. The concern related to this parcel is the high assessment
based upon this width. The parcel's proposed assessment is $8,642.
I 4. The Corpstein property at 3544 Snelling Avenue N has a similar concern. The
parcel consists of most of Lot 16, all of Lot 17, and half of Lot 18. The overall
I footage was reduced from 232.66 feet to 180.10 using the odd shaped calculation;
however, this still yields an assessment of $7,782.12.
I Overlay Issues
The second two pages of plat maps present the overlay portion of the project. Again,
I lots bordered in yellow were assessed under the corner lot method and those in green
were increased because of an odd shape, depth, or other peculiarity in accordance with
the policy. The lot with the red asterisk one that was credited for previous overlay
I assessments completed in 1993.
1. The McClung property at 4326 N. Snelling Ave. is proposed to be assessed as
I a deep lot which increases its assessable footage from 217.15 to 284.96 feet. It
appears that the OU~Zl is being considered for subdivision into additionallot(s).

I 2. The Scott property at 4286 Norma Avenue has a small portion of its frontage
receiving reclamation improvement; however, it was determined by staff and
engineering to assess only the overlay across the entire frontage of the parcel as
I the perceived benefit may cause potential appeal concerns.
3) The Paul property at 1511 Dawn Circle is a corner lot that was benefitted by the
I 1993 overlay improvements. The assessment was determined using the corner
lot method which yields an assessable frontage of 144.28. This results in a
proposed assessment of $717.07, of which $419.73 would be credited back from
I the 1993 assessment.
Terry Maurer and I will be present at the March 17, 1997 Council work session to
I discuss this memo and its attachments. As you are aware, I will not be present at the
March 31 assessment hearing; however, Terry Maurer will stand in for me. We ask that
I you assist us by raising any concerns related to that hearing at the work session on
Monday. In the meantime, please feel free to contact our office with any further
questions or concerns related to the project.

I Background
As the 1997 budget was being formulated it was assumed that, due to the unusual nature of the
streets contemplated for reconstruction (i.e., "one-sided" frontage roads), the PIR Fund balance
I would be negatively impacted. The adopted 1997 budget assumed the PIR Fund will carry
assessment receivables of $237,000 and absorb a fund balance reduction of $168,000 to finance
project cash flow requirements. These two components make up the PIR Fund 1997 Street
I Improvements net expenditures budget of$405,OOO.
Ie Issues
The scope of work contemplated in the bid specifications would cause an additional budget
shortfall in the PIR Fund of approximately $70,317. A secondary issue is that the proposed
I reconstruction assessment rate of $43.21 per assessable foot represents a significant increase
from prior assessment years.

I Request
The Staff wishes to discuss and receive direction from the City Council on several items which
I are anticipated to occur or affect development within the Gateway Business District (GBD).
Background
I The City Council approved the Phase I development of Welsh Companies (Arden Hills
Commerce Center) in September of 1996 for a 155,000 square foot industrial building. The
Phase I building is currently under construction and should be occupied by mid-summer.
I Welsh Companies has made application to the City for approval of its Phase II building (114,339
square feet) for the April 2, 1997 Planning Commission meeting. The Phase II building requires
.. infrastructure investments (road, water, sanitary sewer, and storm sewer) and land acquisitions by
the City to facilitate the proposed development. The Phase II building will also generate needed
Tax Increment Finance (TIF) dollars which the City may use to pay for the needed infrastructure
, and land in the GBD.
Finance
I The Staff requested that Ehlers and Associates review the pro-formas for the Welsh Companies
Phase I and II buildings to determine a conservative estimate of the TIF revenues that the City
I can expect (Exhibit A). The TIF revenues from these two projects would allow the City to issue
a bond (taxable and tax-exempt) to pay for these up-front development costs for the GBD.
Ehlers and Associates estimate that the City would receive between $2,200,000 and $2,700,000
I in bond proceeds from these two projects. The Staff is also including as Exhibit B a comparison
land and building values in the GBD from 1987 to 1997.
I The Staff has prepared a preliminary schedule of expenditures for the GBD and has compared
them to the anticipated revenues that Ehlers and Associates have projected for the Phase I and II
buildings. The anticipated expenditures for the GBD exceed the revenues, therefore,
I prioritization of the expenditures is necessary. The Staff has prepared a preliminary
prioritization of expenditures to facilitate the discussion with the City Council. The prioritization

Work Proe-ram I
The Staff has prepared a detailed work program for the GBD (Exhibit C). The purpose of the
work program is to layout the rationale approach for dealing with myriad of personnel, actions,
and time constraints which exist in this project. Each sheet in the work program represents an I
area of tasks which need to be performed, including the Staff assumptions of potential actions
required by the City Council and/or EDA. I

I We have prepared preliminary numbers for this three~phased project. After projecting future TID
numbers for each phase, we ran a taxable and tax-exempt G.O. Tax Increment issue \0 project the
I net issue proceeds that would be available to pay for project costs. Certain project costs such as land
acquisition would be financed with taxable debt. Not knowing the mix of projects, we attempted
to bracket the range of project costs that could be fmanced. A summary of the attached Exhibits is

SUBJECT: Water Meter Replacement
I Background
. The City of Arden Hills has identified the need for a water meter replacement program for
several years. The life expectancy of a water meter is approximately 20 years, if an acceptable
degree of accuracy is expected. Many of the Arden Hills residential water meters were installed
. in the late sixties and early seventies. The meters are only 100 percent accurate when fust
installed and the amount of water and the characteristics of the water running through them
dictate the amount of wear incurred which affects their accuracy. A meter should never read
. more gallons than has actually run through it, but will read less as parts began to wear.
There are three major water meter suppliers in this area which account for most of this market.
Ie They are Schlumberger, manufacturers ofthe Neptune Meters, Sensus Technology;
manufacturers of Sensus Meters and the Badger Meter Company, which currently supplies all
Arden Hills meters.
I Each manufacturer offers a basic meter body for approximately $70.00 and all three of the basic
. meters are adaptable to various meter reading devices. Currently, the City has all remote reads.
This is a system where the actual meter dial generates a small electrical pulse as it spins. This
pulse is sent by wires to a remote located display device. This display has a dial and numbers
I similar to these on the actual meter and the electrical pulse sent from the actual meter turns the
remote dials simultaneously with the actual meter dials. This system requires a person to read
the meter and record the numbers in a book on the page corresponding to the building address.
. The book readings, when completed, are turned over to the billing department which enters the
reading information into a database for billing purposes. These procedures represent 30 year old
technology. One of the problems the City has with this system is the remote either stops or
I doesn't keep up with the actual meter. When the billing department realizes a significant drop in
consumption or no consumption, the resident is flagged for a double check and the problem is
corrected. The City has about twenty of these per quarter representing approximately one
I percent of the installed residential meter base (2338 connections).

1. Touch Read
The next step up from the remote read meters which Arden Hills currently uses is a touch -.
read system. This system uses the same basic meter body with a different head. The
head, which is the top portion of the meter containing the number dials, has, in addition to
the dials, an electronic reader connected by wires to a small touch pad located outside the I
home or the building. This system also has the need for a meter reader to physically walk
to each touch pad, but instead of reading the remote dials he simply touches the touch pad
with a reading gun he carries. In a matter of seconds the reading data is automatically I
transferred to a solid state interrogator carried by the meter reader and stored in memory.
The data provided by the meter includes the meter serial number, the billing name and
address, and the gallons. This information is stored until down loaded into a computer. I
This computer with the proper software will then upload the interrogator with
preprogrammed route information for the next day's use.
a. Costs I
The cost of the touch read meter and outdoor touch pad materials and installation
range from $ 110 to $130 per unit installed. The touch pad reading gun! I
interrogator costs approximately $3,500.
2. Radio Read I
The second step up a radio read system. Again, this system uses the same meter body,
but the head of the meter is wired to a battery powered radio transmitter which is _-
typically installed close to the meter and as high in the meter room as possible. This
transmitter only operates on command from the interrogator. The interrogator can be a
small portable unit with a range of 100 to 300 feet or a large more powerful van mounted I
unit which is capable ofreading meters about as fast as you would drive down the road.
Each unit, however interrogates the meters and stores the information as the touch read
system does including meter serial number, customer name and address, and gallons. As I
with the touch read system, the hand held interrogator is down loaded into a properly
equipped computer. On the van mounted unit it is a matter of removing the diskettes and
reading them into the utility database. I
a. Costs
The installed cost of the radio read meter and transmitter ranges from $190 to I
$230 each. The cost of the portable hand held interrogator is approximately
$8,500. The large van mounted unit is approximately $65,000. I
3. Phone Read
The phone read system also uses the same meter body as the touch read and radio read I
alternatives. The meter head is designed so that when it is called, it transmits information
asked of it on the customers telephone wires to the base computer. This information can
simply be the gallon reading. The more expensive units can detect any tampering, make I
demand readings, final readings etc. The telephone read system will need its own

4. Minneaoolis e-
Minneapolis converted to a Schlumberger Neptune Telephone Read System about three .
years ago. Brian Karkula, Minneapolis Meter Department Manager, stated the day Mr. e.
Stafford spoke with him they had 80,000 phone read meters installed at that time and had
7,000 billing problems. Some of the other problems Mr. Karkula indicated were: .
I. Difficulty in wiring finished basements. (Some couldn't be)
2. System is affected by lightning. I
3. System has caused malfunctions in medical alert systems.
4. System has caused malfunctions in security alarm systems. I
5. Some residents refused permission to hook up to their phone lines.
6. Transient resident customer base always changing phone numbers.
7. Some residents don't pay phone bills resulting in disconnect. I
8. Some residents don't have phone.
Mr. Karkula also indicated he would have preferred the Sensus System, but had little I
input. He recommended that whichever way Arden Hills proceeds, they at least use radio
read technology on commercial/industrial accounts.
5. New Bril!hton I
New Brighton has the Sensus touch pad system. According to Ted Wolkerstorfer, Public
Works Superintendent, they are satisfied with their system and after studying the .J
financial aspect of the meters, New Brighton had decided the pay back on radio or phone
read would take to long to justify the extra investment. Mr. Wolkerstorfer indicated that ...
one person now reads meters about 10 days each month. ..

CommerciallIndustrial Meters .
The Commercial/Industrial (C/I) users account for approximately 50 percent of the water used in
Arden Hills and are monitored by approximately 250 meters. Most of these meters are the -
original meters installed when water was hooked up to the buildings. This indicates a high -
percentage of these meters may be reaching the end of their life expectancy.
During third quarter 1996 meter readings, the Public Works staffrecorded all of the meter makes,
sizes, approximate age, and the ability to upgrade or not.
As of now, the City has used Badger brand meters exclusively, however a few other brands have
been privately installed as part of a construction project or other circumstances. Some of these
newer Badger meters are capable of being upgraded to the radio read technology just by
replacing the head (the digital readout portion) of the meter and installing a radio read system on
the existing meter. A radio transmitter connected to the new meter head is then mounted close
by on a pipe or wall. In this scenario, the water does not have to be turned off and the upgrade
can be completed in a half hour.
The older and the non-Badger meters would need to be replaced and fitted with the radio read
accessories. This would be more work involving a short water shut off and could take one (1) to

two (2) hours. After an analysis, some of these meters could possibly be downsized.
Downsizing for example from a four (4) inch meter to a two (2) inch meter would save about
-e $2,000, so proper meter sizing is important.
~ Benefits of CII Meter Rt:olacement
Meter reading time would be cut in half at the very least. Many commercial meters are located in
J locked storerooms where the reader must first track down a key. Some meters are located in pits
or other areas which are hard to get at. Another benefit for the City and C/I users could be
monthly billing, which would generate monthly income to the City and provide C/I users with a
I good indication of consumption; thus, identifying unusual consumption patterns much earlier
than with a quarterly billing. Perhaps the biggest benefit to the City would be increased accuracy
I with the newer meters. With the C/I meters typically being larger than the residential meters, an
out of calibration situation may cost the City much more in unmetered water and related sanitary
sewer derived charges than the smaller residential meters.
I Costs of CII Meter Re{)lacement
If the Public Works staff purchased the materials to upgrade the newer Badger meters to radio
I read and replaced the older and non-Badger C/I meters with radio read systems, the cost of the
materials is estimated to be $90,000. In addition to the $90,000, approximately $10,000 would
need to be invested in a remote hand held reader, and computer software necessary to download
I the reading to process the information for billing. The Public Works Superintendent feels that
the installation as being relatively simple, and could be performed by the Public Works staff.
~ Although staff does have a full workload, this work could be done over a several month period as
time is available.
I Recommendation
The Public Works Superintendent recommends Council consider approval of the Public Works
I Superintendent's C/I meter upgrade plan. Authorizing the Public Works department to seek more
refined quote costs for materials from Badger Meter Company, and to check on legal
ramifications of this type of purchase where the City is upgrading a brand we currently have,
I versus requesting bids where other manufacturers software would not be compatible.
The Superintendent also recommends Council consider a two year plan to replace all the
I residential meters in the City with radio read meters, starting in the older sections of the City.
Here again, many meters could be saved and upgraded to radio read.
I Benefits of Residential Meter Replacement
Benefits of replacing the older residential meters and retrofitting the newer meters with radio
read hardware would also be numerous. Approximately twenty (20) meters are in fenced areas,
I with some having locked gates. Most gates are frozen and snow covered in the winter. The
maintenance crew even uses binoculars in some cases. Some residents have unleashed dogs.
~ During the last reading one Public Works employee was cornered by two Ramsey County Sheriff
Deputies, after spending some time trying to get a chainlink gate opened. He was later bit by a
~ dog (unhurt), and after that fell through a plastic window well cover. With the heavy snow it is

impossible to walk across yards from meter to meter. The readers must now go up each -
driveway and back down to the street to get from house to house. Again, though the primary
reasons for replacing the residential meters would be increased accuracy, due to the meters e~
reaching the end of their life expectancy, meter reading safety and productivity are other
considerations. ..
Costs of Residential Meter Replacement -
The cost of replacing the residential meters would vary depending on price increases since the ~
last study was made. Another factor would be the number of meters replaced, as many
residential meters are relatively new. The City may choose to do certain areas each year over I
two years starting with the older portion of town. An estimate for replacing all 2338 meters
would be $200.00 per unit installed or $470,000. A quick guess would be 1/4 of the meters in I
place are fine, but would still need the radio read retrofit which would be about $140 per unit
installed. This would lower the total cost by $35,250 or to approximately $435,000.
Project Funding Considerations I
Based upon the identified need of this infrastructure replacement, the water utility has, since
budget year 1994, identified approximately $200,000 ($50,000/year) for the water replacement I
project. This cash requirement need has been incorporated into the rate structure such that funds
exist to finance a substantial portion of total project cost at the present time. If the total project is
approved, it is not anticipated that this approval would result in the need for a specific rate I
Increase.
