ARDEN HILLS CITY HALL 1245 WEST HIGHWAY 96 1. CALL TO ORDER Committee Member Henry called the November 18, 2003 meeting of the Parks, Trails and Recreation Committee to order at 7:00 p.m. MEMBERS PRESENT: Committee Members Jim Crassweller, Bill Henry, Don Messerly, and J oani Werner. OTHERS PRESENT: Tom Moore, Operations and Maintenance Director; and Kim Points, Recording Secretary. MEMBERS NOT PRESENT: Committee Member Steve Zilmer, Rich Straumann, and Roberta Thompson, and Council Liaison David Grant. . 2. APPROVAL OF MINUTES . Approve October 29, 2003 Minutes MOTION: Committee Member Crasswel1er motioned, Committee Member Werner seconded, to approve the October 29, 2003 minutes as presented. The motion carried unanimously. 3. COUNCIL UPDATE Operations and Maintenance Director Moore provided the Committee the following update: . Council has informally approved the Operating and ClP Budget for 2004. The Budgets will go before the Council for approval in early December after the Truth in Taxation hearing. . Council has confirmed their commitment to the Perry Park Pavilion. The Council has also approved an additional $55,000 expenditure for Perry Park. . Council has approved that half of the charitable gambling donations would automatically transfer into the Parks Fund every year. The estimated donation this . year is approximately $42,500. The funds for Parks have been very limited because the City has grown out and there is no longer much development. The other half of Arden Hills Parks, Trails and Recreation Committee Meeting Minutes November 18,2003 Page 2 0[5 . the charitable gambling funds will go to the Lake Johanna Volunteer Fire Department for equipment. . Council has three candidates for the position of Finance Director. The second interviews will be held in December. It is anticipated that someone will be in place by the end of the year. . The south side of Highway 96 now has both lanes open. . The City has an updated parks and trails system map. He asked the Committee Members to review the map and make any necessary changes or corrections. . Lexington A venue will be redone in 2005 from Highway 96 to Victoria. The trail connection within the City of Arden Hills will be redone. . Council would like the PTRC to look at a pedestrian signal at Hamline near Cummings Park. Staff has looked into a solar power light signal that costs approximately $50,000. . Council approved the widening of the County Road E bridge and trail component of . Freeway Park to Lindey's. MOTION: Committee Member Crassweller motioned, seconded by Committee Member Henry, that there is never another parks, trails and recreation periodic brochure that is published without a warning that states "When walking on roadways please walk facing traffic". He suggested that warning be printed on the parks and trails map. Committee Member Werner inquired about a history of problems with the suggested warning. Committee Member Crassweller advised he has tried to put that warning statement in the brochures since he became a committee member. He stated the warning was printed once. The situation is very dangerous and needs to be addressed. Committee Member Messerly stated the warning statement should be a recommendation from the PTRC. Committee Member Crassweller agreed the motion is a recommendation to the Council. The motion carried unanimously. Mr. Moore advised he would have staff call the Vice President of Student Services of Bethel to discuss that issue. . PARKS AND RECREATION UPDATES Tom Moore - Park and Recreation Update Mr. Moore provided the Committee with an update on the Park activities. He reviewed the following items: . He encouraged Committee Members to visit Perry Park. A lot more work has been done including drainage and berm work. The blacktop has to be redone. He asked that the Committee Members look at the hill behind the existing play structure. The park shelter will be placed in that location. . He indicated a trail connection from lower Swamp Lake Road to the park shelter could be constructed in-house. . Staff will also be putting in a water fountain at Perry Park from a water stub that was previously installed. 5. CUMMINGS PARK FACILITY UPDATE . Mr. Moore provided the Committee with an update on the progress for the Cummings Park facility. He reviewed the following issues with the Committee: . Staff obtained a bid from movers to move the cxisting Cummings Park warming house. The bid was in the amount of $4,500. The warming house could be moved to Freeway Park or Valentine Park. At Valentine Park the warming house would be placed right next to the blacktop of the basketball court. Committee Member Henry stated he does not believe the City can take the play structure down at Valentine Park without a plan to replace the existing structure. Mr. Moore advised staff could time the removal so the play structure is only down during tile winter months. If the structure is taken down November 1,2004, the PTRC could go to the Council with a recommendation in August to replace it in spring, 2005. . He encouraged Committee Members to visit Cummings Park. The building is up and is beautiful. The cost is well over $350,000. Staff believes that with the trails the cost will be over $500,000. He asked Committee Members to contact him with any comments or concerns after visiting the park. . The Wyncrest area expressed concern regarding hockey boards at Cummings Park. The . staging area is very torn up and staff does not believe hockey boards will go up this year. Arden Hills Parksl Trails and Recreation Committee Meeting Minutes November 18, 2003 Page40f5 . The area will continue to be used for the next several weeks. The trail connection also has to come in to the facility by the warming house. Committee Member Crassweller suggested the City do a small ice rink at Valentine Park that includes an ice trail going around the existing fields. Mr. Moore indicated that is a possibility. However, wherever ice is put in the grass will die. He indicated staff would look into that possibility. 6. PERRY PARK UPDATE Mr. Moore provided the Committee with an update on the progress for the Perry Park facility. He reviewed the following issues with the Committee: . Staffis still meeting with the HCM Architects. The budget is now down to $359,000. The overall total cost needs to be trimmed to $350,000. Staff will have up to date plans in January. . Letters to residents in the Perry Park area have been sent out advising citizens of what work has been done and outlining what work will be completed in 2004. Information . regarding the trail plan will also be included to residents. Committee Member Werner asked ifthere would be an opening ceremony in the spring. Mr. Moore indicated he believes there will be some sort of ceremony. . Guidant Corporation has withdrawn their offer for the $ 1 million dollar band shell. Guidant Corporation donated the band shell to Ramsey County. Ramsey County is going to place the band shell at Snail Lake Park 7. MEMBERSHIP ON THE PTRC FOR 2004 Mr. Moore advised Council would like confirmation from all Committee Members regarding continued participation in the PTRC. He noted Rich Straumann has indicated he would like to stay on the PTRC for another year. Mr. Moore advised he received e-mail from Mr. Straumann regarding a tour of the TCAPP facility. Dave Hamernick is willing to give a tour of the facility. He has requested three possible dates. The PTRC suggested Mr. Straumann select a convenient date for the tour. . Committee Member Henry suggested the tour be a special event and Committee Members invite significant others. Committee Member Werner stated Mr. Moore is doing a great job of informing residents about park updates. 8. NEXT MEETING AGENDA Mr. Moore stated staff would fonnulate the next meeting agenda. ADJOURNMENT Committee Member Henry motioned, Committee Member Crassweller seconded, to adjourn the meeting at 7:55 p.m. Motion carried unanimously.
