It <br /> -A EN HILLS <br /> INTERIM ORDINANCE NO. 2026-003 <br /> CITY OF ARDEN HILLS <br /> RAMSEY COUNTY, MINNESOTA <br /> AN INTERIM ORDINANCE PROVIDING FOR A MORATORIUM ON THE <br /> ESTABLISHMENT OF DETENTION FACILITIES WITHIN THE CITY <br /> THE CITY COUNCIL OF THE CITY OF ARDEN HILLS, MINNESOTA, ORDAINS: <br /> SECTION 1.Moratorium.In accordance with Minnesota Statutes Section 462.355,subd. <br /> 4, this Ordinance hereby establishes a moratorium on the establishment of detention facilities <br /> within the City of Arden Hills. <br /> SECTION 2. Purpose and Study. The purpose of this moratorium is to allow the City <br /> time to study the issue and determine what, if any, additional regulations for detention facilities to <br /> pursue. The Community Development Department, in cooperation with other applicable <br /> departments, is authorized to conduct a study to evaluate the impact of detention facilities and to <br /> propose amendments to the Arden Hills City Code that it deems necessary and advisable. The <br /> study area is the entire City. <br /> SECTION 3. Restrictions. For a period of one year from the effective date of this <br /> Ordinance, no building permits, conditional use permits, zoning applications,plan review,project <br /> plans, development plans, zoning amendments, or other permits shall be allowed, granted, or <br /> approved by the City or any department of the City to establish a detention facility. <br /> SECTION 4. Term. Unless rescinded by action of the City Council, the moratorium <br /> established by this Ordinance shall remain in full force and effect until mQr2h !, 2027. The <br /> moratorium may be extended as provided in Minn. Stat. §462.355, subd. 4(d). <br /> SECTION 5. Enforcement. Any person, corporation, or other entity found to be in <br /> violation of this Ordinance shall be guilty of a misdemeanor. <br /> SECTION 6.Effective Date.This Ordinance shall become effective immediately upon its <br /> passage and publication according to law.
