RESOLUTION NO. 03-26
A RESOLUTION ADOPTING A FINAL ALTERNATIVE URBAN AREA-WIDE
REVIEW DOCUMENT AND MITIGATION PLAN FOR THE GUIDANT CAMPUS
WHEREAS, on September 9, 2002, the City Council approved resolution #02-42,
authorizing that an Alternative Urban Areawide Review ("AUAR") be initiated and completed
for the Guidant Campus; and
WHEREAS, on September 30' 2002, the City of Arden Hills held a public informational
meeting to obtain public comments on the dTaft AUAR environmental analysis document; and
WHEREAS, on October ]5, 2002, the City of Arden Hills prepared and distributed a
draft AUAR environmental analysis document on the Guidant Campus in accordance with
Minnesota Environmental Quality Board Environmental Review Program procedures; and
WHEREAS, the 30-day public review and comment period on the draft AUAR
environmental analysis document ended on November 13, 2002; and
WHEREAS, on September 4, 2002, Guidant Corporation submitted a master plan for
development of the Guidant Campus to the City of Arden Hills; and
WHEREAS, the City of Arden Hills revised the draft AUAR environmental analysis
document based on the September 4, 2002, master plan submittal and the comments received
during the comment period on the draft AUAR environmental analysis document; and
WHEREAS, the revised AUAR environmental analysis document includes a plan for
mitigation specifying the mitigation measures that will be imposed upon further development
within the study area in order to avoid or mitigate potential environmental impacts; and
WHEREAS, on January 27' 2003, the City of Arden Hills distributed the final AUAR
environmental analysis document and mitigation plan for the Guidant Campus in accordance
with Minnesota Environmental Quality Board Environmental Review Program procedures; and
WHEREAS, no objections to the final AUAR environmental analysis document and
mitigation plan were filed with the City of Arden Hills within the time limit prescribed by state
law,

NOW, THEREFORE, BE IT RESOLVED, by the City Council ofthc City of Arden
Hills, Minnesota, that the final AUAR environmental analysis document and mitigation plan for
the Guidant Campus is hereby adopted.
BE IT FURTHER RESOLVED, by the City Council that the City of Arden Hills
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS
THIS 24th DAY OF February, 2003.
