75 Years <br /> s <br /> CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION NO. 2026-015 <br /> A RESOLUTION AUTHORIZING THE WAIVER OF UTILITY SYSTEM <br /> DELINQUENCY PENALTIES ASSESSED DURING Q4 2025 AND Q12026 TO ENSURE <br /> EQUITABLE ACCESS TO ESSENTIAL SERVICES <br /> WHEREAS, the City of Arden Hills, Minnesota("City")recognizes that access to water, <br /> sewer, and surface water(collectively"Utility System") is essential to the health, safety, and well- <br /> being of all members of the community; and <br /> WHEREAS, recent discussions regarding federal immigration enforcement activity and <br /> community stability have highlighted the unique financial and administrative barriers faced by <br /> certain vulnerable populations within the City; and <br /> WHEREAS, the City has the authority to establish and impose charges for the use, <br /> availability, and connection to the Utility System("Utility Charges") as well as assess penalties if <br /> payment is received after the delinquency date ("Delinquency Penalties") as set forth in Chapter <br /> 10 of the City Code; and <br /> WHEREAS, the timely payment of Utility Charges may be impacted by periods of <br /> heightened federal immigration enforcement activity or policy transitions during the fourth quarter <br /> of 2025 ("Q4 2025") and the first quarter of 2026 ("Q1 2026"); and <br /> WHEREAS, the City Council desires to mitigate the fear of displacement and financial <br /> hardship caused by Delinquency Penalties assessed during Q4 2025 and Q1 2026; and <br /> WHEREAS, it is in the best interest of the public health and safety to ensure that no <br /> resident who is a customer of the Utility System is denied essential services due to an inability to <br /> pay accumulated Delinquency Penalties during this period; and <br /> NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF ARDEN HILLS, MINNESOTA: <br /> Page 1 of 2 <br /> To view the final document,access adopted Resolutions via Arden Hills Public Laserfiche Weblink by visiting <br /> cityofardenhills.org and clicking on Archived Documents under Helpful Linkc on our main webpage. <br />
