2.1. Updated Levy information discussion
2.1.1. The low bidder (Bituminous Roadways Inc) for the PMP project priced the pump/retaining wall project
higher than the other bid but since they are overall the lowest bid, the city is using Bituminous Roadways.
The new cost is $225,000.
2.1.2. The City received an additional $10,000 to be applied to the pump improvements so the total grant
amount is now $66,000.
2.1.3. The resulting cost is:
$225k - $66k = $159,000 to be shared between the City and Lake Improvement District
$159,000 / 2 = $79,500 cost is split 50-50 with the city so this will be the overall levy amount.
This is not charged equally over all the properties, the levy amount per residence is based on the Taxable
value of the property. See the attached .pdf for that information.
2.1.4. If the KLID Board feels that the price is unreasonable hold a meeting prior to the Council meeting on
April 13 to amend the Resolution to ask the Council to consider a different cost split or to remove the
improvements from the project.

Resolution of Karth Lake Improvement District Board
Resolved on January 13, 2026 at KLID Board Meeting
Now therefore be it resolved by the Karth Lake Improvement District Board that:
1. The City implement the pump improvements as proposed by the City Engineer and
described as “Option 2” within the 2026 PMP Feasibility Report for an estimated cost of
$185,000.
2. The residents on the lake pay for 50% of the as-bid construction costs through
assessments proportional to each property’s tax value over the tax years of 2027, 2028
& 2029.
Providing:
1. The City will finance the initial costs so the pump improvements can be
constructed as part of the 2026 PMP.
2. Any Rice Creek Watershed District grant funding is used to lower the
cost-share amount between the City and KLID.
3. The City will cover any indirect costs and overhead costs related to the pump
improvements.
4. The City will continue to cover the cost of operating the pump, installing it in the spring,
removing it in the fall and storing it.
