RESOLUTION NO. 02-42
A RESOLUTION TO ORDER AN ALTERNATIVE URBAN AREAWIDE
REVIEW (AUAR) FOR THE GUIDANT CAMPUS IN THE CITY OF ARDEN
HILLS.
WHEREAS, Millllesota Rules Part 4410.3610 provides for a substitute form of
Environmental Review know as an Alternative Urban Areawide Review (AUAR)
process; and
WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the
environmental review of development and associated infrastructure in a particular
geographic area within a jurisdiction if the local government unit has an adopted
comprehensive plan; and
WHEREAS, the adopted comprehensive must contain at least the following elements: a
land use plan; a public facilities plan including a transportation plan, and sewage
collection system policy plan; and an implementation program; and
WHEREAS, the City of Arden Hills has an adopted Comprehensive Plan containing the
required elements; and
WHEREAS, the specified boundaries for the Guidant Canlpus AUAR are shown in the
attached exhibit and are as follows: County Road F on the south, Guidant Drive North on
the north, Hamline Avenue on the west and Lexington Avenue on the east in the City of
Arden Hills; and
WHEREAS, the City of Arden Hills (the "City") is the Responsible Governmental Unit
(RGU) pursuant to Minnesota Rules Part 4410.3610 Subp. 1; and
WHEREAS, there is uncertainty as to the exact timing of the development stages on the
site with anticipated development to begin in 2005; and
WHEREAS, the Guidant Campus is consistent with the City's adopted Comprehensive
Plan and with known development plans of property owners within the area; and
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ARDEN HILLS, that an Alternative Urban Areawide Review (AUAR) is the most
appropriate form of environmental review provided for in the Millllesota Environmental
Review Program.

BE IT FURTHER RESOLVED, by the City Council of the City of Arden Hills that an
AUAR be initiated and completed for the area shown on the attached exhibit A.

HILLS THIS 9th DAY OF SEPTEMBER, 2002.
