RESOLUTION NO. 02-49
RESOLUTION ENDORSING PRINCIPLES OUTLINED IN THE I-35W CORRIDOR
COALITION BUILD-OUT STUDY
WHEREAS: The North Metro 1-35W Corridor Coalition is a Joint Powers Authority
comprised of the cities of Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton,
Roseville and Shoreview, and Ramsey County, and,
WHEREAS: The Coalition has completed a study (the Build Out Study) of future growth
scenarios and the potential impacts of each scenario, and,
WHEREAS: The Coalition desires to mitigate the impacts of anticipated growth III the
member cities while providing for economic growth and individual city initiatives, and,
WHEREAS: The Build Out Study demonstrates the value of incorporating transit supportive
and mixed use design concepts in development and redevelopment efforts, and,
. WHEREAS: The North Metro 1-35W Corridor Coalition Board of Directors has received and
considered the findings, conclusions and recommendations from the Build Out Study,
WHEREAS: The Board recommends that the individual member cities:
I. Adopt transit supportive and mixed use center design concepts as a means to guide
growth in the 1-35W Corridor,
2. Amend their Comprehensive Plans to include mixed use options,
3. Use overlay zones as an implementation strategy,
4. Incorporate changes in roadway networks to support mixed use development and
walkable neighborhoods.
5. Develop and implement transit service strategies needed to support the Coalition's
growth scenario, and,
6. Integrate lifecycle housing options into community planning activities.
BE IT RESOLVED: The City of Arden Hills endorses the principles outlined in the Build-
Out Study and supports the concepts of transit supportive and mixed use designs, and, intends to
apply these concepts where possible and practical in making local decisions.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS
