RESOLUTION NO. 02-51
A Resolution to Approve the Identified Space Needs for
the City of Arden Hills Operations and Maintenance
and to Move Forward with Phase I Design Services in Conjunction
with Ramsey County for a
Joint Maintenance Facility
WHEREAS, the City of Arden Hills had a Public Works Space Needs Analysis
performed in 1998 by Toltz, King, Duval, and Anderson (TKDA), and
WHEREAS, the City of Arden Hills had TKDA perform an update to that Public Works
Space Needs Analysis in 2002 in conjunction with a Ramsey County Public Works Space Needs
Analysis Study Update, and

WHEREAS, TKDA has returned a Space Needs Analysis Program calling for a main
building of21,628 square feet and a cold storage facility of2,261 square feet to meet the
operational needs of the City of Arden Hills Operations & Maintenance Department, and
WHEREAS, Ramsey County would like to begin Phase I Design Services for a Joint
Public Works Facility which will include an application for a Special Use Permit to be located on
the 36 acre parcel obtained by special legislation on TCAAP property, and
WHEREAS, Ramsey County needs to know whether or not the prospective partners
agree with the proposed Space Needs Revised Space Needs Analysis, and
WHEREAS, Ramsey County needs to know from the prospective partners in the Joint
Public Works Facility whether or not they will participate in the Phase I Design Services
including costs for their share of services upon selection of the design team, and
WHEREAS, Ramsey County Board of Commissioners will select a final design team at
its board meeting October 8, 2002, and
WHEREAS, Ramsey County Board of Commissioners will authorize Ramsey County
staffto negotiate the final price for Phase I Design Services with the selected design team,

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
Hills that the City of Arden Hills:
1. Agrees with the Revised Space Needs Analysis by TKDA for a main building of
21,628 square feet and a cold storage facility of 2,261 square feet.
2. The City of Arden Hills agrees to pay for its share ofthe prorated costs for Phase I
Design Services with the final selected design team based upon on a negotiated

final contract price between Ramsey County and the design team.
The City of Arden Hills agrees to pay Ramsey County on a monthly basis upon
receipt of an invoice showing the overall costs paid and the prorated share due and
owed by the City of Arden Hills.
That by participating in the Phase I Design Services, the City of Arden Hills does
not imply approval or acceptance of any proposed site plan as Ramsey County
proceeds through the Special Use Permit process with the City of Arden Hills.
The City of Arden Hills has the right at the end of Phase I Design Services to
decide whether to proceed with Phase II services or to end the relationship with
Ramsey County and the design team and seek alternatives for the location of an
operations and maintenance facility for the City of Arden Hills.
