ARDEN HILLS CITY HALL 1245 WEST HIGHWAY 96 1. CALL TO ORDER Acting Chair Crassweller called the October 25,2005 meeting of the Parks, Trails and Recreation Committee to order at 7:00 p.m. MEMBERS PRESENT: Acting Chair Jim Crassweller, Committee Members Larmy Baumarm, Dave McClung, Rich Straumann, Joani Werner, Cindy Wheeler, Roger Williams and Steve Zilmer. Chair Bill Henry was present via conference call. OTHERS PRESENT: Tom Moore, Director Parks and Recreation; Michelle Olson, Parks and Recreation Supervisor; and Bonita Sullivan, Recording Secretary. MEMBERS NOT PRESENT: Committee Member Derrek Hames and City Council Liaison . Gregg Larson. APPROVAL OF AGENDA Committee Member Williams stated that Item 6, PTRC Vision Statement II is being moved to the November Agenda. MOTION: Acting Chair Crassweller motioned, seconded by Committee Member Zilmer to approve the Agenda as amended. The motion carried unanimously. 2. APPROVAL OF MINUTES . Approve the September 28, 2005 Minutes. Chair Henry had the following correction: . Page 9, paragraph 4, line 1: . Reads: 'Chair Henry stated that the subcommittee would like to meet a couple more times to 'flush it out' further; . Should read: 'Chair Henry stated that the subcommittee would like to me a couple more times to 'flesh it out' further'. . Committee Member McClung had the following correction: . Reads: 'He stated that there was a 3-percent increase in the General Fund for park expenditures. ' . Should read: 'He stated that they were discussing the possibility of increasing the levy by three to four percent and also discussed the possibility of the 4-percent increase would go to the General Fund with I-percent going to park expenditures.' . Page 6, paragraph 3, line 2: . Reads: 'suggested that the work to solve'; . Should read: 'suggested that 'they' work to solve'. . Page 7, paragraph I of the Vision Statement, line 6 and 7: . Reads: 'He eXplained that the subcommittee included Chair Henry, 'Bob', and Committee Members Wheeler, Straumann and Williams.' . Should read: 'He explained that the subcommittee included Chair Henry and Committee Members 'Crassweller', Wheeler, Straumann and Williams.' MOTION: Committee Member Straumann motioned, seconded by Committee Member McClung to approve the September 28, 2005 minutes as amended. The motion carried unanimously. 3. COUNCIL UPDATE NONE . 4. PARKS AND TRAILS UPDATES Mr. Moore provided the Committee with the following update: . Storm cleanup has been completed. Noted that they finished ahead of their deadline. 5. RECREATION UPDATE Ms. Olson provided the Committee with an update on the Park activities: . Currently working to finish the work at Perry Park, Field Four. Fences will be installed in one to two weeks. . As stated last month, $15,000 donation was received from Shoreview Area Youth Baseball (SA YB) and the plan is to use the donation to fund the Perry Park Field project. . Halloween Hoopla is scheduled for October 28, 225 at the Shoreview Community Center. . The City is currently in the process of hiring Rink Attendants and Ice Skating Instructors for the winter season. 6. Benefits of a Sidewalk/Trail System - Cindy Wheeler Committee Member Wheeler presented the Committee with a brief overview of the benefits of a sidewalk and trail system. She provided the Committee with several documents for their review including: . The Impacts of Rail-Trails: A study of the Users and Property Owners from Three Trails, by Rivers, Trails and Conservation Assistance Program, National Park Service, Washington, D.C. . Rails-Trails and Community Sentiment, A Study of Opposition to Rail-Trails and Strategies for Success, by Susan Doherty, Rails- To-Trails Conservancy . Top 10 Ways to Work with the Opposition, Rails-To-Trails Conservancy . Connectivity: Reconnection People and Places, Rails-To-Trails Conservancy . Benefits of Trails and Greenways, Trails and Greenways Clearinghouse . Health and Wellness Benefits, Trails and Greenways Clearinghouse 8. NEXT MEETING AGENDA . Roger Williams presentation and discussion - PTRC Vision Statement II . 9. OLD BUSINESS Committee Member Straumann referenced Ramsey County stating that there are eight meetings coming and suggested that the PTRC should be represented at the meetings that have impact on the City of Arden Hills. He provided the Committee with an update on the Active Living Meetings. He noted that it was a smaller group comprised of several representatives from various health organizations adding that there were some very good discussions. Committee Member Wheeler noted that the Tony Schmidt County Park would be impacted by the redesign of35 and reviewed with the Committee. Mr. Moore stated that members of the PTRC would be receiving a letter from the Mayor inviting them to attend a dinner scheduled for Wednesday, November 9,2005 at 6:00 p.m. or 7:00 p.m. He explained that the dinner is being held to honor and recognize Commission members, Committee Members and Task Force Members for the work they have done in support of the City. He stated that the Mayor plans to have an open discussion format and would like to have a discussion around what they think the City could do to better itself. Committee Member McClung stated that the Ramsey County Friends of the Park is doing their annual Fall Tree Sale. He stated that information regarding the tree sale would be included in the monthly newsletter. . . PARKS, TRAILS AND RECREATION COMMITTEE MEETING OCTOBER 25, 2005 Page 4 of 4 . Committee Member Werner stated that on behalf of the PTRC she would like to take this opportunity to commend and thank Mr. Moore and his Staff for a job well done on the storm cleanup and tree removal. MOTION: Committee Member Werner motioned, seconded by Committee Member Williams, to approve a public thank you on behalf of the PTRC to Mr. Moore and City Staff for a job well done on the storm cleanup and tree removal. Motion carried unanimously. 10. ADJOURNMENT MOTION: Committee Member Williams motioned, seconded by Committee Member Zilmer, to adjourn the meeting at 7:35 p.m. Motion carried unanimously.
