Walsh, Parks and Recreation Director Dr) SUBJECT: Tony Schmidt Park Redevelopment Plans Background The Tony Schmidt Park Task Force has met many times to discuss the possible changes and upgrades to the park, Sanders, Wacker, and Bergly, the consultant hired by Ramsey County to develop the plans, presented three different plans to the Task Force. As differences of opinion occurred, the task force members voted on recommendations. This recommended plan was then presented to the public on January 5, 1998, The Task Force met again on January 13 to discuss the comments from the public meeting and make any necessary changes to the proposed plan, Public Comments of the RedeveloDment Plan · There were a couple of people who voiced concerns about overflow parking that would occur . along Lake Johanna Boulevard, Siems Court, and other neighborhood streets. Ramsey County indicated that they felt the parking was adequate for the majority of the time. There may be limited space on holidays. The County informed the residents that it was the City's responsibility to sign streets for "No Parking", Apparently, the City of Roseville has designated some no parking streets in the area of Lake Josephine because of complaints from the residents about cars and trailers parked On the side streets around the lake. * The residents wanted trail connections to City trails and facilities wherever possible, In addition, the concept of a trail along Snelling A venue around the east side of the lake was requested, I will try to incorporate this in our Comprehensive Trail Plan. * Comments were made about the problem with geese at the park. The County said they used to remove geese in the area, but stopped because the U.S. Fish and Wildlife Service determined it illegal to remove waterfowl. * Residents are very concerned about the pedestrians crossing Lake Johanna Boulevard with the high levels of traffic on the road, Although the Ramsey County Sheriffs department does actively patrol the area, cars travel through the park area at fairly high speeds. A pedestrian bridge was determined not to be feasible and there does not seem to be a good pedestrian crossing alternative, Residents suggested a stop sign On Lake Johanna Boulevard to stop traffic for pedestrians. * Several comments were made about the possibility of changing Lake Johanna Boulevard. One suggestion was to put a 3-way stop at the intersection of County Road E and Lake Johanna Boulevard to allow pedestrians to cross the street and slow down traffic. · One resident was concerned about not placing trails on the sewer easements. He said that . paved or unpaved trails would hinder the repair of sewer lines. (This same resident asked a -..----- . " - . similar question at the Town Hall Meeting), The Public Works Department and the City Engineer do not agree and have requested that trails be improved on sewer easements where ever . possible to make it easier for staff to service the area, Staff Comments · The project will be done in phases. The Council may want to have a discussion about what the phases will include. · It is not clear to me and to the residents if thc bcach area will have to be closed this season and potentially next summer for construction. Is there a way to start construction in the beach area near the end of the summer? · There is a proposed trail along W. County Road E that leads to Lake Johanna Boulevard. The County is showing this trail as Yo City and y, County, It seems to me as if this trail can occur either along the north or south side of the road and be the responsibility of the County. The plan also shows a proposed trail belonging to the City along New Brighton Road, This makes sense as a City trail and is shown on our future trail plan. I would like the Council to consider requesting that the County Road E trail be a County trail. I also see this as a trail that would assist in getting people to the park. Rather than showing the trail as a connection to be made in the later phases of the project, I would encourage the trail to be constructed as soon as possible, · Dwayne Stafford has been involved in the placement of trails over the sewer easement areas. He has requested that the County improve these areas and would prefer that they be paved. Planning and Zoning Issues · Since the plan is in conccptual stages, it is difficult for the Community Development Director to give recommendations about the plan. He does have some areas of concern with regards to set . back requirements. He will have to meet with the DNR about shoreline issues. A copy of the comments he has supplied to the County are attached. Recommendation The Council should review the plan and consider the impacts of this improvement to our City trail and park system, traffic volume, parking issues, and zoning limitations. Walsh, Parks and Recreation Director D~ SUBJECT: Tony Schmidt Park Redevelopment Plans Background The Tony Schmidt Park Task Force has met many times to discuss the possible changes and upgrades to the park. Sanders, Wacker, and Bergly, the consultant hired by Ramsey County to develop the plans, presented three different plans to the Task Force. As differences of opinion occurred, the task force members voted On recommendations, This recommended plan was then presented to the public on January 5, 1998. The Task Force met again on January 13 to discuss the comments from the public meeting and make any necessary changes to the proposed plan. Public Comments of the Redevelopment Plan · There were a couple of people who voiced concerns ,about overflow parking that would occur . along Lake Johanna Boulevard, Siems Court, and other neighborhood streets. Ramsey County indicated that they felt the parking was adequate for the majority of the time. There may be limited space on holidays. The County informed the residents that it was the City's responsibility to sign streets for "No Parking". Apparently, the City of Roseville has designated some no parking streets in the area of Lake Josephine because of complaints from the residents about cars and trailers parked on the side streets around the lake. · The residents wanted trail connections to City trails and facilities wherever possible. In addition, the concept of a trail along Snelling Avenue around the east side of the lake was requested, I will try to incorporate this in our Comprehensive Trail Plan. · Comments were made about the problem with geese at the park. The County said they used to remove geese in the area, but stopped because the U.S. Fish and Wildlife Service determined it illegal to remove waterfowl. · Residents are very concerned about the pedestrians crossing Lake Johanna Boulevard with the high levels of traffic on the road. Although the Ramsey County Sheriffs department does actively patrol the area, cars travel through the park area at fairly high speeds. A pedestrian bridge was determined not to be feasible and there does not seem to be a good pedestrian crossing alternative. Residents suggested a stop sign on Lake Johanna Boulevard to stop traffic for pedestrians, · Several comments were made about the possibility of changing Lake Johanna Boulevard. One suggestion was to put a 3-way stop at the intersection of County Road E and Lake Johanna Boulevard to allow pedestrians to cross the street and slow down traffic. · One resident was concerned about not placing trails On the sewer easements, He said that . paved or unpaved trails would hinder the repair of sewer lines, (This same resident asked a j( , similar question at the Town Hall Meeting). The Public Works Department and the City Engineer do not agree and have requested that trails be improved on sewer easements where ever possible to make it easier for staff to service the area, .
