Initial contact letter to citizens baving streets to be improved: Information to affected citizens on overall philosophy of city, the whys, hows and citizen process of input. Include use ofi.ll\lstrations (i.e. Mounds View diagrams). Finance Committee can work with the city engineer in drafting this letter. 2. In the policy, use Mounds View formulas (illustrations) where they cm simplify or clarify thc Arden Hills formulas as they apply_ 3, In the policy, change formula for calculating comer lot assessment. Vle recommend assessing both streets of affected property at one half the standard rate and eliminating the five year credit period on comer lots. . 4. In council action, considerremoving storm water management upgrace costs to reconstructed road assessments (not including curb and gutters). Council Vacancy The Council is asked to review the applications for the vacant Council seat. The City Council should also discuss whether or not it intends to hold interviews or take action based on the information provided. b. 1999 Budget The City Council is asked to consider the preliminary 1999 - 2003 Capital . Improvement Plan, There have been some minor revisions to the 1999 portion of the plan, based on feedback from the Ci ty Council. Detailed spreadsheets for each department are enclosed in the packet. c. City Hall Un date Staff may have updated designs for Council review and consideration, The City Council may also wish to discuss some of the timing issues. 2. City Issues - Long Term a. MY REASON FOR WANTING TO SERVE AS AN ARDEN HILLS COUNCIL MEMBER: My interest in community involvement has not suddenly surfaced, but has been there for some time waiting to be put into action. Unfortunately my demanding work schedule prevented my devoting any time to this endeavor. While my wife has been a resident of Arden Hills since 1968, she introduced me to Arden Hills, and we built our home here in 1980, I soon understood her love for Arden Hills, the charm of a small town and the wonderful parks, trails, and open spaces, I am proud to be a citizen of Arden Hills, and am interested in conserving the beauty of this area and see that the city continues to be run and maintained to the best interest of its citizens. I would like to assure that the city's growth and expansion complies with the wishes of the residents and that it benefits both, city and citizens. I believe we should try using our teens and seniors or anyone that might be interested to help in the maintenance and beautification of Arden Hills on a volunteer basis to get people community oriented, keep crime off our streets, and keep costs down, People, . who plan and do things together keep the lines of communication open, Why not use and build on the talents of our residents for input and making recommendations - keep our city uruque. I would like to be a part of the decision-making team re the Arsenal property, highway 96/10 reconstruction, the city's 10 year planning projection, and all other city projects under consideration. Unofficially I have tried to do a small part in the maintenance aspect of community work, For the last 18 years I have been mowing and brushing the Chatham trail in between city mowings from the entry trail off Old Snelling across from Bethel College to clear paths for runners, bicyclists and walkers. I also clean and maintain what used to be a dumping area around the small pond butting the tracks, and have created a popular viewing point for kids and adults to enjoy wildlife. My experiences, both on a professional and personal level, combined with a deep concern for the continued wellbeing and uniqueness of our community, would make me a good teamplayer and asset to the city council. . .. , ~ . My employment has been almost entirely public sector and non-profit. My first full-time job was a two-year stint as a clerk for the City of Bloomington's utilities and public works departments. Since then I have worked primarily at the University, longest in legal services but also in various academic and administrative offices. My employment has been and currently is chiefly "support"; my job includes duties as a computer services specialist, network administrator, and legal secretary/assistant (for which I attend continuing education). I believe my employment experience has enhanced my awareness of the range of issues facing city government and the various means by which these issues can and sometimes must be faced, (My resume is attached to this Application.) 3. My interest in serving on Council comes primarily from my experiences with my own neighbors and contacts with others throughout the conununity. For many residents, their only personal involvement beyond basic staff contacts tends to occur during assessment hearings or in connection with nonstandard permit requests. I believe the Council, staff, and residents would benefit from better communication on all sides, and I would like to help build consensus and improved . communications throughout the community, I have a long-standing interest in and familiarity with a wide range of city issues that would help me become effective quickly, I also believe I have a basic understanding of the concerns and goals of Council and staff., My interest in serving on Council includes my intention to run for election this fall. 4. My employment has been almost entirely public sector and non-profit. My first full-time job was a two-year stint as a clerk for the City of Bloomington's utilities and public works departments. Since then I have worked primarily at the University, longest in legal services but also in various academic and administrative offices. My employment has been and currently is chiefly "support"; my job includes duties as a computer services specialist, network administrator, and legal secretary/assistant (for which I attend continuing education). I believe my employment experience has enhanced my awareness of the range of issues facing city government and the various means by which these issues can and sometimes must be faced. (My resume is attached to this Application.) 3. Please state your reasons for wanting to serve as an Arden Hills council member. (Attach extra sheets as needed,) My interest in serving on Council comes primarily from my experiences with my own neighbors and contacts with others throughout the community. For many residents, their only personal involvement beyond basic staff contacts tends to occur during assessment hearings or in connection with nonstandard pennit requests, I believe the Council, staff, and residents would benefit from better communication on all sides, and I would like to help build consensus and improved . communications throughout the community, I have a long-standing interest in and familiarity with a wide range of city issues that would help me become effective quickly, I also believe I have a basic understanding of the concerns and goals of Council and staff.. While I enjoy participating in groups and events including the Arden Hills book club and our neighborhood annual picnic, I especially appreciate the opportunities I have to meet and visit with my neighbors who stop to visit while I work in my gardens and who, in turn, invite me into their gardens when I walk through the neighborhood. The following is intended to summarize the various projects pending related to TCAAP and highlight some of the key issues of each project. LIST OF PROJECTS . City Hall Facility Site . Timing is crucial related to existing lease. . Lease negotiations have not yet begun. e . National Guard request for transfer of land from the Army to the Guard is completed and in Washington awaiting action, . No alternative options have been identified. . Schematic plans are nearing completion for submittal to Planning Commission. . Council should discuss options as to how to expedite the transfer process. . Joint Maintenance Facility . No collaborative conversations have been held for four years. . Ramsey County and National Guard are still interested in facility. . Construction is also subject to land transfer and funding sources. . City may wish to create a subcommittee on financing options. . Visit to Hutchinson joint facility is appropriate, . Highway 96 Reconstruction and Area Development . Identified need for R-O-W to construct Highway IO/Highway 96 interchange. . Scheduling is critical. . Can/should the City further influence site clean up? The projects identified above include the majority of the projects in which staff anticipates having some involvement. The City Council should also consider how the City will track all of these items and whether or not outside assistance may be beneficial. This may include assistance such as the use of lobbyists, consultants or leveraging the influence of the 1-35W Corridor Coalition. . Requested Action Staff would request that the City Council confirm that the projects identified are those which need to be addressed by the City and that staff should proceed with its 1999 Budgeting with the intent to participate in some or all of these projects.
