The City Council is asked to provide comment on proposed design
changes to the Arden Hills Recreation Guide.
2. Arden Hill, Note,. City Newsletter Discussion
. The Council has requested time to discuss the current status of the Arden
Hills Notes City Newsletter and the Newsletter Committee.
b. Maintenance Facility Committee Recommendatious
Representatives from the Finance Committee and Public Safety Commission will
be present to discuss recommendations that came out ofajoint meeting between
the two committees on October 15'h regarding a new maintenance facility.
c. Puhlic Safety Commission, Emergency Preparedness Plan
The Public Safety Commission Chairperson, John Tholen, and staff would like to
review the draft Emergency Preparedness Plan with the City Council. The
Council is asked to provide feedback on the Plan.
d. Nae~ele/Gateway Busiuess District (GBD) Development
The City Council will be presented with information related to the development of
the remainder of the Gateway area and how this development may affect the
resulting design of Round Lake Road. Specifically, the Council is being asked to
reaffirm its previous direction and philosophy of development in the Gateway
area.

SUBJECT: Proposed Revisions to Recreation Guide Design

In the Fall of 1996, High Point Creative made changes to the cover of the recreation guide.
These changes incorporated the city logo and maintained use ofthe city's primary colors. This
change also was made because the city had discontinued the city newsletter and the recreation
guide needed its own identity.
Beyond the cover change of 1996, the recreation guide's format and organizational structure has
remained static over the past five years except for minor changes as needed.
Proposal
. High Point Creative staff has proposed a fresh approach to the recreation guide. The new design
incorporates updated graphics, minor re-organization of class listings, and a new paper stock.
The proposal recommends a creme paper stock that is consistent with the Arden Hills image and
is more responsive to the new graphic and design changes.
Overall, the enclosed proposed layout changes maintain the city's logo, color and image. The
layout also incorporates the most up-to-date information in recreation marketing research.
Recommendation
City recreation staffrecommends implementation of the proposed recreation guide design
changes as well as a change to the Fox River Crushed Leaf 70# Text creme stock paper
beginning with the Winter 1998/99 issue. Staff would need approval of changes by
Thursday, October 15.

Goals
We sought to add new life to the Guide, The over.i!llook has been static for several years. We propose to take a
fresh approach, drawing inspiration from Shoreview and Chaska's Recreation Guides.
New Prjdn~ Stratein' .
In keeping with the latest recreation program research, we propose de-emphasil.ing price in the course listings.
The price is nOW within the line listed items at the end of the description. Currently, the price is listed in bold
next to the program name.
New Paper Stock
The current paper stock has flecks in it which make it difficult to fax or even photocopy the pages with clarity.
To remedy this problem, we recommend a quality creme-colored paper stock that is true to Arden Hills' image
color, but does not include the flecks. A sample of the recommended paper is provided for your review,
Other ConsiderationslRecommendations
. Photos _ We considered adding photos to the Guide, but opted not to due to the increased expense
(photographer's tirne, image malerial and print production costs),
. Resident perceptions _ Overall, residents like the current guide, For that reason, we maintained the two-
column format and kept the same organizatiOll. We have opted to minimize line breaks within the program
description and details, however.
. City image _ We have emphasized the City logo and kept the same colors (green and black). Worth noting,
green is considered a very contemporary color according to recreation program researchers.

The City Council had earlier charged the Finance Committee with evaluating various aspects
regarding the concept ofajoint maintenance facility. Evaluation items were to include the
financial viability of the City being the "lead" agency in such an undertaking, space
requirements, and operational advantages/disadvantages.
Mr. Stafford and Mr. Post made a site visit to the City of Hutchinson and reported back favorably
to their respective committees on observations of an existing joint maintenance garage venture
(Joint Powers Agreement) between the City of Hutchinson, McCloud County, and the Minnesota
Department of Transportation.
. Committee Discussion
The Finance Committee brainstomled at length at both their August and September meetings on
the joint maintenance facility topic. They proposed to meet with the Public Safety Commission
in ajoint meeting on October 15,1998 to gain additional perspective on the matter.
Joint Committee Meetinr Actions
After much discussion, the two committees adopted two resolutions at the October 15th meeting
regarding the subj ect. The resolutions were as follows:
1. "Be it resolved that a task force be established to evaluate and recommend to the
City Council options for a public works (maintenance) facility." This resolution
was adopted unanimously.
2_ "We, the joint Finance and Public Safety Commissions, recommend that the
maintenance facility be given the same priority as that given to the City Hall, and
that funding options bc discussed by the Finance Committee." This resolution
was adopted with one dissenting vote.
Representatives from both committees are planning to be present and available for Council
questions when this agenda item is discussed.

EMERGENCY MANAGEMENT ORDINANCE
Authority for the Arden Hills Emergency Management Prof,'Tam is established by Public Law
920, 21 st Congress of Minnesota, State Civil Defense Act of 1951, as amended, and Chapter 7 of
thc City of Arden Hills Municipal Code. Refer to this Code for detailed information,
Foreword
The basic purpose of this plan is to provide a guide for emergency operations, The plan is
intended to assist key City officials and emergency organizations to carry out their
responsibilities for the protection of life and property under a wide range of emergency
conditions,
Although an organization may have the foresight to plan for anticipatcd situations, such planning
is of little value if it is not reduced to written form. Personnel with intimate knowledge of
unwritten plans may be unavailable at the very time it becomes necessary to implement them. A .
written plan will furnish a documentary record which can be referrcd to as needed. This
documentary record will serve to refresh the knowledge of key individuals and can be used to
inform persons who become replacements.
Plan Updating and Distribution
For purposes of this plan, the City of Arden Hills Emergency Management Director shall serve
as the planning coordinator. As such, the Director will have overall authority and responsibility
for the maintenance of the plan.
This plan will be reviewed and updated as necessary, but at least once every year. The Arden
Hills Emergency Management Director will be responsible for ensuring that this updating
occurs, and that it is in accordance with the schedule and procedures established by the
Minnesota Division of Emergency Services (see DES Bulletin No. 85-1 l. In order to carry out
this task, the Director may request assistance fornl the Anoka County Emergency Management
Director.
This plan has been distributed to all City Government departments and agencies which have
emergency assignments in the event of a major disaster in the City of Arden Hills A plan
distribution list will be maintained by the Arden Hills City Emergency Management Director.
Reasons for Plan

Tornadoes, floods, blizzards, and other natural disasters can affect the City of Arden Hills. In
addition, major disasters such as train wrecks, plane crashes, explosions, accidental releases of
hazardous materials, and enemy attack pose a potential threat to public health and safety in
Arden Hills. An emergency plan is needed to ensure the protection of the public from the effects
of these hazards,
Pu rpose of Plan
The City of Arden Hills has many capabilities and resources which could be used in the response
to any major disaster. These include the facilities, equipment, manpower, and skills of both
government and non-government professions and groups in Arden Hills, The purpose of this
plan is to ensure the effective, coordinated use of these resources to:
a, maximize the protection of life and property,
b. ensure the continuity of government.
c, sustain survivors,
d. repair essential facilities and utilities.

Existing government is the basis for emergency operations, That is, government agencies will
perform emergency activities related to those they perform on a day-to-day basis, City
organization, responsibilities, and interrelationships are shown on Chart A of this Basic Plan.

11. Dispatch damage assessment teams to disaster area.

Direction and Control
The direction and control of government operations from a central, protected facilities with
adequate communications and key personnel is essential to the conduct of emergency
operations, This facility will be known as the Arden Hills Emergency Operating Center (EOC)
located in the Council Chambers at Arden Hills City Hall, Round Lake Road. Alternate
locations for the EOC are Lake Johanna Fire Station #1, New Brighton Road and the Ramsey
County SheriIT's Dispatch Station at County Road E.
A. Criteria for EOC Activation
The degree of Arden Hills EOC activation will be determined by the severity of the
emergency,
1. The EOC may be partially activated due to a potential threat to life or property
from severe weather, i,e" tornado, flooding, blizzard, civil disturbance, or a
hazardous materials incident/accident that is an uncontrolled release of a
reportable product
. 2, The EOC will be fullv activated in response to an emergency resulting in a threat
to life and property, This would include, but is not limited to: tornado
touchdown or flooding causing damage to the publ ic and private sector and
requiring a coordinated response effort, or a hazardous materials
incident/accident involving the response of several agencies, including federal
and state, as well as surrounding counties and municipalities.
B. Responsibility for EOC Activation
In the event ofa major disaster, EOC staff would be expected to automatically report to
the EOC. However, the City of Arden Hills Emergency Management Director is
responsible for ensuring that the EOC is activated according to the criteria discussed above.
C. Staffing ofthc EOC
The staffing list for the Arden Hills EOC is on file with the Arden Hills Emergency
Management Director. Each department/agency which is represented in the EOC is
responsible for ensuring tbat its representative is familiar with the duties which he/she
is expected to perform at the EOC. (See Call List section).

D. EOC Equipment/Supplies
The Arden Hills Emergency Management Director is responsible for ensuring that the
EOC is operationaL The necessary maps, displays, tables and chairs, communications
equipment, message logs, etc. are on hand and available for use in the EOC.
E. Communications Capability
The Emergency Management Coordinator has been given the responsibility of ensuring
all communication system (primary and alternate) are operational and communication
links between response personnel and EOC operations are identified.
Communication links are established between the City and the following organizations:
1. Arden Hills departmental units by radio
2. Ramsey County Sheriff Dispatch by radio
, County wide or state wide channel

5. All others by land line only .

EMERGENCY OPERA nONS - SUCCESSION OF AUTHORITY
City officials and employees may not always be present or immediately available for the
management of governmental functions at the start of an emergency situation.
Under such emergency conditions the succession of authority and governmental control for the
City of Arden Hills is as stated below. Warning Officer is responsible for contact of personnel
listed below, (see AppendixA):

Emergencv Responsibility Assignments
A. A summary of the City of Arden Hills's emergency responsibility assignments, by
function, is shown on Chart B. Heads of the various city government departments and
agencies will be responsible for carrying out the assignments shown on this chart,
B. Responsibilities have been assigned by a code letter: "P", "S", or "C",
1. "P" indicates primary operational responsibility, which means the official or
agency is in charge of, and responsible to make provision for, that function.
2, "s" indicates support responsibility, which means the agency so assigned will, as
far as possible, support and assist the official or agency designed primarily
responsible.
3. "C" indicates coordination responsibility, and is assigned when several agencies
have support capability but no specific official or agency has obvious primary
responsibility_ This ""ill be especially true when non-government agencies are
involved. .

Operations Policies
A. Protection of life and property during an emergency is the primary responsibility of
government at all levels,
B. In an emergency affecting more than one political jurisdiction, officials of all
jurisdictions involved will coordinate their services to the maximum extent possible.
C The City of Arden Hills Emergency Management Director will assist in providing
resource coordination between government agencies and the private sectoL
D. City government resources must be utilized to the maximum before state or federal
assistance will be made available.
E. Each agency, department, or service of city government will maintain records during an
emergency. These records should include work hours, eqiupment hours, supplies and
materials consumed, injuries to personnel, and damage to public facilities and
equipment. (See Records section)

A. National Guard
1. Overview
When a natural disaster or other major emergency is beyond the capability of
local government, support from National Guard units mav be available Only
the Governor, as commander-in-chief of the Minnesota National Guard, has the
authority to activate the Guard. The purpose of the activation is to ensure the
preservation of life and property and to support civil law enforcement agencies:
a. National Guard assistance will complement, and not be a substititue for
county and/or city participation in emergency operations,
b, Ifm~de available, National Guard personnel remain under military
command at all times, but will Sllpport and assist county and/or city
forces in the accomplishment of a specific task or tasks.

2, Request Procedure
In the case of the county and all cities that are not of the first class, the sheriff
must submit the request for assistance to the Governor's Office. (In the case of
cities of the first class, the Mayor, after consulting with the County Sherift~ ""ill
submit the request to the Governor.)
Requests for activation of the National Guard are to be submitted to the State
Duty Officer, by calling (612) 649-5451,
Military Hssistance shall be employed only to supplement and support city,
county, and state efforts, Military assistance may include area security, road
blocks, crowd control, emergency communications, emergency repairs to
roads, bridges, public structures and clean-up activities, disaster control and
similar functions n01 involving private properties, industry and similar
activities.
The requesting agency (city government) must be prepared to estimate the
amount and type of assistance required. Typical requirements might include:
military police, general personnpl, heavy eqllipmpnt vehicles, aircraft,
helicopters, transportable hospitals, tents and bedding, communications
systems, and any other type of military gear that may be available. .
Specific instructions for obtaining mil itary assistance can be described as
follows:

dissemination of all warnings and notifications of natural or man-made disasters, It provides
procedures to disseminate warning to the general public within the jurisdictional areas of
Arden Hlfls and to ensure that immediate action IS taken to minimize the etlects of an
impending or actual disaster.
I. General
The Ramsey County Warning Point, Sheriffs Patrol Station, 655 West County Road E,
is responsible for disseminating all watches and warnings to Arden Hills except for
warnings for conditions generated within the city itself. The Ramsey County Warning
Point has a 24 hour warning capability.
The Arden Hills Warning OtTicer is the Sheriffs Department Supervisor.
The Arden Hills Warning Point is the Ramsey County Sheriffs otlice at 655 W. County
Road E. .
The Arden Hills Warning Officer is responsible for ensuring all warnings and

through local radio, television, and newspapers. (Ref: Minnesota Emergency
Plan, Part E, App, 6, Attachment 2),
B. At 1:00 p.m, the first Wednesday of each month the State Warning Point will
test the Minneapolis-St. Paul Metro Area Siren System, The Arden Hills Public
Warning System will be tested in the following manner:

SUBJECT: Future Phases of the Gateway Business District
Request
The Staff requests City Council concurrence on certain land use, road, and financial issues within
the Gateway Business District (GBD).
Background
In December of 1997 the City and Morris Communication Corporation (aka, Naegele) entered
into a Statement ofIntent and Sales and Purchase Agreement for there property at the northeast
corner ofI-694 and 1-35W. The Morris site is approximately 27 acres in size and the Vaughan
site is approximately 19 acres in size. The Staff and the representatives of the owner have been
meeting with developers in an attempt to bring forth a development plan for this portion of the
GBD.
. The Staff has been guiding the developers towards an office development and the developers
have been forwarding the notion of some mixture of office/showroom, high tech space, and
office. Several questions keep recurring regardless of which land use option was proposed. The
first question was what is the transportation capacity of Round Lake Road? The second question
was what is the minimum building valuation required to offset the public improvements (ie.,
property acquisition and road construction, including amenities) at this site?
The Staffrequested that the City Engineer (BR W) prepare a report to answer the transportation
questions and the City's Financial Consultant (Ehlers & Associates) to prepare a report on the
minimum building valuations required to support the public improvements.
Land Use Issues
The City Council previously directed Staff to obtain Office development on these sites. The
initial discussions with developers indicate a willingness to construct a mixed office/showroom
development and office development on the site.
Transportation Report
The City Engineer (BR W) analyzed the additional traffic that would be generated by the full
development of Morris site (etal) and the Vaughan site as either office/showroom or office uses
(Exhibit A).
. Level of Service (LOS) is a traffic capacity analysis whieh measures the quality of traffic
operations through an intersection or along a segment of roadway. LOS is mueh like school
grades in that a LOS A is excellent and an LOS F is failing, while a LOS D is considered to be
the minimum acceptable quality of traffic flow.
BRW calculated the PM peak traffic (1998 and 2020) for the "Existing OBD" (existing uses,
including Phases I, II, III, and IV of the OBD) and has assigned a LOS for the intersection of
Round Lake Road and Highway 96 (relocated and improved). BRW's analysis of the "Existing .
OBD" indicates that the improved intersection will operate at a LOS B in 1998 and a LOS D in
2020. BRW also calculated the PM peak traffic (1998 and 2020) for the "Existing OBD" and the
proposed development ofthe MorrisNaughan sites. BRW's analysis of this condition indicates
that the intersection will operate at a LOS B in 1998 and a LOS D in 2020. This full
development LOS's are based upon 740,000 square feet to 1,100,000 square feet of office or
1,100,000 square feet to 1,600,000 square feet of office/showroom.
Financial Report
The City's Financial Consultant (Ehlers & Associates) analyzed what the minimum building
valuations need to be to support the required public improvements (Exhibit B). The Staff
estimates that the required public improvements (land acquisitions, business rclocations, and
strect improvements- including enhancements) would be approximately $5,000,000 for
development of the Morris site and would be approximately $11,300,000 for full development
(Morris and Vaughan).
Ehlers & Associates calculated what the minimum market valuation would need to be to support
this level of debt. Ehlers & Associates assumed that the buildings would be built in 2003-2004
the tax rate would be 3.5 percent (ie., thc current Oovemor wants this lowered to 3.0%), taxes per
square foot of building would be 53.50, and the interest rate would be 8.0 percent. Based upon
these assumptions the Morris site \vould need to have a minimum market valuation of
approximately S32,000,000 (ie., 400,000 sq.ft. of Office @ S80/sq.ft. or 800,000 sq.ft. of
Office/Showroom @ 540/sq.ft.) and full development (Morris and Vaughan) would require a .
minimum market valuation of approximately $71,312,000 (ie., 891,400 sq.ft. of Office @
$80/sq.ft. or 1,782,800 sq. ft. of Office/Showroom @ $40/sq.ft.).
Land Use, Transportation. Financial Poliev Summarv
The Staff will continue to pursue a high quality office building(s) for these sites. However, a
project that contains a substantial portion of office would be entertained but would be subject to
detailed City Council review while it was in its conceptual stage. If the City Council found that
the conceptual plan was generally acceptable, then further discussions would take place towards
implementing that plan.
The transportation analysis would indicate that a two lane Round Lake Road (with appropriate
turning ability) and the improved Round Lake Road/Highway 96 intersection would adequately
facilitate more development than the sites could reasonable accommodate. However, if
something less than full Office development is proposed on these sitcs, then a discussion should
take place on whether the "appropriate turning ability" should be accommodated by a landscaped
median or a middle turn lane.

The financial analysis indicates that a significant amount of money is required to make any
development occur on these properties, either individually or collectively. The City has already
. taken on $3.1 million in debt on Phases I, II, III, and IV oftbe GBD. The City estimates that its
maximum indebtedness for bonding purposes is approximately $7.5 to 8.0 million. The
development of the Morris site ($5.0 million of public improvements) would require the City to
take on an additional $6.835 million in debt. The development of the Morris and Vaughan sites
($11.3 million of public improvements) would require the City to take on an additional $15.615
million in debt. The Staff would argue against allocating this amount of debt to such a small
portion of the City. The Staff would argue that the City has "set the plate" for development of
these sites and that the developers and their institutional lenders should underwrite this debt. The
City can implement this policy through the "pay as you go" approach as allowed under the Tax
Increment Financing (TIF) laws. The TIF "pay as you go" approach would require the developer
to take all the risk (ie., expenditures) of the project without the guarantee ofa return. However,
if there were T1F revenues generated then they would receive those to offset their expenditures.
The aforementioned policy summaries are intended to facilitate City Council discussion on these
topics. After the worksession, the Staff will modify these policy summaries so as to clearly
reflect the City Council wishes to potential developers of these sites.
Impacts on the proposed road improvements to Round Lake Road
Lastly, dependent upon the conclusion of the discussions of the three aforementioned policy
summaries the planned improvements to Round Lake Road may need to be modified. The Staff
intends to use these discussions to help frame its recommendation on planned improvements to
. Round Lake Road, which should be available to the City Council at its October 26, 1998
meeting.

INTRODUCTION
The purpose of this memorandum is to document our analysis of the amount of development that can be
accommodated by the Highway 96fRound Lake Road intersection in Arden Hills. The developmem
. estimates are based on the ability of the intersection of Highway 96 and Round Lake Road to accommodate
additional traffic in the PM peak hour. The intersections ability to accommodate additional traffic was
examined under existing and forecast conditions. This memorandum briefly describes the site location, th"
analysis process, and conclusions made based on the analysis.
SITE LOCATIOi\'
The site being examined is located in Arden Hills and is bounded by Highway 96 to the north, 1-694 to the
south, 1-35\\' to the west, and THIO to the cast. Round Lake occupies the northeastern third of the site_
There is a small strip of residential development between Round Lake and TH 10. The southern and western
thirds of the site arc zoncd for office/commercial uses, The analysis was conducted to assess th"
development possibilities of the southern and western areas, tvluch of the western third of the site is either
developed or planned for dewlopment. One such development is the Gateway Business Ccnter which
includes approximately 475,000 square feet (gross leasable area) of office/showroom development and
should be fully constructed and inhabited within the year. The southern third of the site near 1-694 includ,,>
approximately 52 acres of land available for de\'e1opment. Currently, access to the western and southern
portions of the site is provided by Round Lake Road \\'hich connects to Highway 96.

ANALYSIS OVERVIEW .
The first step in conducting the analysis involved determining the background traffic levels at the intersection
of Highway 96 and Round Lake Road. Next, the potential development options for the 52 acres of
undeveloped land were identified and trip generation rates for those land use possibilities were determined.
Based on the land use options and existing traffic, the distribution of vehicles by approach was estimated
so that additional traffic could be added to the intersection. The additional traffic from the 52 acre site was
added to background volumes until the intersection reached the threshold for Level of Service D.
BACKGROUND TR>\FFIC
BRW calculated the amount of additional development that can be accommodated by intersection of Round
Lake Road and Highway 96 for two background traffic conditions. The first background traffic condition
is based on existing PM peak hour traffic volumes counted in February 1998 plus traffic from the approved
Gateway Business Center. The second background tramc condition is based on year 2020 tramc forecasts
for Highway 96 which includes the traffic from the approved Gateway Business Center. Figure 1 displays
the PM peak hour tramc levels for both background traffic conditions.
TRIP GENER>\ nON RATES BY LAND USE
Based on CLlrrent zoning covering the site location, it is expected that any additional site development(s)
would be either office or office/sho\\Toom developments. The following PM peak hour trip generation rates .
for each development were estimated using the ITE Trip Generation Manual: Sixth Edition:
. General Office - 1.49 trips per 1000 square feet of gross floor area
. Office/Showroom - 1.00 trips per 1000 square feet of gross floor area
APPROACH DISTRI13UTlO:'\
Based on the existing tranic count of the Round Lake Road and Highway 96 intersection, it was determined
that 65% of the \'ehicks turning onto/from Round Lake Road would be arriving from/departing to the west
towards 1-35\V The remaining 35% \vould be arriving from/departing to the east. Because the land
development options identified were office or office/sho\\Toom, it was assumed that of the traffic generated
by this new development, 83% would be leaving the site and 17% would be entering the site.
CAPACITY A]';ALYSIS
A capacity analysis is an established method of objectivcly measuring the quality of traffic operations
through an intersection or along a segment 01" road\\ay. The basic output for these analyses are letter grades
(^ through F), \\'ilh Ie\'e! ol"sclTicc (LOS) ^ denoting c.\cellent operations or under capacity conditions and
LOS F signifying congested or over capacity for urban intersection design. LOS D is considered the
mininlllm acceptable quality of tramc flow; and LOS E is considered to be the actual capacity of the .
intersection. Based on previous studies, LOS D has been selected as the appropriate design level of service
for the intersections in our study area.

As a part of the work being done on Highway 96, the intersection of Round Lake Road and Highway 96 will
be reconstmcted and signalized. The intersection will be shifted to the east and a north leg will be added to
the intersection. The north leg would provide access to a mobile home park which is encompassed by 1-35W.
US 10 and Highway 96. Figure 2 displays the geometry of the intersection after its reconstruction.
For the two background conditions, capacity analyses were conducted using the background traftle volumes
and geometry documented previously in Figures 1 and 2. The analysis was done using the SIG"AL9~
software and "Chapter 9: Signalized Intersections" of the HiQhwav CaDacitv 1\!anual (HC!\!). Analyses of
both scenarios indicate that the intersection of Highway 96 and Round Lake Road would operate at LOS B
under optimized conditions. Table 1 displays the results of these analyses.
The development forecasts were created by assigning tramc to the respective background condi,ions until
the intersection reached the LOS DIE threshold. Final capacity analyses were conducted using the
development forecast tramc volumes and geometry documented previously in Figures 1 and 2. Once again.
the analysis was done using the SIGNAL94 software and "Chapter 9: Signalized Intersections" of the
HiQhwav CaDacitv Manual (HCM). Table 1 displays the results of these analyses.
CONCLUSIONS
. Starting with the first background tramc condition, the intersection of Highway 96 and Round Lake Road
could accommodate an increase of 1,600 trips in the PM peak hour from the 52 acre site. Starting with the
second background tranic condition, the intersection of Highway 96 and Round Lake Road could
accommodate an increase an increase of 1,100 trips in the Pl\! peak hour from the 52 acre site, Table 2
provides a summary of the land development options that would generate the respective increases in trame,
As can be seen in Table 2, traffic conditions dictate that the 52 acre site could 2ccommodate 740,000 -
1,100,000 square feet of office space or 1,100,000 - 1,600,000 square feet of oftlee/showroom space
depending on which background conditions were assumed. This implies th~t the degree of de\ elopmen:
which could occur on the site is somewhat dependent on when it would be built, As traffic k\'cls alon;
