ADDroval of Minutes The City Council is asked to approve the Minutes of the March 29,1999 Regular Council Meeting, and the March 29 and AprilS, 1999 Special Council Worksessions, 2. Consent Calendar a. Claims and Pavroll The City Council is asked to approve vendor claims in the amount of $97,696,92, and payroll for the period most recently ended, The Council should note payment to GME Consultants, Inc. in the amount of $9,742.10, for environmental testing for the new City Hall; and to Ramsey County in the amount of$52,304, for March Law Enforcement services, b. 199 Business License Renewals The City Council is asked to approve the various 1999 business licenses identified, With the approval of these licenses the city now only has two (2) outstanding 1999 licenses. 3. Unfinished and New Business a. Buildin2 InsDector At!:reement The City Council is asked to approve the Memorandum of Understanding for a shared Building Inspector with the City of Shoreview, and authorize the City Administrator to execute such document. b. Emer2encv ODerations Plan The City Council is asked to adopt Ordinance #313, An ordinance relating to the Arden Hills Emergency Operations Plan and direct staff to publish the proposed ordinance, Administrator Comments for the April 12, 1999 Council Meeting Page Two April 12, 1999 c. The City Council is asked to approve Change Order # 1 thereby reducing the contract amount by $32,000 from $794,725.05 to $762,725,05 and revising the contract completion elate to August 14, 1999, d. Roseville Area Him School Financial Reouest The City Council is asked to consider the donation of funds to the Roseville Area High School to help host the 63'd Annual National Association of Student Councils Conference, , . e e tit . . e e e DRAFT MINUTES CITY OF ARDEN IllLLS, MINNESOTA WORKSESSION MONDAY, MARCH 29, 1999 9:30 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD CALL TO ORDER Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council Worksession at 9:55 p.m. Present were Councilmembers Beverly Aplikowski, Gregg Larson, Paul Malone, and Lois Rem; and City Administrator, Brian Fritsinger, DISCUSSION ITEMS 1999 Committee Structure The City Council discussed a variety of topics related to the purpose of and the use of committees as part of governmental operations. Specifically, the City Council addressed the number and types of committees to utilize for the remainder of 1999, Staff was directed to prepare a summary of the meeting for discussion for a Special Worksession meeting to be scheduled for April 5, 1999 at 6:30 p,m, ADJOURN MOTION: Councilmember Larson moved and Councilmember Aplikowski seconded a motion to adjourn the meeting at 11:50 p,m, The motion carried unanimously (5-0), . . e e e DRAFT MINUTES CITY OF ARDEN HILLS, MINNESOTA SPECIAL COUNCIL WORKSESSION MONDAY, APRIL 5,1999 6:30 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD CALL TO ORDER Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council Worksession at 6:35 p,m, Present were Councilmembers Beverly Aplikowski, Gregg Larson, Paul Malone, and Lois Rem; City Administrator, Brian Fritsinger; and Administrative Secretary, Sheila Stowell. The purpose of the meeting was to continue discussion of the 1999 committee structure for the City, This discussion had been carried over from the 1999 City CouncillDepartment Head Retreat, and the March 29, 1999 Special Council Worksession, Proposed 1999 Standinl!: Committee Structure The City Council had previously provided staffwith some direction on the number of committees being considered, and was further directed to provide a brief summary of the proposed committees, potential task force issues, and other basic structural items that needed to be finalized. Mayor Probst opened the discussion by seeking Council comment on the four suggested standing committees, and discussion ensued on each component, 1. Planninl!: Commission The Council agreed that the Planning Commission would continue to operate in the same manner as it has in previons years with no changes to mission, membership size or staffing for 1999. The Planning Commission will continue to utilize a recording secretary to record meeting minutes, due to the formal nature of this group. 2. Communications Committee . Discussion Discussion included the current committee membership and whether it should remain focused on the monthly newsletter, or whether those members should be involved with other communications-related issues. Some of those items discussed were cable broadcasting and community updates; a State of the City address by the Mayor from the Town Hall meeting; City logo; and web site creation. The Communications Committee will continue with their main responsibility being production of the monthly newsletter, but will add members to address the other issues, . Parks & Recreation Committee The Council agreed that the Parks and Recreation Committee would continue to operate under the same mission statement and goals as in past years, No changes were suggested for this committee for 1999, e . Descrintion The City Council agreed that the Operations and Finance Committee would provide recommendations on a variety of subjects, such as public works, public safety and finance that affect the City, Areas of involvement may range from reviewing requests for signs; parking ordinances, community policing, long-term police and :fire protection services, assessment policy, rubbish hauling, water sourcing, etc,." . Councilmember Rem Public WorksIParks Maintenance Facility Water Quality (combined with environmental) Annual Events Web Site Mr. Fritsinger expressed to the Council that a TCAAP Task Force was not listed by any of the Councilmembers as a priority for 1999, yet Phase II planning had been reiterated as a top priority by the City Council at the 1999 Retreat, It was the consensus of the Council that, for now, the responsibility for initiating TCAAP planning rested with staff and Mayor Probst, and would not be appropriate for delegating to a task force until a later date, The consensus of the City Council was for the initial creation of the following four task force projects for 1999: . Discussion Various events for consideration were the annual day in the park; fifty year (50) year City anniversary (2001); Town Hall meeting planning and preparation; initiating an annual event, or using the day-in-the-park as our annual event; and volunteer recognition timing. . Discussion Discussion items included use of comprehensive plan and engineering reports (i.e" drainage report) for confined or broad-based surface water solutions; dramatic changes in the quality of Lake Johanna and continual weed spraying; more aggressive street sweeping schedules; involvement of lake associations and watershed districts; and initial focus of task force, . Discussion Mr, Fritsinger stated that the City had a major head start with the work already completed by Mr, Ringwald with the 1-35W Corridor Coalition, Discussion items also included tapping into the expertise of residents in the community; knowledge ofsta:ff; initial set up and continued updating, . Council and Staff Liaisons Councilmember Rem Kevin RingwaldlNancy Randall The City Council agreed that the Public Works/Parks Maintenance Facility Task Force should be created immediately. With summer approaching, there was concern about the ability to find interested members in the other task forces, As a result, the Council indicated that the remaining three task forces would not be appointed until later in 1999, Structural Discussion and Clarification e Mr. Fritsinger also identified several items the City Council had indicated it intended to clarify related to Council Liaison roles, . . e e e DRAFT ARDEN HILLS SPECIAL CITY COUNCIL WORKSESSION - APRIL 5, 1999 5 . Role of Council Liaison/Council The primary role of the Council Liaison is to represent/clarify Council positions on issues, provide feedback to the committee based on the goals of the City Council, and report back to the full City Council any relevant issues of discussion, Councilmembers should not take an active part in discussions or involve themselves in anyway which may bias the committee on any Issue. The City Council would provide, at an annual orientation session, an overview (i.e" government background, operations, etc,); and its prioritized goals and specific charge to each City committee, and then the Council Liaisons would take on an advisory or observation status. . Staff Role The primary role of staff is to provide background information to the committees, and to keep the committee focused on the prioritized goals as outlined by the City Council. Staff or the Council Liaison would take any recommendations of the committee and forward them to the City Council. Staff would prepare all meeting agenda packets and mail them, based on the direction of the committee chairperson, Staff should provide any background information it has available to assist with the discussion of agenda items, Concerns discussed were the current erratic meeting minutes available to the Council on the activities of its committees, It was the consensus of Council that staff provide background information to the committees, who then create their own agenda, work program, and complete all work with a resulting formal recommendation or resolution for the City Council. Staff's role would be simply to keep the committee focused on the prioritized goals outlined by Council, and ensure that a proper record of the actions of the committee were kept for Council information, Staff was directed to prepare guidelines for each committee and the recommended procedures to follow, . Role of Committee It was the consensus of the City Council that each committee currently elects a Vice- Chairperson and Secretary, It is the responsibility of the chairperson to provide staff with the agenda for upcoming meetings. The Secretary would keep all minutes and provide them to staff for processing and inclusion in meeting packets and for Council information, In a situation whereby a committee member cannot take minutes, the Council Liaison or staff Liaison shall be responsible for preparing meeting minutes. The committee would set its agendas based on the prioritized goals of the City Council. The committee may wish to prepare a preliminary agenda for each meeting to be held during the calendar year, which would be reviewed by the City Council . DRAfT ARDEN HILLS SPECIAL CITY COUNCIL WORKSESSION - APRIL 5, 1999 6 It was the consensus of the Council that the committee chairpersons were the most important keys in how they lead the group, and the eventual accomplishments of the committee, As a result, the Council will continue to appoint the Chairperson, e . Number of Members It was the consensus of Councilmembers that each committee tentatively is set up with seven to nine members, for the purpose of seeking members and appointments. . Term Limits It was the consensus of the Council that there would be no established term limits, but that the Committee Chairperson be rotated every two years at a minimum, Council would continue to reserve the right, through the Mayor's annual appointment and Council ratification process, to be flexible in determining who would serve on various committees and task forces, It was the consensus of the Council that rotations of Council member and/or staffbe dealt with in the year 2000. . Number of Excused Absences Staff advised Councilmembers that the City had not recently followed any set procedures on the number of unexcused absences from committee/commission meetings, Mr, Fritsinger e informed Councilmembers that several years ago, there was an informal policy that missing three meetings in a year was reason for not being re-appointed, After brief discussion, it was the consensus of the City Council that it be stated committee members are expected to attend a minimum of three-quarters of the scheduled meetings, and should notifY City staff if they were unavailable to attend. The City Council would reserve the right to terminate a member after unexcused absences of three or more times, if it deemed so necessary. . Service on MultiDle Committees Mr, Fritsinger advised that the City has, in the past, had several citizens who have expressed an interest in serving on multiple committees. It was the consensus of the Council that as a general rule, a resident can serve on up to two (2) different committees at any given time, but it would be dictated more by the number of applicants available for given vacancies. . ADplication ProcesslForms Discussion was held regarding the City's current application process, form, and request for resumes. With the exception of requiring resumes and application form for vacancies on the Planning Commission, it was the consensus of the Council that resumes are not required, but use of the current application form was encouraged, e . e e e DRAFT ARDEN fiLLS SPECIAL CITY COUNCIL WORKSESSION - APRIL 5, 1999 7 . Business DeveloDment and Business Relations Committees Some discussion was held regarding these two committees, It was the consensus of the Council that both committees needed to be advised to complete their current tasks and come to an orderly conclusion, at which point the committee would be terminated, If information or action items needed to be provided to the Council, they should be completed and forwarded as soon as possible, with a suggested target completion date of May 15, 1999, Several projects that were referenced were the marketing brochure and the Lexington A venue/Grey Fox Road study, . Economic Develonment Authoritv Discuss took place regarding whether the EDA should remain internally driven, or to expand it to include community representatives for the purpose of business and public relations. No changes were recommended, . Human Riehts Committee Some discussion was held on the former Human Rights Committee, and the current status of Sushila Shah representing the City at statewide human rights functions and discussions, It was the consensus of the Council that, while not an issue that is currently active in the community, they continue to support Sushila as the City's representative for future issues as they may become available. Councilmember Rem volunteered to encourage and challenge Ms, Shah to coordinate with local school districts and neighboring communities in joint ventures and activities that would enhance this aspect in Arden Hills, Councilmember Rem was requested to express the Council's expectations to Ms, Shah. Restructurine Process The City Council discussed the concept of providing training to each of the committees. This training would be intended to give members an understanding of the responsibilities of the committee, a broad overview of the city, its history, and philosophy of government, Staff was directed to prepare a resolution laying out the committee restructuring for formal Council action on April 26, 1999, Councilmembers concurred that current and potential committee members be invited to attend an "interest" meeting with Councilmembers to discuss the various committees and/or task forces and their proposed duties and charges. After the initial meeting was held, Council would take action to adopt the committee restructuring resolution, and then hold an overview or "orientation" meeting, Staffwas directed to continue with the current committee structure through April, putting each committee on notice regarding the future structure. Each Council Liaison was charged with informing their respective committee regarding the restructuring to be put in place by May I, 1999. It was the consensus of the Council that the current committee restructuring be accomplished first, with a fall goal for implementing the task forces. D'""~"'<...'.A..... F..~T .!~<f ,l\\ . : L'\~ '" ARDEN HILLS SPECIAL CITY COUNCIL WORKSESSION - APRIL S, 1999 8 Staff was directed to prepare a more fine-tuned overview and description of the standing committees and four suggested task forces for 1999 for future discussion at the April Worksession, e MISCELLANEOUS ITEMS Councilmember Malone left the meeting at 8:40 p.m. . New Citv HallffCAAP ProDertv Councilmember Larson expressed his concerns about the lack of communication between the Minnesota National Guard and the City regarding the delay in receiving the paperwork regarding the transfer of the land for the pending construction of the new City Hall. Councilmembers discussed various options for facilitating the transfer of property, and how it relates to the award of construction contract window that expires Jnne 9, 1999, and when actual construction could begin, Councilmembers further discussed exactly what their comfort level would be, as far as a letter of intent from the Minnesota National Guard in lieu of an actual signed lease agreement, to consider construction prior to completion of the necessary paperwork. It was the consensus of Councilmembers that Council and staff proceed with caution in making legislative contacts and that they remained confident that the transfer would be forthcoming, e In a related comment, Mr, Fritsinger stated that he had been contacted by Mr, Marty Harstad regarding the status of the former City Hall property and the City's plans, Mr, Fritsinger had informed Mr, Harstad that the City would not be taking any action regarding the property until a final decision was made on the future maintenance facility construction. ADJOURN MOTION: Councilmember Aplikowski moved and Councilmember Larson seconded a motion to adjourn the meeting at 9: 18 p,m. The intent was for the two cities to work together cooperatively to provide additional building inspection and code enforcement services, e Over the past six weeks, staff has been working with the City of Shoreview to create the job description and advertise for the shared position, As part of this arrangement, the City Attorney has recommended that a Memorandum of Understanding (MOD) is appropriate between the two cities, What is the pUl:pose of the Memorandum ofUnderstandinf? The purpose of the document is to set forth the terms and conditions for the provision of building and code enforcement services, This allows a basic understanding between the two cities as to how the position is funded, and who is responsible for the various issues related to the position, Which City will em'\)lov the new Building Inspector? The City of Shoreview will hire the new inspector and the position will be part of the Shoreview staff, Shoreview will provide salary, benefits, and training to the Building Inspector. The City of Arden Hills will simply reimburse the City of Shoreview for services provided, based on an average of twenty (20) hours per week. The MOU describes the method of payment, the expected pay plan and other cost sharing issues, How long is the Citv committed to participatin2 in shared position? We have indicated to the City of Shoreview that the City of Arden Hills can only commit to sharing the position for the remainder of 1999. Putpose: This document is to be considered a Memorandum of Understanding between the City of Shoreview, Minnesota (hereinafter referred to as "Shoreview") and the City of Arden Hills, Minnesota (hereinafter referred to as "Arden Hills"), It is the intent of Shoreview and Arden Hills to work cooperatively to provide additional building inspection and code enforcement services. Services Provided: It is agreed upon by both parties that the intent is to share the services of a new building inspection position (hereinafter referred to as the "Building Inspector"), Arden Hills and Shoreview officials will participate jointly in the interviewing of applicants and hiring of the Building Inspector, Furthermore, it is understood that Shoreview will hire a full-time Building Inspector for the purpose of providing building inspection and code enforcement services to both parties in accordance with the following: a, The Building Inspector position shall be compensated at a mutually agreed pay rate classification, b, The Building Inspector will be considered a regular employee of Shoreview, and Shoreview will provide salary, benefits, and training to the Building Inspector. c. Shoreview will provide to Arden Hills an average of 20 hours per week from the Building Inspector position for building inspection and code enforcement purposes. d. The Building Inspector will be under the direct supervision of the Shoreview Building Official for the purpose of performance review and any discipline related issues. It is understood that while the Building Inspector is providing services for Arden Hills, the Building Inspector will be under the work direction of Arden Hills management. Arden Hills shall notify Shoreview of any and all complaints about the services rendered by the Building Inspector and cooperate in the investigation and resolution of the same in any manner, e, It is understood that services provided by the Building Inspector to Arden Hills will typically be provided Monday - Friday in the morning hours, It is understood that services provided by the Building Inspector to Shoreview will typically be provided Monday - Friday in the afternoon hours, However, it is also understood by both parties that they will work together to coordinate work schedules so as to 1 provide back-up inspection services in the absence of the respective Building A Officials for such reasons as vacations, illness, or continuing education classes, ., f, It is understood that any costs relating to training, licensing equipment, and other matters concerning the professional development of the Building Inspector shall be mutually agreed upon by Arden Hills and Shoreview and costs shared equally, Any use of vehicles, mileage reimbursement, or other training and equipment shall be in accordance with each City's policies and at their cost. 3. Payment: It is agreed that Shoreview will bill Arden Hills for building inspection and code enforcement services rendered on a monthly basis based upon the actual hours provided to Arden Hills in the previous month and the prorated share of the employee benefit costs for the position. The prorated cost-sharing of employee benefits for the position will be shared equally between the two parties, based upon the equal sharing of hours at the time this Memorandum of Understanding is executed, If the sharing of employee hours is adjusted between the two parties in the future, the employee benefit costs will be prorated to reflect the actual hours, Any variance from the prorated share of employee costs billed monthly to Arden Hills will be reconciled at the end of each year, The bill will be based upon the hourly rate established for the position based upon the following pay grade as included in the Shoreview Job Classification Plan, This hourly fee A will automatically be increased on January I of each year based upon the cost of living ., adjustment and pay step system of Shore view's Job Classification Plan, The proposed pay grade at the time of executing this Memorandum of Understanding is as follows: Step I (starting rate) is $16.25 per hour Step 2 at 6 months is a 2% increase ($16,57 per hour) Step 3 at 12 months is a 2% increase ($16.90 per hour) Step 4 at 2 years is a 4% increase ($17,58 per hour) Step 5 at 3 years is a 4% increase ($18.28 per hour) After one year at step 5 the employee is eligible for merit pay. This can be in increments ofl % to 5% with a maximum amount of $20.19 per hour, 4. T ennination of Services: It is understood that if Arden Hills wishes to temrinate the services of the Building Inspector, Arden Hills shall provide sixty (60) days written notice to Shoreview, Be it further understood that if Shoreview wishes to terminate the provision of building inspection services to Arden Hills, Shoreview shall provide sixty (60) clays written notice to Arden Hills, 5. FROM: Dwayne Stafford, Public Works Director SUBJECT: Ordinance No. 313, Emer2ency Operations Plan Background The City of Arden Hills' Code of Ordinances, Chapter 7, relates to Civil Defense and refers to disasters from natural causes and those caused by man. Written in 1961, with no specific chain of command or no specific assignments for any individual, the chapter says little if anything to be helpful in the event of a disaster. With the City Council's instructions to develop a more comprehensive emergency operations plan, the Arden Hills Public Safety Commission began researching necessary steps to prepare an Emergency Operations Plan specifically for the City. At its May 26, 1998 meeting, the City Council authorized expenditure of up to $500 for fees to Mr. Mark Bishop to help develop such a plan, Mr, Bishop, with assistance from the Public Safety Commission Chairperson, John Tholen, and the Public Works Director, then drafted a plan, Copies of the draft plan were provided to the City Council, Staff, Ramsey County Sheriff, Lake Johanna Volunteer Fire Department, and City Attorney Filla for review and input. Recommended corrections and changes were made, and attached is the revised edition of the Arden Hills Emergency Operations Plan, Recommendation The City Council is asked to review the Emergency Operations Plan and, if found to be acceptable, the Public Works Director recommends the City Council adopt the attached Ordinance No. 313, "An Ordinance Relating to the Arden Hills Emergency Operations Plan," This ordinance would then replace Article I of Chapter 7, and Section 7.1 of the Arden Hills Code of Ordinances, The remaining portions of Articles I, II and ill would be repealed, The Emergency Operations Plan itself will become Appendix C, and be added to the existing City of Arden Hills Code of Ordinances, Warren E. Refer to this Code for detailed information, Foreword The basic purpose of this plan is to provide a guide for emergency operations, The plan is intended to assist key City officials and emergency organizations to carry out their responsibilities for the protection of life and property under a wide range of emergency conditions. Although an organization may have the foresight to plan for anticipated situations, such planning is of little value if it is not reduced to written form, Personnel with intimate knowledge of unwritten plans may be unavailable at the very time it becomes necessirry to implement them, A written plan will furnish a documentary record which can be referred to as needed, Ibis documentary record will serve to refresh the knowledge of key individuals and can be used to inform persons who become replacements, Plan Undatinl!: and Distribution e For purposes of this plan, the City of Arden Hills Emergency Management Director shall serve as the Planning Coordinator. As such, the Director will have overall authority and responsibility for the maintenance of the plan, The City Council has designated the City Administrator as Emergency Management Director. Ibis plan will be reviewed and updated as necessary; but at least once every year. The Arden Hills Emergency Management Director will be responsible for ensuring that this updating occurs, In order to carry out this task, the Director may request assistance from the Ramsey County Emergency Management Director, Ibis plan has been distributed to all City Government departments and agencies that have emergency assignments in the event of a major disaster in the City of Arden Hills, A plan distribution list will be maintained by the Arden Hills City Emergency Management Director, e 4 e e e Reasons for Plan Tornadoes, floods, blizzards, and other natural disasters can affect the City of Arden Hills, In addition, major disasters such as train wrecks, plane crashes, explosions, accidental releases of hazardous materials, and enemy attack pose a potential threat to public health and safety in Arden Hills, An emergency plan is needed to ensure the protection of the public from the effects of these hazards, Purpose of Plan The City of Arden Hills has many capabilities and resources which could be used in response to any major disaster. These include the facilities, equipment, manpower, and skills of both government and non-government professions and groups in Arden Hills, The purpose of this plan is to ensure the effective coordinated use of these resources to: 1. Respond to changing conditions as appropriate 14, Assist elected officials in preparation of press release e 7 Direction and Control e The direction and control of govemment operations from a central, protected facility with adequate communications and key personnel is essential to the conduct of emergency operations, This facility will be known as the Arden Hills Emergency Operating Center (EOG) located in the Council Chambers at Arden Hills City HalL Alternate locations for the EOC are the Lake Johanna Fire Station #1, 3246 New Brighton Road, Arden Hills (651-633-0341) and the Ramsey County Civil Defense Office, 3377 Rice Street, Shoreview (651-482-5238). 1. Criteria for EOC Activation The degree of Arden Hills EOC activation will be determined by the severity of the emergency. . The EOC may be oartiallv activated due to a potential threat to life or property from severe weather, i.e" tornado, flooding, blizzard, civil disturbance, or a hazardous materials incident/accident that is an uncontrolled release of a reportable product. · The EOC will be fullv activated in response to an emergency resulting in a threat to life and property, This would include, but is not limited to, tornado touchdown or flooding causing damage to the public and private sector and requiring a coordinated response effort, or a hazardous materials incident/accident involving the response of several agencies, including federal and state, as well as surrounding counties and municipalities. 2. Responsibility for EOC Activation e In the event of a major disaster, EOC staff would be expected to automatically report to the EOC; however, the City of Arden Hills Emergency Management Director is responsible for ensuring that the EOC is activated according to the criteria discussed above. 3. Staffing of the EOC The staffing list for the Arden Hills EOC is on file with the Arden Hills Emergency Management Director. Each department/agency which is represented in the EOC is responsible for ensuring that its representative is familiar with the duties which he/she is expected to perform at the EOC, (See Call List section), 4. EOC Equipment/Supplies The Arden Hills Emergency Management Director is responsible for ensuring that the EOC is operational. The necessary maps, displays, tables and chairs, communications equipment, message logs, etc" are on hand and available for use in the EOC. e 8 e e e s. Communications Capability The Emergency Management Director has been given the responsibility of ensuring all communication systems (primary and alternate) are operational and communication links between response personnel and EOC operations are identified, Communication links are established between the City and the following organizations: . Arden Hills departmental units by radio . Ramsey County Sheriff Dispatch by radio . County wide or state wide channel . MINSEF emergency channel . All others by land line only 6. City officials and employees may not always be present or immediately available for the management of governmental functions at the start of an emergency situation, Under such emergency conditions the succession of authority and governmental control for the City of Arden Hills is as stated below. Responsibilities have been assigned by a code letter: "P", "8", or "C". 1. "P" indicates Primary operational responsibility, which means the official or agency is in charge of, and responsible to make provision for, that function. 2. "8" indicates support responsibility, which means the agency so assigned will, as far as possible, support and assist the official or agency designated primarily responsible. 3. The City of Arden Hills Emergency Management Director will assist in providing resource coordination between government agencies and the private sectors, 4, City government resources must be utilized to the maximum before state or federal assistance will be made available, 5, Each agency, department, or service of city government will maintain records during an emergency, These records should include work hours, equipment hours, supplies and materials consumed, injuries to personnel, and damage to public facilities and equipment. Support 1. National Guard a) Overview .- When a natural disaster or other major emergency is beyond the capability of local government, ... support from National Guard units mav be available, Only the Governor, as Commander-In- Chief of the Minnesota National Guard, has the authority to activate the Guard, The purpose of the activation is to ensure the preservation of life and property and to support civil law enforcement agencies: . National Guard assistance will complement, and not be a substitute for county and/or city participation in emergency operations, . If made available, National Guard personnel remain under military command at all times, but will support and assist county and/or city forces in the accomplisJunent of a specific task or tasks, b) Request Procedure In the case of the County and the City of Arden Hills, the Sheriff must submit the request for assistance to the Governor's Office. Requests for activation of the National Guard are to be submitted to the State Duty Officer by calling (651) 649-5451. e ]4 e SUDDort (Continuted) Military assistance shall be employed only to supplement and support city, county, and state efforts, Military assistance may include: area security, road blocks, crowd control, emergency communications, emergency repair to roads, bridges, public structures and clean-up activities, disaster control and similar functions not involving private properties, industry, and similar activities. The City of Arden Hills must be prepared to estimate the amount and type of assistance required. Typical requirements might include: Military Police, general personnel, heavy equipment, vehicles, aircraft, helicopters, transportable hospitals, tents and bedding, communications systems, and any other type of military gear that may be available, Specific instructions for obtaining military assistance can be described as follows: . Insure that city emergency has been officially declared by the Mayor, . Call initial request to the Ramsey County Sheriff's Office (651) 484-3366, The Mayor and Sheriff will coordinate the request and the Sheriff will submit it. . Prepare formal written request to Governor's Office, e . Follow-up with call to Governor's Office that request is in route (651) 296-3391. . Advise City Staff, Police, and Fire Departments that military assistance has been requested, . Be prepared to provide areas and space for bivouac of personnel, parking for equipment, set up of communications equipment, transportable hospitals, etc, . Meet with the Military Commander, introduce personnel, and set up for operation/controL A summary of state and federal programs available to local governments which are experiencing or have experienced a disaster is contained in "Disaster Response and Recovery", a handbook for local government. If the Mayor is not available, the succession of Acting Mayor and City Council members by seniority will be followed, The City Emergency Management Director will serve in a Staff capacity to the Mayor, and will coordinate all aspects of this plan. The City Emergency Management Director will also serve as a liaison with the Ramsey County Emergency Management Director. MAYOR'S CHECKLIST I. Overatinl! Procedure Fire Chief RESPONSIBILITY: The Fire Chief shall have sole authority over all issues relating to fire, search and rescue, and mitigation of hazardous material incidents. The Chief (or designee) shall be in attendance at the EOC whenever it is activated. All fire activities will be conducted from the Lake Johanna Fire Station #1. Procedure Medical and First Aid e RESPONSIBILITY: Health Span Ambulance will be notified by Ramsey County Dispatch. Their responding crews will activate the appropriate protocol for Multiple Patient Scenes (MPS) or Mass Casualty Incident (MCI) (SOP on file in Emergency Manager's Office). They will also provide a Medical Liaison person to the EOC. Additional personnel for triage and treatment areas may be supplied by Ramsey County Sheriff's Reserves. American Red Cross will coordinate with Health Span and Arden Hills Parks and Recreation Department to provide triage centers, congregate dining, and shelter facilities. Procedure Warning and Notification Purvose This standard operating procedure is intended to provide for the proper receipt and dissemination of all warnings and notifications of natural or man-made disasters. It provides procedures to disseminate warning to the general public within the jurisdictional areas of the City Arden Hills and to ensure that immediate action is taken to minimize the effects of an impending or natural disaster. I. General The Ramsey County Warning Point, Sheriff's Patrol Station, 655 West County Road E, is responsible for disseminating all watches and warnings to the Cii of Arden Hills except for warnings for conditions generated within the City itself. Minneapolis-St. Paul Weather Service Office (725-3400) bears this responsibility. 2) Notify Ramsey County Warning Point of the weather conditions and municipal actions taken. b) All other natural disasters 1) Contact the Emergency Services Director or other local government officials who will instruct the Warning Point of action to be taken. Ifnecessary to activate warning system to advise general public, refer to paragraph (a. 1)) above. See Chart A for list of government officials and order of succession for purposes of instructions. 2) Notify Ramsey County Warning Point of the weather conditions and municipal e actions taken. If no action has been taken to activate sirens, request they relay the information to the responsible weather service office. 2. Other disasters of emergency condition a) If needed, disseminate warning to the general public by requesting activation of the sirens. Activation for emergency conditions other than those previously listed is accomplished by reporting the conditions to the State Warning Point (State Highway Communication Center, Highway Building, St. Paul, (651) 296-2025) and requesting activation of Metro Area Siren Control System for the reasons given. If the metro system is activated, the State Warning Point is responsible to ensure the appropriate radio/television coverage is provided. The alert or attention signal will be sounded in the marmer described under testing procedures. b) Notify the Ramsey County Warning Point of the condition and action already taken. State policy is that counties and municipalities test their public warning systems at 1300 hours (1 :00 p.m.) the first Wednesday of each month. Counties and municipalities are encouraged to make advance armouncements of each test through local radio, television, and newspapers. (Ref: Minnesota Emergency Plan, Part E, App. 6. B. At 1 :00 p.m. the first Wednesday of each month the State Warning Point will test the Minneapolis-St. Paul Metro Area Siren System. The Arden Hills Public warning System will be tested in the following marmer: 1. Sound the (test) alert signal. This is a steady tone for a period of one (1) minute. _ Wait one minute - 2. Sound the (test) attack warning signal. This is a wailing tone on the siren for a period of one (1) minute. V. ODeratinl! Procedure Medical Examiner Multivle Deaths - Medical Examiner CAPABILITY The Ramsey county Medical Examiner's Office can handle up to ten bodies without aid. With more deaths, they would use refrigerated trucks for temporary storage and call in more pathologists to help. Temporary morgues would not be used. Minnesota's State bureau of Criminal Apprehension has a forensic team that can respond and help in a mass casualty event. They have 200 - 300 body bags, J.D. tags, etc. They also have capability of staking body location and contributing to the overall investigation. OPERATIONS A scene investigation must be done carefully. Bodies must be investigated for certain identification, documentation of injuries, etc., but forensic specialist should do this. FBI fingerprint specialists will respond within a few hours. They have a very helpful capability. For personal effects, have at least two people from different agencies work as a team to document findings. Volunteer help should not be used for any of this. The total awarded contract amount was $794,725.05 which included Bid Altemate #A (topsoil excavation) and Bid Alternate B (landscaping); Purpose of Change Order #1 Prior to the award of the contract, Forest Lake Contracting verbally agreed to perform the topsoil excavation included in Bid Alternate A for $0.00 if the City would allow them to utilize the northwest portion of the Indykiewicz property for stockpiling purposes until December 31,1999. Their original bid price for Bid Alternate A was $32,000.00. Change order #1 includes the provisions to incorporate these verbal agreements into the contract. The completion date for the roadway work is also being adjusted as a part of Change Order #1 to address the delay in starting the project resulting from the acquisition process. The contract bid documents included a project completion date based on starting in late January, Change Order #1 revises the starting date to April 12, 1999 and completion date to August 14, 1999. The funds would be used to help host the 63rd Annual National Association of Student Councils Conference. This conference is a gathering of 1,600 high school student leaders and 400 advisors representing the United States, Australia, Puerto Rico, and Canada. During this conference delegates will hear motivational speakers, attend student led workshops, share ideas with student leaders tbroughout the nation, participate in a community service project and visit area sites in Minnesota. There is a huge financial concern as we look for corporate and private sponsors to make this conference a success. Weare in the process of soliciting funds from businesses in Roseville and surrounding areas. We need to raise $320,000.00 above conference registration fees to put on the top-rated conference we have planned. Some of our expenses include: motivational speakers, visits to the Minnesota Zoo and Valleyfair, purchase ofsupplies, decorating the school in the seasons of Minnesota, and the list goes on. We are hoping that your business wiu be eager to contribute to our conference "Land of 10.000 Dreams". For your convenience, we have enclosed a donation form.
