Mr. Dan Vaughan Arden Towers, Inc. 3440 Bayside Road Orono, MN 55356 Dear Mr. Vaughan, After careful review of the Ehresmann Engineering, Inc. (EEl) report, dated November 5, 1998, the City of Arden Hills (City) still has serious concerns as to the safety ofthe tower for the following reasons: . 1. The report from EEl, dated November 5,1998, appears to have been completed for the installation of an additional antenna at the 300-foot level. No permits or amendments to the Special Use Permit have been issued for this antenna. 2. Two engineering reports, completed last year on the Arden Tower by EEl, have used different loading factors. Specifically: a.) The November 5,1998, report does not have ten antennas that were on a previous report dated February 2, 1998, including the recently installed U.S. West antennas currently known to be on the tower. b.) The November 5, 1998, report included two antennas that were not on the February 2, 1998, report but are listed as existing. Included are highlighted sections from both engineering reports for your review (attachments H and I). c.) Neither report contains calculations including Yz" radial ice as part of their design. 3. The State Building Code (Code) requirement for including Yz" radial ice in tower designs went into effect September 9, 1980. The Arden Tower was built approximately 1 year later. . 4. The report prepared for the U.S. West antennas installation by Paul J. Ford & Co., dated July 16, 1998, states "that when Yz" radial ice accumulation is PHONE: (651) 633.5676 . FAX (651) 633.7839 considered, the Tower has the capacity to safely withstand only 25 mph winds, . In 680 feet out of the 700-foot Tower, the Tower legs are overstressed to some extent. This is due to the fact that the Tower has a very severely bent shape in the wind. Most of the guy cables and all of the existing foundations are overstressed when ice accumulation is considered." That same report goes on to state that the base foundation and inner anchor are inadequate to support the Tower loading. Also, that the existing middle and outer anchor guy rods are insufficient to support the new reactions when Yz" radial ice is considered. 5. The minutes of the regular Planning Commission meeting of March 4, 1981, reflect Jim Cahill, engineer for Motorola, stating the 700-foot Tower will withstand 125 mph winds, will hold fifteen antennae and will have 3 sets of anchors. He also noted that a 2.0 safety factor would be built into the tower. 6. According to the Special Use Permit (pC#81-05), the project was to be constructed and operated in strict accordance with the documentation on file. That documentation included the Unarco-Rohn drawing of February 12, 1981, the Unarco-Rohn "Description of Computer Analysis for Guyed Tower by Moment Distribution" of February 13, 1981, and the Athens Construction, Inc., site plan of February 11, 1981. . The Unarco-Rohn drawing of February 12, 1981, includes a table showing the original Tower design loading. This table shows 5 UHF's with 3-6" S.A. at the top and again at the 660-foot elevation and the 620-foot elevation, No other antennas are shown. The Unarco-Rohn computer analysis also indicates all antennae located above the 600 foot level. From the engineering reports that were done by EEl in 1998, it appears that no less than 18 additional antennae are now located on the Tower. City code requires any additions or alterations to the tower require an amendment to the Special Use Permit and a Building Permit. A check of City files shows only one permit issued for the property at 1777 14th Street since the original installation. That permit was for electrical work regarding U.S. West antennae installation in 1998. 7. According to the Unarco-Rohn documents on file, the Tower was not designed to withstand Yz" of radial ice, as required by the Code at that time, but was a consideration in their computer analysis. . . Code at the time of the original installation required W' radial ice and 65 PSF wind load. Current code still requires 12" radial ice and an 80-mph baseline wind speed. I have enclosed a copy of the 1980 State Building Code (Attachment M) which required 12" radial ice and also a letter from the State Building Code to an engineer regarding the issue of 12" radial ice for your convenience. Issue Due to the reasons listed above, the City has serious concerns regarding the safety of the Tower. Statutory Authoritv Chapter 34, Section 3403.2 of the Code states that no additions or alteration shall be made to an existing structure that will cause the structure to be in violation of any of the provisions of this Code and such additions or alterations shall not cause the existing structure to become unsafe, An unsafe condition shall be deemed to have been created if an addition or alteration will cause the existing structure to become structurally unsafe or overloaded. Section 104.2.9 of the Code allows the City to request tests as proof of compliance with the codes, at no cost to the jurisdiction. . Requested Action The City is requesting an engineering report from an independent, unbiased, State of Minnesota licensed engineer, experienced in Tower design, to address all of the above listed items. The report shall also include all information relating to the current condition of the Tower and its safety. The report shall be completed and in our office no later than November 15, 1999. Andrew Corporation 2701 Mayhill Road Denton, TX 76208 Dear Mr. Barton: Subject: Our response to your request of November 24, 1993 regarding the design of tower stnlctures for wind and ice. Rule part 1305.4800 of the Minnesota State Building Code amends Uniform Building Code Section 2311, Wind Design. This amendment requires that one-half inch of radial ice be included in the design of open frame towers. As no reference is made either in this rule or in UBC 2303(f) to a load combination reduction of ice and wind, it is assumed that both the ice and wind be considered to act simultaneously at their design load conditions. The second paragraph of 1305.4800 states that certain structures, such as the communication towers you reference, be designed in accordance with approved national standards. Ai'lSI Standard EIA/TIA 222-E will be referenced in section 2303(b) of the 1994 UEC as a recognized guideline standard. Section 2.3.16 of 222-E permits a design based on dead load plus 75% of the wind load plus the ice load. However, the footnote states that when the basic wind speed is specified as occurring simultaneously with an ice locui by the purchaser or locai IZUthority, no reduction factor shall be applied to the wind load.. From our conversations with two local engineers experienced in tower construction, it appears that Minnesota's climatic conditions generally would not produce maximum simultaneous design wind and ice loadings. However, as stated in appendix. H of 222-E, simultaneous application of maximum wind and ice loadings may be required if in some geographical areas, seasonal high winds and icing could OCCUI simultaneously. This implies that for each specific installation, the design engineer is responsible to detennine if the maximum simultaneous loads of wind and ice could occur in that geographic location. . . . With this letter, we are enclosing the supplemental information we discussed at out meeting last week. As a preliminary matter, I would like to note two matters, First, I would like to correct some data previously provided to you. In compiling data from multiple sources, we made a computation error. The video we showed indicated that the number of calls taken in June was about 320,000. The total should have been 271,937. This volume of calls still exceeds any prior month by a wide margin. The average hold time for customers connecting to a CCP in St. Paul we reported in our August 4, 1999 letter should also be corrected to read as follows: Month Averaqe Hold Time April 142 seconds> May 158 seconds June 182 seconds . Second, it is important to note that all data we have provided to you to date, including the data enclosed with this letter, is raw data that does not measure or relate directly to the compliance standards set forth in the FCC's rules. The FCC rules set a standard to be met 90% of the time, during normal operating conditions, (which is a defined term) measured quarterly. Under the rules, normal operating conditions do not include conditions which are not within the control of MediaOne. As examples, the rules identify such occurrences as power outages, telephone network outages, and severe or unusual weather conditions. Once a determination is made as to when the system is operating under normal operating conditions, the FCC standard is to be met at least 90 percent of the time, measured on a quarterly basis, As you know, cable operators are generally not required to perform surveys or generate statistics to specifically measure compliance, with the FCC standards and MediaOne does not generally perform such time-consuming surveys and measurements, Rather, we use and routinely have been providing to you unadjusted data and other internal benchmarks to measure performance and trends. In any compliance hearing, of course, the report we have been providing would not be the appropriate reports. Rather, we would have to go through the labor-intensive process of calculating and measuring compliance with the FCC's standards and measurements. . Enclosed with this letter are an outlin" nf nur call cflntflr action plnn and four graphs that indicate the substantial improvement and direction of our call center performance in August. As we discussed last week, the major objectives of our action plan are: (1) to reduce the unusually high volume of calls we are experiencing in our call center; (2) 10 improve the technology used to process calls, (3) to increase the staffing in our call center; and (4) to improve the productivity of our call center personnel. The attached action plan lists some of the steps we are taking to pursue these four objectives. While it is important to note that the data is not adjusted for FCC measurements and it should not be used to form conclusions as to compliance with any particular FCC standard, it does clearly demonstrate that our action plan is resulting in significant improvement in the performance of our call center. As we indicated previously, we set high standards for ourselves for customer service. We continue to believe that we will be operating at a level that our customers have been accustomed to by the end of October, Once we have completed the calculation and survey of FCC standards, should that exercise be requested, we believe we will certainly be in compliance with applicable standards, . We configured all of our call "queues" to route calls to the first available agent. This has created a "universal agent" and by-passed the specialized queues an estimated 20% of the time, While specialized queues allow us to train staff in specialized areas, it also creates some call routing inefficiencies. . We implemented mandatory overtime of 7.5% per week for all CCPs. This mandatory overtime is working across all shifts, . We continue to monitor ,gustomer Care Professional productivity in an effort to reduce average talk time anu average wrap time. This will resolve customer's issues more quickly and make CCPs available to receive calls on a faster basis. . . We now have a total of 138 trunks to the call center, These additional trunks will reduce difficulties customers may have experienced in reaching the call center. ~ . . n September 15th we plan to discontinue the old telephone numbers in both the r 0 yn ar (612-533-8020), and Roseville (651-483-9999) ~O3.~...... We have implemented a broadcast message feature announcing system outages and general information. This broadcast message occurs prior to the customer being routed to our interactive voice response unit ensuring that all customers contacting the center receive the message. Messages such as this greatly enhance our ability to deliver messages quickly to a large group of customers, This frees up trunk time allowing additional customers to contact the center. . We plan to implement "intelligent queuing" in the near future. This technology will allow customers to understand the average length of time they are holding and determine if calling at a later time would be more convenient. . We have established procedures to deploy all converters to the field in an active status. This will minimize the instances of customers contacting the call center to authorize their converters. . . We have identified a new billing system called ICOMS. We have targeted a launch date of May 1, 2000 to implement a more customer friendly billing system. Construction/UpQrade Items . We have delayed channel line-up activation throughout the month of August. This has minimized the disruptions caused by channel re-configuration and as a result, has reduced call volume. . We have created bill messages and 30 second commercials informing customers of the "best time to call". We have developed similar 30 second commercials encouraging customers to utilize our Integrated Voice Response unit. This makes more agents available to handle calls requiring an agent's assistance. . W~bave staqqered our upgrade activfltion schedule more broadly. This will cause service disruptions to fewer customers within a short time frame and reduce associated call volume. . . . . Traininq Issues . We are developing and plan to launch a new customer care initiative which will provide and enhance training to customer care pro essionals and improve their skill sets, . SUMP PUMP INSPECTIONS IN THE CITY OF ARDEN HILLS The City of Arden Hills Sump Pump Inspection program is designed to help homeowners identify cross-connected sump pumps or other improper clear water connections, so they can be properly connected. What is a cross connection? A cross connection is a sump pump or other pipe carrying clear water that is connected either directly or indirectly to a sanitary sewer line, Often, a sump pump connection is a hose leading into a laundry tub or a floor drain. Sump pumps are supposed to drain into stonn sewers, either through a direct connection (a pipe from the home connecting with the main stonn sewer line), or through draining directly onto the ground outside the home. . Why are cross connections a problem? Sump water is what engineers call "clear water," most often rainwater, ground water, or snow melt This water is clean enough to drain directly into streams, ponds, and lakes without treatment. Wastewater - water from your sinks, showers, tubs, toilets, and washing machines - must be treated at your metropolitan wastewater treatment plant before it can be safely discharged into the environment. When "clear water" is added to wastewater, it can overload the collection system. The Minnesota Pollution Control Agency (MPCA) has estimated that a single home with a cross connected sump pump can add up to 1,400 gallons of water to the system during one average rain stonn, That's the equivalent of flushing your toilet 280 times (based on a standard toilet with a five gallon tank - if you have a low-flow toilet with a three gallon tank, you'd have to flush 466 limes), Multiply that by the number of . homes in your neighborhood, and the magnitude of the problem becomes evident. Why should I care? Excess water in the sanitary sewer can overload the system and it also costs the city, and you, money. Also, rates set by the Metropolitan Council for treating wastewater are based on number of gallons that flow through the system. Therefore, everyone pays to treat water from illegal sump pump connections. Are cross connections the only cause of this? No, Water can infiltrate the system through bad joints, cracks, or breaks in the sanitary sewer pipe leading from your home to the street. Arden Hills inspects the interior of the public sanitary sewer pipe with TV cameras so these problems can be found and corrected. How do I know ifI have a cross-connected sump pump? The key thing to look for is where the water goes when the sump pump is running. If you have a rigid, PVC-type pipe that goes outdoors and drains into your yard (well away from your foundation, or course), you're probably okay, If you have a hose that drains into your laundry tub or floor drain, this is an illegal connection. If you can see right away that your sump pump is cross-connected, it would be to your advantage to get it rerouted prior to inspection, This will save you time, as only one inspection will need to be done to confirm your correction. If you're not sure, enclosed illustrative connection diagrams may help you decide. If you still can't tell, the inspectors williet you know, and you will have time to get the problem corrected before a surcharge is applied. If you are rerouting your system, be sure to buy the right kind of pipe. It must be a rigid, plastic pipe, not flexible hose. The attached illustration shows one type of a proper connection. When will an inspector visit my home? Most likely within the next year. Water meter installers contracted by the City will be doing the inspection, along with the water meter replacement project scheduled to begin this fall, These meter installers will also have training for sump pump cross-connection identification. Why inspect my house? Neither your property nor neighborhood has been singled out for any reason, All Arden Hills homes and business with sanitary sewer connections will be inspected. In the next eighteen months, inspections will be completed in over 2,000 Arden Hills properties. What will correcting a sump pump cross connection cost me? If you do the work yourself, less than $50, assuming your basement is unfmished and you already have a sump pump, If an outside contractor is used, most corrections will be at least $300, again assuming your sump pump is in place and it's just a matter of replacing flexible pipe and/or rerouting your flow. CITY OF ARDEN HILLS MEMORANDUM DATE: September 2, 1999 TO: Terry Post, Interim City Administrator FROM: Dwayne Stafford, Public Works Director Petition for City Water Service y~ SUBJECT: Background The Arden Hills City Council considered installation of a segment of water line on Old Highway 10, south of Highway 96 to Wedgewood Circle in 1996. This is the only developed area of the City not served by City water and affects sixteen (16) properties. Benefits of installing this waterline would include a continuous looped system around Round Lake, fire hydrants, and domestic service to the property owners. In May of 1996, an informational meeting was held concerning the possible project. All those affected by the proposed project were invited and most attended. At that meeting several residents spoke against the project and two (2) spoke in favor. Many others had questions such as assessment costs, restoration, a possible trail, and water quality, Following this meeting, plans and specifications were completed for the project and included replacement of a section of watermain on Old Highway 10 between Lake Valentine Road and Valentine A venue, which was known to be defective. The City Engineer estimated the cost for both projects would be $95,000. The City advertised and received bids for the project in July of 1996 and the low bid was $139,972.50. This exceeded the original cost estimate by $45,000, Staff surmised that the time of the bidding, the short completion date, and the amount of construction work available contributed to the higher than expected bids. With the high bids and limited resident support for the project, staff recommended Council reject all bids, which they did. Residents were then notified of that decision and no complaints were received. Public Works Staff subsequently replaced the failing section of water main on Old Highwayl0, between Lake Valentine Road and Valentine Avenue, as an internal project. Petition The City of Arden Hills received the attached petition August 24, 1999. The petitioners ask that the City reinstate the project for the year 2000. It appears that twelve ofthe eighteen current property owners have signed the petition, Recommendation The Public Works Director recommends Council discuss the project at their September Worksession and provide staff direction on how to proceed with the request. e e e , 478 N.
