At the April I 0, 2000 regular Council meeting, a premises permit application for St.
Katherine Ukrainian Orthodox Church (Resolution #00-17) was tabled until the April 24,
2000 regular Council meeting. Staff was directed to include an agenda policy discussion
item for the April 17 , 2000 Council work session regarding the charitable gambling trade
area restriction portion of the City Code.

Situation
The charitable gambling premises permit application by St. Katherine Orthodox Church
represents a unique situation in that it represents the first premises permit application
received from an organization with a "bricks and mortar" presence within the trade area.
As a 501 (c) (3) organization, the church, under the current ordinance language, has the
opportunity to expend up to ninety (90) percent of the net charitable gambling profits to
itself to support church activities.
Issue
Is it the intent of the Arden Hills City Council to allow licensed charitable gambling
organizations to satisfY the ordinance trade area spending requirement by expending
more than fifty (50) percent of net profits for internal organizational purposes (assuming
it is located in the trade area); or must at least fifty (50) percent of the net profits be spent
for lawful purposes with other organizations within the trade area?
Discussion
This is a policy matter for Council discussion and consideration. Council may conclude
that existing ordinance language is appropriate or direct staff to create an ordinance
revising section 4-43 "Trade area restriction", of the existing City Code.

listened to various speakers and reviewed existing water quality related materials.
They have formulated a list of Draft Goals in which they would like to discuss with the
City Council at the Worksession. The task force would like feedback from the City
Council prior to submitting a final document to City Council.

Arden Hills Water Quality Task Force - Goal Statements
GOALS
1.Water resources and features are an important con-
tribution to a high quality of life and to the tax base of
the community. Lakes, wetlands, and other water fea-
tures should be improved at every opportunity.
2.AH contributes and receives waters from the RCWD.
We will deliver back to this system clean water which
will ultimately flow to the Mississippi River and be.
yond. We expect that our neighbors will share this in-
tention with us.

3. Opportunities to ensure ecological diversity, provide
water quality improvement, advocate environmental
education and otherwise improve the natural beauty of
our City should be actively encouraged.
4. Natural vegetation should be allowed to flourish and
encouraged as a method of slowing rapid runoff, pre-
venting erosion, improving water quality and enhanc-
ing wildlife habitat. Our trail systems should be used
to enhance the natural characteristics of an area and
maintained to minimize human impacts on the water
resources.

1) Recommendation:
The most important contribution the City could make would be increasing
resident aware~ss of water quality issues. Virtually every area of Arden
Hills drains to a lake or wetland area within the City, Overall water quality
relies on proper practices by the City and the cooperation of residents,
The City should work with all available public and private efforts to bring
watershed education to the citizens of Arden Hills, A variety of programs
are available to the City at low or minimal cost for participation,
Methodlimplementation: Use the city newsletter, cable channel 16, city
committees, lake Associations, educational institutions and other local
organizations and utility bills in a seasonally appropriate way to provide
information about water issues and 'best management practices' for the
homeowner. Use a variety of second party prepared material water edu-
cation programs. Plan and present on a regular and timely basis. Custom-
ize the material to fit unique circumstances in Arden Hills and to solve
specific identified problems. Televise selected events concerning water a
quality on a regular basis, Maintain communications with the above ..
groups to encourage partnership and participation in water quality im-
provement. Develop A storm water-stenciling program, Develop an Arden
Hills water quality display for use at the Town Hall meeting,
Cost/Resources: A variety of resources are available from several
sources. RCWD, Metro council, DNR, Ramsey County, and U of M exten-
sion. Most programs would involve 2nd party produced materials and
coordination by other entities. The city's costs would be printing and
distributions. Additional costs would be incurred for participation at a
higher level. For example the City may want to sponsor a display or infor-
mational exhibit, produce signs describing specific projects or water quality
initiatives, or cooperate in a cable production about city of Arden Hills
water environment. The City could also participate in the production of an
Arden Hills informational map of the various subwatersheds within the City.

designed to create citizen interest in solving a specific watershed
problem or introducing an enhancement to water quality within

Methods/Implementation: The City could be at involved at various
levels. Participation could range from simple recognition to active
support including financial support.
Cost/Resources:
Costs to the city would be dependent on the level and type of
participation deemed appropriate, Other agency resources, pro-
grams, and cost shares may be possible to supplement and
enhance City efforts,

Support and encourage water quality monitoring programs managed
by RCWD and the Metropolitan Council. Especially encourage testing
of water quality in Little Lake Johanna, Lake Valentine and Round
Lake. Arden Hills should consider adopting and taking responsibility
for a volunteer oriented testing program, A stenciling program to
define storm sewer outflows should also be considered,
Method/Implementation:
Facilitate participation in volunteer water testing programs/Storm
sewer stenciling program using the Metropolitan Council lake moni-
toring program, RCWD, Ramsey County and other public and private
resources. Maintain communication with RCWD as programs develop
and cooperate to help implement programs. Provide access to cer-
tain sites as requested, Contact educational and civic organizations
within the City to encourage participation and development of ongo-
ing programs. The City might support this effort or another using
stuffers in the quarterly water bills. e
Cost/Resources: Water quality monitoring equipment may be avail-
able via a Metro Council grant program by summer, The City should
apply for testing equipment on behalf of the volunteer programs, The
City might provide storage and issuance of Water monitoring equip-
ment acquired through grants and replenish chemical regents as
needed. These are low cost items (less than $50,00 - $100,00) per
year and may be available from the County, Staff time may be used
to arrange for pickup and checkout from City Hall.

4) Water Management Plan
4)Recommendation:
A comprehensive Water Management Plan is already a mandated item
by the Metro Council and related Federal and State legislation. In addi-
tion to the legally mandated requirements of this planning process: AH
should establish a procedure for cost to benefit analysis of specific Best
Management Practices related to city, commercial and residential
projects. Establish other procedures and policies as are appropriate to
meet and exceed RCWD standards.
Methodlimplementation:
Use a citizen task force to develop the framework and components of the
plan. Use consulting engineers for review and final product creation of
plan document. Provide specific process instructions and a correspond-
ing budget to the Task force to use in developing basic resources for the
plan in cooperation with City goals.

Costs/Resources: Consultant cost for plans could range from $5,000 to
$45,000 or more. A citizen-facilitated plan could cost substantially less
largely due to the minimizing of consultant fees.

5) Improved Communications Between Local
Agencies/Governments
5)Recommendation:
Improve local communication relative to water quality issues, Request that Rice Creek flag
new projects outside of AH that potentially impact AH waters. Identify Staff contacts for water
quality issues and special situations in Roseville, New Brighton, MN DOT, and Ramsey
County.
Method/implementation; Good communication lines with local officials outside AH is essential
to solving some types of problems, Staff should contact RCWD and City engineers with
questions and concerns about possible negative impacts from upstream sources. Timely
comments could influence RCWD decision-making. Identify areas such as Stowe Ave.,
Josephine watershed, and South Lake Johanna where we have cooperative interests and
notify other cities of our concerns. Distribute our Water Management Plan to appropriate
other City personnel. Ask them to reciprocate.
CosUresources: Some staff time may be required initially and on a semi-regular basis, Many
of the key personnel in various areas are already known. The City may have to formally let
them know that AH water quality initiatives and standards have expanded, Distribution and
printing of 6 additional copies of the Water Management Plan.

6) Review Maintenance Procedures
Grit Chambers
The City has several grit
chambers. which are devices
which act like a drain trap.
Rapidly flowing water is
captured and slowed by a
baffle design which allows
some sediment to settle out
during low flow rain fall
events. The more sediment
that collects in the trap the
less effective the device
becomes in terms of water
quality control because
succeeding rain events re-
suspend trapped material
and move it rapidly into the
receiving water body. Other
maintenance procedures
have similar goals. which are
to minimize the amount,
timing and quantity of sedi-
ments that carry pollutants
into the cities many water-
bodies,
6)Recommendation:
Maintain all city sediment collection and water quality
control features on a regular schedule. Continue to do
timely street sweepings and identify areas most impacted
by winter season street runoff.
Method/lmplementation: Implement maintenance proce-
dures on selected structures and develop a regular
schedule of maintenance, Integrate Best Management
Practices (per Water Management Plan) into all City
maintenance and repair projects. Monitor grit chambers
and sediment ponds for sediment build up and plan a
cleaning protocol to ensure effective operation. Identify
sediment structures that are a City responsibility, De-
velop a test procedure with RCWD engineers or others
and provide maintenance on an appropriate schedule,
Prioritize areas subject to winter salVsand residue and
provide additional buffering for times when street sweep-
ing cannot be done in a timely manner such as early
Spring thaw seasons.
Costs/resources: May involve additional scheduled staff
time and engineering, May involve operations committee
review. May involve some staff training,

Method/Implementation: Use the most cost effective
BMP's, Establish AH specific BMP's in the Water Manage-
ment Plan and apply appropriate scale technology that has
a favorable long term benefit to cost, Identify elements of
any project that enhance or detract from water quality, ..
Use the Water Management plan as a guideline to identify ·
resources and techniques for small-scale improvements
and upgrades.
Cost/resources: Additional engineering and planning re-
view per water management plan. Additional construction
costs for upgrading and improving structures, like piped
outlets directly to lakes and wetlands, as opportunity

Better Collectors or
just weeds?
Certain plant species have the capac-
ity to absorb water and nutrients in a
way that is beneficial during low flow
stromwater events, These plants are
deep-rooted, thrive in harsh climatic
conditions, and prevent erosion.
Many of these plants benefit wildlife
and can be visually attractive ameni~
ties. Plants with these characteristics
have been identified for use in both
land and water environments. Cur-
rent ordinances are not clear con-
ceming what constitutes a "weed",
We are proposing the use of special-
ized plants for water quality purposes
that do not violate city standards
relative to the weed ordinance.
8) Ordinance review

Create a new ordinance or revise existing to identify
and distinguish certain types of landscape and water
plantings as natural amendments for water quality
purposes.

MoundsView High School presented their site plan for improvements to the buildings
and grounds to the Planning Commission at their meeting on April 5, 2000. These
improvements include: classroom expansions, traffic and parking area reconfigurations,
athletic field installations and changes to the heating, ventilating and air conditioning
systems. All of this will come before you at your regular meeting on April 24, 2000.
Before going to the Planning Commission they asked to sit down with the staff to talk
about the possibility of running a water line across their property and looping with a
water line in Gramsie Road.
Situation:
A water line, running from east to west, along Valentine Lake Road, terminates just to the
west of the school. Because of the changes being made the Fire Inspector has opined that
the school should upgrade it's water supply to the buildings and systems. His
recommendation was a connection with the water line in front of the school. The
Engineers representing the school indicated that this would not be sufficient for their
needs and in case of a large scale emergency could cause serious damage to this water
line. Another option for meeting the high demand for water supply is a fire pump, but the
Fire Inspector indicated that he would not find this fire suppression system satisfactory
because it was a mechanical one and subject to failure.

The consultants approached the City about our interest in allowing a water line to be run
across the school campus, from north to south, hooking up with the water main line in
Gramsie Road. This water line is of sufficient size (12 in.) to meet the upgrade in water
supply for the school buildings.
Of course, along with allowing the water line from the school to be connected to the
Gramsie Road line, the school would like to know if the City would participate in the cost
of this loop. There is an easement between two properties on Gramsie, in favor of the
city, for utility and drainage purposes today. However, it is only a ten foot wide
easement and would have to be widened to twenty feet in order to accommodate the
water line connection and for repairs and maintenance.
At this time staffhas authorized the Engineer and Fire Inspector to do a water flow test
and projection to determine if this line(along Gramsie) can, in fact, help this situation out.
Issue:

Representatives from the consulting firm of AST &R Engineering will be in attendance at
your worksession on April 17, 2000 to try to get a sense from you whether the City would
participate in this project. They will try to influence you from the standpoint that this
project will benefit the city and they believe they are being mandated to solve their water
supply and suppression problem by doing this loop.
Discussion:
This is a policy matter for the Council to decide. You may conclude that there is a
benefit to the city from this water loop. At this time we have not received any complaints
about water quality or quantity from either the Gramsie or Valentine Road
neighborhoods. The twelve-inch water line in Gramsie is more than sufficient for the
neighborhood. This could benefit the city by looping a current dead end line off of
Valentine with the line in Gramsie. This is always a preferred situation from a water
quality and flow standpoint. The more complicated, costly and time consuming part of
this whole process will be the acquisition, payment, determination of ownership and
maintenance of an easement across private property to Gramsie Road to do the water
hook up.
