I have worked on numerous groups and committees and understand the process of group
decision making. I also have a special understanding of Arden Hills land areas, zoning,
subdivision and building codes. I understand the pun process, water quality control and
planning, and the street assessment process. I have current knowledge of water law in both
State and Federal codes and how those laws are implemented. I am familiar with
Metropolitan Council goals for development and the comprehensive plan process.

Dear Arden Hills City Council,
Thank you for the opportunity to apply for a position on the Planning Commission. I
have enclosed an application for your review, along with a copy of my resume.
My most recent job centers around founding a small business (15 employees) that
services the medical device industry. My current company, known as RCRI, Inc., is a
very successful one, working with firms in Minnesota and throughout the U.S., and also
international companies, as they seek to obtain marketing approval from government
agencies, worldwide, to sell their medical device products. Being a business owner has
enabled me to further grow my business and management skills that I have acquired over
the past 20 plus years.
Additional business experience not noted on my resume includes managing a
condominium association for a 50-unit complex in Coon Rapids from about 1985 -1988
(I was president for about 2 years). During this time, I implemented a savings plan for
the complex, and also established the successful relationship they still have in place with
a professional management company that maintains their bookkeeping and service
agreements with various vendors, etc. The time during which I became president of the
association was a transitional period, from developer to homeowners. There were several
legal matters to contend with, e.g., defective construction, siding, etc., as well as a lack of
adequate funds (homeowner fees) to correct the problems. Eventually, with the help of
the professional management firm, these matters were dealt with.
My husband and I moved to Arden Hills in 1988. Part of our attraction to this
community included the business development surrounding the area; that is, the sense
that the area had been developed in a mutually synergistic manner concerning the needs
ofresidential and commercial properties. We continue to enjoy the area, and are
committed to helping to maintain its prosperity and safety.

I have 20+ years of experience in the medical device industry, including specific expertise in
managing regulatory and clinical affairs and quality system/compliance activities for small,
medium and large manufacturers of medical devices. My experiences include obtaining
regulatory approvals for ciinical studies and market release of medical products in accordance
with international and U.S. FDA regulatory requirements and international requirements, e.g., the

A summary presentation of budget materials for the proposed 2001 City Budget will be
presented on December 4, 2000. Substantive changes from the adopted preliminary budget have
occurred in two areas:
1.
2000 General Fund Surplus
Staff is currently estimating an approximate $150,000, 2000 General Fund
operating surplus. For purposes of this presentation, the operating surplus has
resulted in an additional operating transfer out to the Municipal Land and
Buildings Fund No. 408.
2. Reduced 2001 Pavement Management Prol!TlllIl (PMP) Scope
The exclusion of the Ingerson neighborhood into project scope has caused a
decrease in PMP activities to reflect only a $50,000 sealcoating project and a
$150,000 transfer out to the Permanent Improvement Revolving (PIR) Fund No,
501 to fund future PMP reconstruction projects,
Conclusion
The staff presentation concludes with a recommendation that a levy increase of $49,392 (2.50%)
is necessary to present a balanced 2001 General Fund budget.

ADOPT AGENDA
MOTION:
Commissioner Aplikowski moved and Commissioner Rem seconded a motion to
adopt the agenda for the December 13, 1999, meeting of the Economic
Development Authority. The motion carried unanimously (3-0).
APPROVAL OF MINUTES
A. November 29, 1999 Regular Meeting
MOTION:
Commissioner Rem moved and Commissioner Aplikowski seconded a motion to
approve the minutes of the November 29,1999, Regular Meeting of the Economic
Development Authority, as submitted. The motion carried unanimously (3-0).
UNFINISHED AND NEW BUSINESS
A. Resolution #EDA99-03. Avvroval 012000 EDA Budeet
The Secretary/Treasurer had prepared an annual budget for discussion and approval by the
Economic Development Authority Commissioners.
Mr. Post stated that noteworthy budget items included the following:
1.
Tax increment excess revenue, recorded in EDA General Activities Fund No. I, are
planned to be utilized by funding allocated administrative expenditures and for loan
repayments to the PIR Fund.
2. Revolving Business Loan Fund No. 702, revenue transaction activity reflects the
installment loan payments from cpr on a $100,000 Minnesota Department of Trade and
Economic Development loan.

Tax Increment Financing District No.1, Round Lake Housing, was decertified in June,
1999.

4. Tax Increment Financing District No.2, Round Lake Office, expenditures reflect
Interfund Loan payments to the PIR Fund for interim loans and to Debt Services Fund
No. 325 for General Obligation Bond interest payments. This District borrowed
$650,000 from the PIR Fund in 1999 to cash flow West Round Lake Road Phase I
improvements. Ramsey County cost participation in this project was not finalized in
1999, nor is it anticipated to be finalized in 2000.Ramsey County has agreed to reimburse
the City for some of these expenses. The District may realize land sale proceeds from the
remnant Indykiewicz parcel in 2000. If realized, these proceeds would be utilized to pay
down interim loans from the PIR Fund.
5. Tax Increment Financing District No.3, Cottage Villas, expenditures to developers for
public improvements reflect 10 percent of expected TIF revenues. The reduction in this
category is solely due to the reduction in class rates.
Mr. Post advised that staff recommends the Economic Development Authority adopt Resolution
#EDA99-03, adopting the 2000 Budget.
Commissioner Rem noted that total Economic Development expenditures, shown on the
Revenues and Expenditures chart was $221,495. However, the total expenditures for the
Economic Development Authority shown on the Estimated Ending Cash and Investments
Balances by Fund chart was $220,995. Mr. Post stated that the total expenditures for the
Economic Development Authority shown on the Estimated Ending Cash and Investments
Balances by Fund chart should be amended to $221,495.

MOTION:
Commissioner Aplikowski moved and Commissioner Rem seconded a motion
for the EDA to adopt Resolution #EDA99,03, adopting the 2000 Budget, as
amended. The motion carried unanimously (3-0).
Commissioner Aplikowski asked if the City of Arden Hills will consider developing another Tax
Increment Financing District. Mr. Post stated that this may be a possibility. President Probst
noted that this would be a decision made by the City Council.

The Executive Director and Secretary/Treasurer have prepared an annual budget for discussion
and approval by the Economic Development Authority (EDA) Commissioners.
Major budget items that Commissioners should note include the following:
1. Tax increment excess revenue, recorded in EDA General Activities Fund No.1, are
planned to be utilized by funding allocated administrative expenditures or for EDA loan
repayments to the PIR Fund.

installment loan payments from CPI on a $100,000 Minnesota Department of Trade and
Economic Development (MnlDTED) loan.
3. Tax Increment Financing (TIF) District No.1 (Round Lake Housing) was decertified in
June, 1999.
4. TIF District No.2 (Round Lake Office) expenditures reflect Interfund Loan payments to
the PIR Fund for interim loans and to Debt Services Fund No. 325 for General Obligation
