You are invited to attend an informational meeting with City staff on Thursday, January 18,2001 at 6:30 p.m. at Shoreview City Hall. This meeting is to discuss the status of the City's redevelopment efforts for the northeast corner of Lexington Avenue and County Road D, This area, which includes a small retail center, automotive service station, and vacant parcel, has been identified by the City as a redevelopment priority because of the declining condition of the properties and the incompatibility of uses with the surrounding neighborhood. (Please see the location map on the back of this notice,) Since the last neighborhood meeting, the City of Shoreview has been actively working towards a redevelopment project. Over the past year, the City has continued to assemble properties in this area and has just recently completed a developer selection process. The City would like to introduce the selected developer, Sherman Associates, and to discuss a preliminary concept and identify neighborhood issues and concerns early in the process before more detailed plans are prepared. The two (2) issues that will be raised will be the possibility of changing the Local . Government Aid (LGA) and Homestead and Agricultural Aid (HACA) funding formula; and exemption from sales tax on materials for the construction of the new City Hall facility . CITY OF ARDEN HILLS MEMORANDUM DATE: January 11,2001 TO: Joe Lynch, City Administrator @ FROM: Terrance Post, City Accountant SUBJECT: Ardcn Manor Noise Abatement Wall Backe:round The Minnesota legislature mandated the Minnesota Department of Transportation (MnDOT) to assess traffic noise conditions along on Minnesota trunk highways. MnDOT developed a prioritized ranking from worst to best, and presented the results to the legislature. The legislature approved funding for the worst ten (10) decibel roadway segments. The stretch ofI- 35W from Highway 96 to the Twin Cities Army Ammunition Plant (TCAAP) railroad bridge met this threshold of being among the worst in the state, and became a funded project. Implementation MnDOT has programmed this project to be completed in 2001. They have contacted the Arden Manor Mobile Home Park owner, Mr. Husnik, who is very supportive of the project, MnDOT has also had several meetings with City staff in regards to the project, When the Arden Hills City Council was informed of this project in 2000, they inquired as to what latitude they had, as a body, in driving the design characteristics and what the cost implications were. MnDOT has since provided some digital photographs of noise walls recently constructed along 1-35W in Richfield, and new T,H, 10 in Coon Rapids. MnDOT has also indicated their willingness to update the current landscaping treatment. Request Staff would like the City Council to discuss this as an agenda item at the January 16,2001 Council Worksession to provide guidance to MnDOT in planning this project, Staffwill distribute materials at the bench for the Worksession, MnDOT is requesting a City of Arden Hills resolution before March 1, 2001 approving the concept plan, specifically approving the design plan, and specifically approving City cost participation in any amenity treatment (i.e" berms, decorative block, decorative lighting) above the MnDOT baseline (i.e" similar to crossroad/I-35W or 610 and 1. In summary, the alternatives revolve around the taking of four (4) additional residential properties to accomplish the following: I, The re-routing of New Brighton Road to the east to intersect with Lake Johanna Boulevard at a ninety degree angle in a controlled (three-way stop) intersection. 2, The subsequent abandonment of New Brighton Road from approximately GlenPaul Avenue south to County Road D. 3, Expanding the development scope from the initial constrained triangle parcel to a replat that would incorporate five (5) separate parcels and the abandoned roadway. 4, Linking these activities into the future planning for the County reconstruction of County Road 0 from Fairview to Cleveland Avenues. The prospects for success for this expanded vision revolve around the following key issues: I. Return on investment (ROI) calculations by Presbyterian Homes to determine if the additional acquisition costs and the correspondly larger number of units/retail result in meeting an acceptable hurdle rate, 2, The willingness of one residential property owner to be a seller for the project. 3. County approval to redirect New Brighton Road, 4. City of Arden Hills support for an enlarged scope project. Background Arden Hills has had a community newsletter since 1973, However, over the years, the newsletter has undergone several interruptions and changes in format In 1990, in a report on a community satisfaction survey, Bill Morris of Decision Resources commented that the newsletter was read by 94% of survey respondents and was extremely popular, In a 1998 follow-up study, however, the newsletter had lost a significant share of its popularity with 77% of respondents reporting that they read the newsletter, e In my readership study, I wanted to learn how readers feel about the newsletter today, whether it is meeting their needs for information from the city and how it can be improved, Study methods The study was conducted as a survey inserted in the September edition of Arden Hills Notes, Residents were asked to complete the survey and return it via business reply mail at no cost to them. About 310 surveys were returned, representing roughly 10% of the households in Arden Hills, What the survey revealed --General findings: In general, readers who completed to the survey responded very positively, The first seven items on the survey dealt with readers' overall impressions of the newsletter, whether they read it when they received it; whether they thought it was accurate, well-written, inviting to read, and effective, About 98 percent of respondents agreed or strongly agreed that they read at least part of the newsletter each month; . . 96 percent agreed or strongly agreed that the newsletter was an effective communication tool. (See survey results outline in Appendix B of the attached final paper.) --Specific findings: However, when it came to specifics, respondents were less positive, Items eight through 18 on the survey asked readers whether they felt the newsletter was providing them with adequate information on the following specific topics: City Council action, community business development, parks and recreation, roadway development, environmental issues, city elections, city services, city ordinances, permit application procedures, committees and task forces, and finance, Response scores were lower across the board in this section of the survey, No item rated an overall response of "strongly agree," On many items the response hovered in the "neutral" or "no opinion" category. The survey also contained two open-ended questions to which respondents could supply written comments, The questions related to how the content and the format ofthe newsletter could be improved, In summarizing all the survey responses, I saw a few, basic themes emerge, . Readers want the newsletter to be delivered to them consistently, at the same time each month, Respondents did not give the newsletter particularly high marks in the "timeliness" category, and a number of the written comments referred to the fact that the letter does not arrive at the same time each month, . . Readers want the newsletter to offer more detail and to discuss issues as they emerge rather than merely reporting City Council decisions after action has taken place, . Readers would like some minor revisions in format Specifically, they asked for more charts, graphs, diagrams and maps, (Readers feel that this is particularly important when we're communicating information about highway and street projects that are often difficult to describe in text alone,) The survey also contained a question about the desirability of a city web site and asked residents for their reactions to the cable TV channel.
