City of Arden Hills 19J001 ********************* *** TX REPORT *** ********************* 0069 96512281753 03/16 13:05 00'47 3 OK e CITY OF ARDEN HILLS MEMORANDUM DATE: March 12, 2001 Joe Lynch, City Administrator, Mayor and Council Members Dwayne Stafford, Public Works Director .~, SUBJECT: Highway 10, 96, 1-694, and 1-35W Study TO: FROM: Backl!round The Arden HilIs Staff, Council and City Engineer have reviewed many possible scenarios for reconstructing the Highway 10/Highway 96 intersection with both MNDOT and Ramsey County representatives, Everything from an upgraded signalized at grade crossing, to a Highway 10 flyover of Highway 96 with no turning movements were looked at. Last summer it seemed the City Engineer had come up with a flyover plan acceptable, but possibly not the most preferable, to the staff, City Council, Ramsey County and affected local businesses and nearby residents. . About that time MNDOT decided a transportation study of the Highway 10, I-35W and 1-694 triangle would be necessary before any new plan for the Highway 10/Highway 96 intersection could be developed, MNDOT hired SRF Consulting Group Inc, to conduct the study, Before the study got under way the area of study was enlarged to include I-35W north to County Road J (85th Avenue), south to Highway 36, and include Highway 10 to Highway 65, At a Ramsey County Technical Advisory Committee (T AC) Meeting last year, the Arden Hills Public Works Director asked that representatives of SRF meet with City Council and staff during the beginning of their study to receive input on the City's views and objectives concerning the Highway 10/Highway 96 area, SRF Meetinl! Mr. Ferrol Robinson, Project Manage~ of SRF Consulting Group Inc" has agreed to attend the Arden Hills March Council W orksession to discuss the study, Recommendation The Public Works Director recommends staff, City Council and the City Engineer prepare questions and ideas they wish to convey to SRF for the study, As I recall at least one council member and the Public Works Director actually favor a signalized at grade intersection at Highway 10/Highway 96, This would make the freeway system more desirable for high speed thru traffic, rather than Highway 10, . Other ideas were to eliminate the westbound Highway 10 ramp to north I-35W and provide a landscape treatment to Highway 10 between I-35W and Highway 96; similar to that of Highway 96 on the completed reconstructed areas. An additional signal might also be considered where the Big Ten Supper Club, Scherer Bros, Lumber Company and the Arden Manor Mobile Home Park traffic access Highway 10, I . . . CITY OF ARDEN HILLS MEMORANDUM DATE: Thursday, March 15,2001 TO: Mayor and City Council Jennifer Chaput, City Planner~ Walgreens Proposal New Information & Options for Action at March 26, 2001 Meeting FROM: SUBJECT: The following memorandum outlines the City Council's options for action on Planning Case #00-45, to be heard at the March 26,2001 meeting, New Information An important issue was brought to staffs attention today by a resident. Unfortunately, this issue was mistakenly overlooked during staffs review of the Planning Case in December, and subsequent Planning Commission review, but has a great deal of impact on the application for minor subdivision. The applicant has been notified of this issue and apologized to for the oversight. A specific staff memorandum outlining the issue and recommendations will come before you for the March 26th meeting, By allowing a minor subdivision of the Holiday Inn parcel, the Holiday Inn parcel would be left without the minimum required oflandscape area (25% of the entire lot), creating a nonconforming lot. It was pointed out that the reason the comer property was never developed in the past was because the comer property is actually all of the required landscaping for the parcel. Visually, it appears that there is an available site on the comer and that is why this was not realized earlier in the process, If this had been identified as an issue at the outset, an application would not have been accepted, Therefore, if a lot can not be split off, there is no separate lot for Walgreens to build and all other issues beyond this are pointless in discussing, Deadline for Action The City of Arden Hills received a complete application for this request on December 6, 2000, Pursuant to Miunesota State Statute, the City must act on this request by February 4, 2001 (60 days), unless the City provides the petitioner with written reasons for an additional 60-day review period, The applicant was notified, in writing, that the application would be extended sixty days to April 5, 2001. The City Council must act on this request (using one of the options outlined below) at the March 26th meeting, \ Options Action must be taken at the March 26, 200 I meeting, The City Council's options to act on this . application are as follows: 1. The applicant may choose to withdrawn the application. No action would be necessary, if this is the case, 2. Recommend approval with conditions. By granting approval, the City Council would be permitting a landscape variance on the Holiday Inn parcel (-13% where 25% is required), without an application from the property owner and without identifying a hardship, in conjunction with approving all ofthe other applications for Walgreens, 3. Recommend denial with reasons for denial. The City Council could deny the proposal, based on the fact that a nonconforming lot would be created by the landscaping requirements ofthe Zoning Ordinance through the minor subdivision, Since a minor subdivision could not be approved, all other applications following could not be approved since there is no lot created for development. 4, The applicant conld request an extension of time. Although the City is at the end of its permitted review time on this application, the applicant can request to waive the sixty days, in writing, to the Council for additional time to address the landscaping issue on the Holiday lun parcel. The applicant may want to research the possibility of reconfiguring the site to allow for additional greenspace, although this scenario is quite unlikely, . My apologies for overlooking this issue during this process, There were so many items that needed attention on the Walgreens site that the Holiday Inn site did not receive the full attention it deserved. It is alarming to me that the City is considering a proposal to subdivide this property, eliminating the major portion of landscaping previously required for the hotel site. In revie\-\-ing the hotel site plan, after the proposed lot split, the only landscaping remaining on the motel portion of the site is the narrow strip along County Road E. This, in no way, complies with the 25% required landscaping for the motel site, even with the reduced parking at the eastern portion of the site. I also question whether the retained number of parking spaces on the motel site is adequate for the motel's needs, especially when the hotel hosts car shows, and similar events, and during conventions and holidays (such as St. Patrick's Day) when parking, even with the existing number of parking spaces, has proven to be inadequate. . Several inquiries received, over the years, for development of the eastern portion of this motel site, have been denied, because any additional development would necessarily reduce the already minimal landscaping of the motel site. I strongly request that Council deny the proposed subdivison of the motel property, and subsequent Walgreen site plan proposal, which I suggest would seriously decrease the needed green area on the motel site, as well as increase the already complicated traffic pattern at the County Road E I Lexington intersectio~ and at the railroad crossing of Lexington Avenue. SUBJECT: County Road E2 Proposed Cold-In-Place Recycling Backl!round The Public Works Director had earlier provided the attached memo relating to the County's plan to perform cold-in-place recycling of the County Road E2 pavement this summer in Arden Hills, This issue was also discussed briefly at the February Council , Worksession. e At that Worksession, Mayor Probst, explained his concerns that a cold-in-place recycling process may not be the best treatment for this piece of roadway. The Public Works Director noted the City had last fall submitted forms to the County identifying County Road E2 as the City's fourth ranked candidate for county reconstruction, The Director did recommend the City approve the cold-in-place treatment, as it would be at no cost to the City, at a time when other County projects identified for Arden Hills in 2002 could cost the City $700,000, This is according to the County's latest Transportation Improvement Program (TIP) draft. Technical Advisorv Committee ITAC) Meetinl! The Public Works Director expressed the Mayor's concerns that a cold-in-place recycling process may not be the most suitable treatment for County Road E2, Tim Mayasich, the Ramsey County Senior Design Engineer, indicated ifthe City does not support the cold-in-place recycling process and prefers total reconstruction of County Road E2, the City must let him know as soon as possible, The road would then stay in the non- progranuned status and elevate to a progranuned project based on future ratings, using the County's rating formula, Recommendation The Public Works Director recommends Council consider this issue at their March Worksession and provide a consensus to staff on either cold-in-place recycling or total reconstruction of County Road E2, e . , CITY OF ARDEN HILLS . FROM: SUBJECT: County Road E2 Backl!round ' Staff and City Council may recall the Ramsey County Public Works Department solicited input from their cities on projects for the County's Reconstruction Program for future planning. On November 1, 2000, the City of Arden Hills submitted prioritized project fact sheets to the County as requested, ranking the City's interests as follows: 1, New Brighton Road from County Road D to County Road E2 2, Hainline Avenue from Highway 96 to 1-694 3, Old Highway 10 from County Road F to County Road E 4. County Road E2 from 1-35W to Old Highway 10/Snelling Avenue .e These projects are in addition to those already scheduled, such as Highway 96. County RoadE2 Ramsey County has informed the City of Arden Hills that they are planning to cold-in- place recycle County Road E2 from 1-35W to Old Highway 10 this corDing 2001 construction season at, no cost to the City. The roadway would remain the same width of forty-four feet. This includes two (2); twelve-foot travel lanes and two (2); ten-foot paved shoulders with bituminous curbing, ' This is not the same as reconstruction; however, with costs 100rDing for other scheduled projects the City may find this is the best approach at this time. Possible Trail When first learning of the possibility this project may be realized in 2001, the Public Works Director asked staff if there were any concerns. The Arden Hills Parks Director indicated a future trail on County Road E2 had been identified earlier, The Public Works Director asked the County to consider a trail along County Road E2, which they are willing to do, If the trail were to be constructed as part of the cold-in- .A place recycling project, the City would be responsible for 75% of the trail costs and 100% . of any additional right-of-way needed for the trail.
