CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, mayor Dennis Probst called to order the special
City Council meeting at 5:50 p.m.
Present:
Mayor Dennis Probst, Council Members David Grant, Gregg Larson, Lois
Rem, City Administrator Joseph Lynch, City Accountant Terry Post, Parks
& Recreation Director and Acting Public Works Director Torn Moore,
Greg Brown from BRW.
Absent:
Council member Aplikowski.
PAVEMENT MANAGEMENT PLAN DISCUSSION

Council first discussed the map that was presented by Greg Brown ofBRW, identifying
four different types of streets: commercial collector, residential collector, local and
special cases. Council agreed with the designations of the different street types. Council
requested that the width designations be taken off.
Council member Grant left at 5:43 p.m. and returned at 5:55 p.m.
Council then began discussion about definition of the types of streets. As indicated on the
map, the commercial collectors were designated as 32 feet, the residential collectors had
no specific width designation, the local streets had 28 foot minimum width designation,
and the special case streets had no width designation. Lynch presented information he
had received from the interim City Planner Michael Cronin talking about the
improvement project being a planning process and perhaps looking at the designation of
the streets in a slightly different fashion. Cronin suggested that the street types be nan1ed
and defined according to their function for planning purposes rather than transportation
purposes.
A commercial road would provide access to the residents and institutions on that street
and provide a route tlrrough the neighborhood for residents of other streets as well as a
route on the boundary or through the neighborhood for residents of other neighborhoods
including those without an origin or destination along that street or in the neighborhood.
Most users have neither an origin or destination on that type of street.

A residential street provides access to the residents on that street. Almost all trips have
either an origin or destination on that street.
The Council agreed on the definitions with the community collector street taking the
place of the commercial collector, the neighborhood street taking the place of the
residential collector, the residential street taking the place oflocal designated streets, and
special case roads remaining as indicated.
The Council then began to discuss how to determine establishment of widths of each of
the newly described streets. Former commercial collector streets had been identified as
32 foot streets, and Council agreed that because this was a street that would contain the
most traffic and have the highest ADTs they were satisfied that it should have a minimum
32 foot width designation.
The former local street had a 28 foot width indicated and the Council was comfortable
that the new residential designated streets should continue to have a 28 foot width
indication, but that existing street width is a consideration for either expansion or
reduction.

The neighborhood street, formerly the residential collector street, was of a type which
would serve a function in between the community collector and residential street and
there was much discussion ahout whether it should contain a range of widths 28-32 feet,
should contain a maximum width no greater than 32 feet, or should indicate a
recommended width such as 32 feet. The Council did not come to consensus on this and
in presentalion of the Pavement Management Plan, the Council will need to vote on the
width designation for neighborhood streets.
The special case streets were indicated to be everything from cul-de-sacs to alleys to
short segments of roads containing less than a half dozen homes. The Council did agree
that the width of the street is measured from the inside curb to the inside curb, or face to
face, which contains the curb gutter section.
The Council then discussed curb and gutter options. There was agreement that concrete
edge strips would not be an option on community, neighborhood, and residential streets.
It would only be considered in special cases. The Council also agreed that concrete curb
and gutter will be specified without specific types being mentioned for each of the four
designated streets. The Council agreed that if putting in curb and gutter for the first time
the streets would have to be reconstructed. If an option is available for a project without
curb and gutter, overlay should be considered.

The Council then went on to discuss the type of street. The goal of the Council is to make
sure that road restrictions can be removed from all ofthe streets throughout Arden Hills.
Greg Brown talked about the design standards that most streets would be designed and

constructed to a 9 ton standard. The construction cost differential between a 7 ton and 9
ton is minimal.
Council talked about striping streets and consensus was reached that there would be no
striping except on community collector streets.
Council member Grant left at 8:16 p.m.

Council next discussed how to proceed with determination of selection ofprojccts or
areas to either construct, mill and overlay, or recycle. Council talked about issues to look
at which include infrastructure repairs and replacement, storm drainage installation or
repair, length of the road, curb and gutter, whether or not the road contained existing
concrete curb and gutter, water quality improvements that might be obtained. They also
agreed that the following six items should be considered in determining what projects the
City will do in what areas with the pavement condition index bcing the baseline or first
order of evalnation. The six items are:
I. Pavement condition index (PCI)
2. Curb and gutter (existing or new)
3. Storm drainage
4. Water quality improvements
5. Infrastructure repairs or installation (sewer and water)
6. Other factors would include special needs, opportunities to do cooperative
projects with the County, petition for street improvements, emergency
situations, funding availability.
The Council then discussed the process, everything from identification of specific areas,
lowest rated streets to attempting to do streets on an area basis for economies of scale.
Council discussed several different areas in the City that contain the lowest rated streets
as well as gcographic areas that represented some ofthe lowest rated streets, presented
other special situations for access and the possibility of work that had been previollsly
done.
Council member Grant returned at 8:55 p.m.

Council then talked about the communication process and identification of areas for
improvemcnt. The Council wanted to concentrate on all forms of communication to the
residents and the City at large once a project was identified. The staff and Council should
mect with the neighborhood as soon as possible and present the concept of either
reconstruction or mill and overlay of the streets and ask the residents to identify other
associated problems or specific concerns that they would like to see addressed in the
project. Ideally Council would like this to occur at least one year in advance of a project.
Council indicated that they would like to consider mill and overlay project for the year
2002 and a reconstruction project for the year 2003. Council directed that the Assessment
Manual be copied and presented with the Council packet for the September 24,2001,

agreed to by consensus this evening.
